About this file
This is a Questions and Answers document for Solicitation 19C02026Q0013 issued by the Embassy of the United States of America in Bogotá, Colombia, for fire alarm system preventive maintenance services. The document does not address specific contract vehicles, pricing terms, response dates, or award dates, as it serves solely to clarify requirements through respondent inquiries.
Key service requirements clarified include 24/7 immediate telephone support availability with a maximum 5-hour response time for proposing solutions to faults or alarms, with on-site technical visits scheduled as soon as possible if phone resolution is unsuccessful. Routine maintenance is scheduled for weekdays; however, technicians must be available for emergency responses on weekends and holidays if system issues cannot be resolved by phone. All maintenance work requires embassy personnel escort, and contractors must provide all necessary equipment (including ladders), materials, and spare parts for repairs. Panel passwords and operation manuals will be provided by the embassy for configuration adjustments. The document confirms that insurance requirements including Damage by Acts (DBA) coverage are mandatory and non-optional, regardless of contract value, with deadlines not subject to extension. Contractors must account for all civil works and ceiling repair materials and labor in their proposals, as the embassy provides limited spare parts and equipment support.
