About this file
This document is a Questions and Answers file for Request for Quote (RFQ) 19BR9325Q0018 for gardening and external grounds maintenance services at the U.S. Consulate in Sao Paulo, Brazil. The Q&A provides critical details about the solicitation, including confirmation of the facility's precise area measurement of 26,421.34 square meters. The U.S. Embassy clarified that while all project employees will undergo background screening (estimated 1-2 months), the anticipated project start would be in 2026 to accommodate security clearance processes. The Embassy does not mandate specific bonding requirements between prime and local subcontractors, leaving such decisions to the prime contractor's discretion.
The related federal contract opportunity seeks a one-year contract for comprehensive gardening and external grounds maintenance services, with the government intending to award to the lowest-priced technically acceptable offeror. Key dates include a pre-quotation conference and site visit scheduled for July 28, 2025, and an electronic submission deadline of August 4, 2025. All contractors must be registered in the System for Award Management (SAM) database prior to submitting a quotation. The solicitation is issued by the Department of State and allows for electronic responses, with the potential for contract award based on initial offers without further discussion.

FORMAL QUESTIONS AND ANSWERS
The questions and answers below are responsive to the prospective bidder’s opportunity to submit questions to the Consulate regarding this solicitation.
1) To ensure we prepare an accurate and competitive quote aligned with the actual scope of work, could you kindly confirm the precise square meter measurement of the space?
The correct measure is 26.421,34m2.
2) We would appreciate guidance on the bonding requirements between the U.S.-based prime contractor and our local subcontractor. Are there specific Embassy guidelines or legal expectations for this arrangement?
The U.S. Embassy does not impose specific bonding requirements between a U.S.-based prime contractor and a local subcontractor unless such provisions are explicitly stated in the terms of the prime contract. It is the responsibility of the prime contractor to determine whether bonding is required for their subcontractors, based on the scope of work, associated risks, and any internal company policies.
It is the prime contractor’s responsibility to manage and oversee any agreements with subcontractors, including decisions related to bonding, insurance, or liability, in accordance with the applicable local laws and their internal risk management policies. The Embassy does not directly intervene in the contractual relationship between the prime and its subcontractors.
3) We understand that all employees assigned to this project will undergo a background screening process that may take between 3 to 6 months. Could you please confirm if, in the event of contract award, the Embassy anticipates the project starting next year (2026) to allow for this processing timeline?
Yes, all individuals assigned to this project will be subject to a background investigation process, which may take approximately 1 to 2 months to complete. In the event of contract award, the Embassy does anticipate that the project start date would be scheduled accordingly — to allow sufficient time for the required security clearances to be finalized. The actual start date will be coordinated with the selected contractor upon completion of the necessary administrative and security procedures.
