About this file

This is a Statement of Work (SOW) for the NEC Exterior Day Tanks Auto Refill System project at the NEC Transformer Yard in Bujumbura. The project, dated March 23, 2026, requires a qualified fuel system contractor to supply, install, and commission a fuel tank level monitoring and control system for two containerized generators, each equipped with an approximately 1,800-liter day tank.

The contractor must perform three primary work categories: (1) installation of stainless steel magnetic level sensors for each tank with four detection levels—High High (overfill alarm), High (normal fill), Low (low level), and Low Low (dry tank alarm); (2) installation of a PLC-based control panel with input/output signal capability to monitor tank levels and command pump start/stop functions, including a built-in display screen or HMI module, properly labeled wiring, and verification that equipment fits in existing or requires additional cabinet space; and (3) fuel piping installation using Schedule 40 black iron pipe to connect existing day tanks in the Utility Building to the exterior Day Tanks, including safety protocols, pressure testing with air or nitrogen, leak detection testing, and compliance with local building codes and the National Fuel Gas Code. The U.S. Embassy will furnish water, power, and storage areas. The contractor must provide one full-time project manager, submit a Project Safety Plan prior to work commencement, adhere to EM 385-1-1 safety standards, and restrict worker movement to the project area only. No subcontracting is permitted without prior written authorization from the Contracting Officer.

STATEMENT OF WORK

PROJECT TITLE: NEC EXTERIOR DAY TANKS AUTO REFILL SYSTEM.

LOCATION: NEC TRANSFORMER YARD. 50 AV DES ETATS UNIS

REFERENCE:2026 – NEC CONTAINERIZED GENERATORS – V.01

DATE:23-MAR-2026

1. Project Statement

Post Bujumbura requires services of a qualified fuel system contractor to supply, install and commission fuel tank level monitoring and control system for the two containerized generators. The level sensors are required to control the filling of the tanks using existing pumps located at the Utility Building Day tanks or use of new pump systems depending on contractors’ assessment.

Each of the containerized generators has a day tank of approx. 1800 liters. These day tanks receive the fuel from the bulk tanks through fuel bowser. Currently, there exists no control and monitoring system to monitor the filling of the tanks.

1.1 Work Description

Post wants the service of a contractor who can perform.

1.1.1 Installation of level sensor for each tank. The contractor must install stainless steel magnetic level sensors. The level sensor will have 4 levels

a. High High level (H-HL) for show tank overfill - alarm

b. High level (HL) to show tank normal fill

c. Low level (LL) to show tank low level

d. Low Low Level (L-LL) to show dry tank – alarm

1.1.2 The contractor must install a PLC-based control panel. This will receive input and output signals to monitor the tank levels and give command to start and stop the pumps in the bulk supply tanks

1.1.3 The control panel will incorporate an audible and visual alarm signal that will be on in case critical fuel levels in the tanks as follows:

a. High High level (H-HL) showing tank overfill

b. Low Low level (L-LL) showing tank dry level

1.2 Project Description:

1.2.1 For the PLC Work:

1.2.1.1 The contractor must install

a. The main PLC cabinet will control the AUTO refill and monitor tank levels.

b. Provide a means of communication (points) to the existing fuel monitoring system for ease of integration.

c. A built-in screen on the PLC or an HMI module display at the control panel.

1.2.1.2 Perform wiring in the main panel and label all the cables.

1.2.1.3 Contractors must ensure footprint of the new PLC, along with all of it’s I/O cards will fit into the existing cabinet or if there will be need to have an additional cabinet.

1.2.2 For the Fuel piping:

1.2.2.1 Installation of black fuel to connect the existing day tanks in Utility to the exterior Day Tanks.

1.2.2.2 Safety First: Ensure the gas supply is shut off and locked out. Use appropriate personal protective equipment (PPE).

1.2.2.3 Material Selection: Use Schedule 40 black iron pipe for standard gas lines.

1.2.2.4 Support: Secure the pipe with appropriate hangers or straps to prevent sagging.

1.2.2.5 Protection: Paint any black iron pipe that is exposed to the elements outside to prevent corrosion.

1.2.2.6 Penetrations: Sleeves must be used when the pipe passes through exterior walls

1.2.2.7 Pressure Test: Before turning on the gas, the system must be pressure tested with air or nitrogen (not oxygen) to check for leaks.

1.2.2.8 Bubble Test: Apply a leak detection solution to all joints and check for bubbles.

1.2.2.9 Inspection: Ensure the installation complies with local building codes and the National Fuel Gas Code
