About this file
This is Amendment No. P00001 to Solicitation No. 19BY7026Q0010, issued by the U.S. State Department for work at the U.S. Embassy in Bujumbura, Burundi. The amendment updates the Statement of Work, establishes a pre-bid site visit for August 27, 2026, at 10:00 a.m. (Bujumbura Time), and extends the offer due date to September 5, 2026. Interested offerors must register for the site visit by August 20, 2026, at 10:00 a.m. (Bujumbura Time) by sending an email to NiyongaboS@state.gov and copying BujProcurement@state.gov with the subject line "19BY7026Q0010_Site Visit," including the full name, company name, telephone number, and identification number of each company representative attending.
The solicitation concerns replacement of a faulty Main PLC (Programmable Logic Controller) and upgrade of the Building Automation System (BAS) Integration module to BACnet protocol to consolidate points from the Potable and Pump system, Triplex pump PLC, and Booster pump PLC. The Questions and Answers section documents three bidder inquiries regarding technical specifications. Bidder 1 proposed replacing the entire control panel rather than only the PLC due to the existing panel's age, condition, and complex wiring configuration. Bidder 2 requested clarification on electrical drawings, I/O documentation, BAS manufacturer and communication protocols, HMI backups, site photos, and panel layouts. Bidder 3 submitted extensive technical questions regarding PLC model specifications, HMI requirements, existing PLC program documentation, control panel dimensions and pictures, wiring diagrams with sensor types, BACnet integration details, and information about the fuel distribution system mentioned in the SOW. The amendment indicates responses to these questions will be provided through an amended scope of work, though the specific responses are not included in this document.

Solicitation No. 19BY7026Q0010 – Amendment No. P00001
The subject solicitation is hereby amended as follows:
1. Update the Statement of Work (SOW), attached
2. Recommend a pre-bid site visit, to be held on August 27, 2026, at 10:00 a.m. (Bujumbura Time).
3. Extend the offer due date to September 5, 2026.
Instructions for Accessing the U.S. Embassy During the Pre-Bid Site Visit
Interested offerors wishing to attend the pre-bid site visit must comply with the following requirements:
1. Send an email to NiyongaboS@state.gov and copy
BujProcurement@state.gov.
2. Use the following subject line: 19BY7026Q0010_Site Visit.
3. Include the following information for each company representative who will attend the site visit:
o Full name o Company name o Telephone number o Identification (ID) number
4. The required information must be received no later than August 20, 2026, at 10:00 a.m. (Bujumbura Time) to allow sufficient time for security access arrangements.
All other terms and conditions of the solicitation remain unchanged.
The submitted questions for bidders are here in answered:
Bidder 1:
Question: Based on our site assessment and the condition of the existing equipment, we recommend replacing the entire control panel rather than only the
PLC. Our inspection found that the current control panel has undergone numerous modifications over the years, resulting in a complex and inconsistent wiring configuration. Due to the age and condition of the panel, replacing only the PLC would not address the underlying reliability concerns and would likely result in continued failures of other components, unforeseen programming challenges, and mailto:NiyongaboS@state.gov mailto:BujProcurement@state.gov additional rewiring requirements. A complete control panel replacement will provide a more reliable, maintainable, and long-term solution while minimizing future downtime and maintenance costs. Let us know if Post prefers to accommodate this option.

Bidder 2:
Question: We are reviewing Solicitation 19BY7026Q0010 and are interested in submitting a proposal. After reviewing the Statement of Work, we would appreciate clarification on several technical items to ensure we provide an accurate and complete quotation.
Please advise the appropriate process for submitting technical questions regarding:
• Complete electrical drawings and I/O documentation
• BAS manufacturer and communication protocols
• Existing HMI backups
• Site photos and panel layouts
• Security and site access requirements
Response:
Bidder 3:
Questions: The existing MicroLogix 1200 came in two models: 24 I/O points
(1762-L24) and 40 I/O points (1762-L40). Which version of PLC was installed in your system?
Paragraph 1.1.1 – The SOW mentions HMIs (plural). Do you want multiple HMIs in this new design? If so, where will the HMIs be located and/or mounted? We will proposed Ethernet enabled HMIs so an Ethernet cable will be needed to be provided near the HMI.
Do you have specific requirements for the HMIs? Physical size, screen size, does the BAS use these HMIs or are the HMIs just for the PLC system, etc.?
Paragraph 1.2.1.1 – SOW states that current PLC program cannot be downloaded from the PLC. Do you have a printed out copy of the PLC program that includes documentation of the ladder logic?
Paragraph 1.2.1.3 – SOW states that “Contractor must ensure footprint of new PLC
. . .” Do you have dimensions of where the PLC presently resides and spare space around it?
Do you have dimensions for the existing PLC control panel?
Do you have pictures that show the existing hardware layout in the PLC panel?
Paragraph 1.2.2.6 – SOW states that PLC sourcing and sinking points are detailed in wiring diagram from page 12 to 30. However, these pages were not provided as part of the statement of work. Also, we do not know what types of sensors your existing system is using. This will determine whether we use a 24 Vdc or 120 Vac control strategy for powering system devices.
BACnet
The SOW states “contractor must capture all points from the portable plant into the
BAS system with the current design.”
To be able to integrate the new PLC into the existing BAS system, we need to know which devices are presently integrated into your BAS system, the number of points, are Ethernet cables are already available for connection between BAS system components, etc. We will provide hardware (Ethernet enabled PLC, Ethernet switch, and BAS Ethernet Interface). Ethernet cabling between BAS system nodes and the PLC needs to be provided.
1.1 Performance of Services
“The service contractor shall perform is replacement of faulty Main PLC and upgrade BAS Integration module to BACnet to pool all the points from Potable and Pump system from the main PLC, Triplex pump PLC, and Booster pump
PLC.”
This paragraph adds two additional PLCs: Triplex pump PLC and Booster pump
PLC. Are these pumps in the Main PLC or are they separate? If separate, what types of PLCs are these as they are not discussed in any detail in this SOW. To pool the points from these PLCs into the BAS, we will need further information as to PLC model number, number of I/O points, schematics, ladder logic availability, etc.
Paragraph 2 – fourth sentence, the SOW states the following:
“. . . all necessary transportation, equipment, tools to perform inspection and upgrade of fuel distribution system in accordance . . .”
This is the first mention of a “fuel distribution system”. Can you provide more information on how this is part of the overall project implementation? Is it part of your existing BAS system? If it is, we need to know manufacturer, number and description of BAS points, etc.
Responses: Amended scope of work
