PART ONE – GENERAL
C.1.1 SUMMARY:
A. The Overseas Buildings Operations (OBO) and U.S. Diplomatic facility Bujumbura (Post) have a requirement for local professional A&E Services to investigate the condition and design of the existing 5,000 square foot Deputy Chief of Mission Residence’s roof, building envelope & associated waterproofing systems on the existing structures.
B. The Architect & Engineer, hereinafter referred to as the Contractor, shall provide all professional building envelope and waterproofing services that include but are not limited to architectural, structural, mechanical, electrical, lightening protection, and any other services to meet the project’s requirements.
C.1.2 REFERENCES:
A. Perform services in accordance with U.S. codes and standards.
B. OBO will review and comment on the Contractor’s submissions using the following codes and standards:
1. Underwriters Laboratory Requirements for fire-rated roof assembly
2. Factory Mutual wind uplift requirements
3. National Roofing & Contractors Association, Roofing & Waterproofing Manual
4. Sheet Metal & Air Conditioning Contractors National Association
5. American Society for Testing & Materials, roofing & waterproofing
6. International Building Code, to include structural load & roof drainage
7. OBO A&E Design Requirements for U.S. Diplomatic Mission Buildings
8. Local Codes and Regulatory requirements that may impact the project
C.1.3 QUALITY CONTROL:
A. Contractor shall be responsible for the professional quality, technical accuracy, and the coordination of all reports, designs, drawings, specifications, and other services furnished under this contract. Contractor shall, without additional compensation, correct or revise any errors or deficiencies in its reports, designs, drawings, specifications, and other services.
B. Contractor shall note Federal Acquisition Regulation 52.236-21 Specifications and Drawings: Anything mentioned in the specifications and not shown on the drawings, or shown on the drawings and not mentioned in the specifications, shall be of like effect as if shown or mentioned in both. In case of difference between drawings and specifications, the specifications shall govern.
C.1.4 SECURITY REQUIREMENTS:
A. This is a non-classified project. All documentation submissions to OBO and Post shall be marked Unclassified.
B. Access to Site: Contractor shall have limited access to or be admitted into the compound outside the areas designated for the project except with permission by the Post.
C. Personnel Clearances:
1. All personnel that will travel to Post and be on-site will require background checks. Background checks will require a minimum of 21 days for clearance. Individuals traveling to Post may be required to be escorted by local embassy employees or U.S. cleared citizens.

C.1.5 REQUEST for PROPOSAL:
It is the intention of this Request for Proposal to award a single task order to one Contractor, followed by a specific notice to proceed. Compensation will only be provided for actual efforts and time spent on projects with direct reimbursable for travel expenses. The actual on-site Period of Performance shall be as directed by OBO based on the actual construction work progress and may vary from the assumed timeframes indicated.
Qualification Statements: Contractor shall prepare and submit with their proposal a Quality Assurance and Management Plan addressing the Organization Structure as follows:
Define the proposed organizational structure for project quality assurance, including charts, resumes, and a description of responsibilities of key persons who will perform the work.
Contractor shall identify person(s) responsible for interface with the Government.
PART TWO - SERVICES
C.2.1 ASSESSMENT AND REPORTING SERVICES
A. Obtain all information required to perform on-site inspections for development of an Assessment and Recommendation Report for implementing further repair scope of work, design documentation, or design/build services. Contractor shall travel to the site and meet with the Post staff. Assessment shall include structural implications of the replacement of the current corrugated sheet-metal roof deck with a wooden batten system.
B. Visually survey and conduct physical tests to assess the condition of building envelope components that include, but are not limited to: roof membrane; parapet walls; façade components, below grade waterproofing, insulation; metal and membrane flashing;
doors and windows, structural deck and supporting joists or beams; drainage components; mechanical, electrical, and miscellaneous equipment; protection layers; and all other items associated with the existing deficiencies or the repair of these deficiencies.
C. Provide documentation that includes measurements of the existing structures and conditions, north arrow, photographs, video, moisture meter readings, thermo-graphic data, test cut data, written description of components, drawings, cost estimates, and scheduling.
D. Investigate the availability, competence, and quality of local, in-country architects, construction- contractors and materials; and assist in determining if local (in- country) contractors and/or materials are comparable to US standards and may be used.
Contractor shall investigate local environmental conditions.
E. Investigate construction contractor support services required at the Post, which include but are not limited to: work area setup, construction contractor access to Post utility services, local security requirements and restrictions, work hours, access restrictions, and other logistical concerns as identified by the Post.
F. Assessment Reports shall include at a minimum: written descriptions of surveyed conditions and recommendations, outline specifications, proposed material catalog cuts, cost estimate, photographs, and drawings. The written report shall include specific analysis and calculations.

1. General Information: Provide the history, style, age, and location of building(s) include surroundings and their potential impact of any proposed construction and how it may affect the building’s intended use and design life expectancy.
a. Square meter(foot) areas of concern,
b. Contractor support services,
c. Local safety practices vs. US standards,
d. Climatic and geographic location and impacts on scheduling.
2. Roof Construction: Provide building structural system and how it relates to building façade and roof. Roof configuration, building movement, fire, wind and impact resistance, type and amount of insulation, rooftop traffic if any.
a. Structural analysis of the proposed new system and its effect on the existing frame, bearing walls, and foundation,
b. Wind uplift, drainage capacity & slope,
c. Thermal insulation regional analysis,
d. Galvanic reaction protection,
e. Flashing heights, equipment heights or raising equipment requirements.
3. Observations and Findings: Test cuts performed, materials uncovered and locations. Report existing leak locations and types of previous repairs and frequency of repairs. Report research findings and explanations on use of a local contractor or American contractor performance capabilities for this project.
Provide an analysis of local materials availability and quality.

4. Recommendations: Provide the life expectancy of existing roof. Can roof be repaired or is it in need of replacement? Critical schedule and logistic items to investigate on-site.

d. Cost and Scheduling Estimates
5. Photographs: Overall photographs taken of the building and waterproofing system from a distance, photographs taken of the roof and facade from different angles and close-up photographs of details and descriptions of what is being viewed.

6. Drawings: Dimensioned plans and elevations depicting all existing components, slope and locations where chronic water intrusion or other problem areas; and equipment locations (operable or inoperable).

PART THREE - EXECUTION
C.3.1 TRAVEL TO POST
A. Contractor shall prepare a travel plan to include the team member names and itinerary to be submitted to the COR.
C.3.2 SUBMITTALS
A. Use of Documents:
1. All documentation provided by the government to the Contractor for use in developing this project shall be returned to the government.
2. All documentation produced by the Contractor for this project will become the property of the government at the completion of this project.
3. Contractor may retain documentation copies for their records.
B. Document Formats:
1. All written information shall be in the English language in WORD format.
2. All specifications shall be in English with dimensions, weights, and sizes in SI (& inch-pound) measurements systems. Specifications shall follow MasterFormat 16/50 Divisions.
3. All drawings shall be in the English language with dimensions, weights, and sizes in both metric and English measurement systems, with metric as the primary system.
4. All drawings shall be CADD with sheet layout of individual drawings to follow the OBO standard title block format, and must be compatible with AutoCAD. Sheet size shall be ISO A2 [C-size = 11x17].
C. Contractor shall carefully review and coordinate drawings, specifications, and other project documents before submittal. Contractor shall have a quality control program in effect, that will require employees and consultants to thoroughly review and coordinate all project data prior to submittals. Deficiencies, ambiguities, conflicts, and inconsistencies shall be rectified prior to the submittal of documents or they will be rejected by the Contracting Officer's Representative (COR).
D. Contractor shall produce plans and specifications. Drawings shall be segregated by building. The layout of individual drawings shall convey the required design and construction information. Symbols used shall be accepted international industry standards and shall be shown in the legend. Lettering shall be of sufficient size to be clearly read when drawings are reduced to half size.
E. Specifications may rely on "design-base" sole - source designations. The "design-base" specification shall not circumvent the requirement for a full and open competition in the purchase of materials and equipment. Contractor shall notify the government by written justification if a sole - source acquisition is required for the project.
F. Contractor shall cease all work during the government review periods until receipt of written review comments from the government on each of these submittals. Any work on the project during these review periods is at the Contractor's risk. Contractor shall consider this temporary cessation of work in planning and scheduling.
C.3.3 ASSESSMENT and RECOMMENDATION REPORT DELIVERABLES
A. Documentation shall be submitted to OBO for review at Draft and Final Report stages.
Upon completion of the initial site visit, furnish a written report to include, drawings, photos of existing conditions, design analysis, and proposed repair/replacement design to include proposed materials to incorporate into the project.

B. Submissions shall be formatted to produce bound copies at 8 1/2 x 11 inch format written report with 11 x 17 inch fold-out drawings in a Report Manual.
C. Draft and Final Reports shall be unclassified electronic version and sent via email in .PDF format. Final Report's electronic version shall also be sent via email in .PDF, WORD and CADD formats as the government's record copy.
C.3.4 FIELD QUALITY CONTROL
A. At the Contractor's discretion at Final Completion, The A&E may write a summary of events as experienced over the project’s progression describing their experience with the OBO Roof & Façade Management Program for future improvement and development;
special attention to be paid specifically to program personnel’s responsiveness and performance. This evaluation maybe emailed directly to OBO Management:

C.3.5 DELIVERY
A. All submissions shall be sent via email to the COR.
PART FOUR - SCHEDULE
C.4.1 PERIOD OF PERFORMANCE:
A. Award of Contract: Zero Day B. Site Survey, within 30 days of contract award:
1. Time-on-Site: 3 days C. Assessment and Recommendation Report:
1. Draft Report: 30 days after Site Survey
2. OBO and Embassy Review: 10 days
3. Final Report: 30 days after OBO Review

C.4.2 PROPOSAL SCHEDULE:
A. The Basis of Compensation shall be Labor and Expenses (not Fixed Fee). Compensation shall be made for:
1. Actual labor hours spent on the project; the rates for the required services shall use the fixed fully burdened hourly labor rates. The fixed hourly rates shall include all direct, and indirect costs, including profit.
2. Miscellaneous materials and equipment receipts must be submitted for direct cost plus overhead. To include reproduction and express mail services.
B. Proposals shall be evaluated based on total cost and shall include fixed labor rates, materials, travel expenses, incidentals, and DBA Insurance (if required in host country) as a complete service.

C.4.3 ADMINISTRATION
A. A Contracting Officer Representative (COR) will be designated by your Contracting Officer
(CO). The Contract indicates which communications must be directed to the CO and which may be directed to the COR. The COR will be your primary point of contact for day-to-day items. OBO is the technical support office to assist the COR in managing the project.
B. All invoices shall include the name of U.S Diplomatic facility, name of project, contract number, delivery order number, and obligation number, and dates of the services performed. They shall indicate actual payments received and/or requested on previous invoices. A limit of one invoice for payment per month completed along with associated receipts shall be submitted and a final invoice after submission of the final completion of services.
C. Proposals shall be submitted as further detailed in the Request for Quotation Documents issued by the Embassy Procurement Office.
