Contractor Questions

For

Solicitation No. 19C01518R0001

Concrete Boat Ramps at Tumaco and Santa Marta, Colombia

Following is a list of the questions that were submitted by prospective offerors for the above solicitation. Each question is followed by the Government’s response.

Question #1: The solicitation is asking for several insurance policies, it seems these are tailored for Colombian companies, are these required for American companies without business registration in Colombia?

Answer: Companies must obtain all licenses and permits required by local law to perform construction work in the Colombian territory (Section L.3.). If offeror already possesses the locally required licenses and permits, a copy shall be provided. So if the contractor is register or has the permits to do construction in Colombia, they shall be able to issue the required insurances.

Question #2: Could the insurance requirements be suffice with american bid bond for the RFQ and american performance bond if the contract is awarded?

Answer: Refer to answer to Q#1.

Question #3: Are the policies required at the time of bidding?

Answer: The policies are required to be issued by the contractor upon award and only by the awarded contractor.

Question #4: An exploded view and a clear specification of the reinforcing steel exiting from the beam to the plate is not found.

Answer: The contractor shall consider shear connectors that come out of the beam and tie the upper reinforcement of the concrete slab, the dimension to which the connector enters the plate is

15 cm from the lower level of the slab, as shown in drawing S-03 of the solicitation package.

Drawing S-05 also shows the distribution of the hook, the diameter of the steel that is 3/8-inches.

Question #5: It is not observed the concrete finishing level of the pile with reference to the steel protruding from the pile to tie the beams.

Answer: The dimension from the finished concrete of the pile to the steel that protrudes to tie the beam is 15 cm. as shown the following scheme:

Question #6: According to the specification in the designs we have that the concrete for both piles, beams and slab is 28 MPA, as the concrete is category C class C2 (severe exposure) its minimum resistance is f'c 35 MPA, which of the two resistors will be used?

If the resistance in the case is 35 MPA, it is very difficult to guarantee a concrete of these specifications prepared on site since we are talking about a concrete of 5000 PSI with a water-cement ratio of 0.40, it is more usually contemplated that those concretes that are exposed to marine environments must be concrete certified by the premix plant?

Answer: According to the Colombian seismic regulations (NSR-10), Table C.4.2.1 (Categories and exposure types) the type of exposure of concrete to seawater corresponds to two possible categories, S1 with moderate severity and category C2 with high severity.

The NSR-10 regulation in CR-4.3 considers that if two or more types of exposure are presented, the most restrictive requirement that in this case is C2 shall apply, which is used to treat extreme conditions in direct contact with chemical products, de-icers, salt, etc., shall be chosen. And what we require for this project is to protect the concrete and the reinforcement for adverse conditions of the marine water. Therefore it is recommended to adopt the exposed type S1 in order to guarantee the durability of the concrete considering the water/cement ratio of 0.50 and a concrete strength of 28 Mpa.

Question #7: I need of the study of soil.

Answer: This document shall be attached as part of the Q&A amendment.

Question #8: Will you accept our proposal submission by email?

Answer: According to the information included in the solicitation package, proposals shall only be submitted in a sealed envelope marked "Proposal Enclosed" to Olga Gomez at Carrera 45 #
