PRE-PROPOSAL CONFERENCE
FORMAL QUESTIONS AND ANSWERS
REQUEST 19BR9319Q0001
JANITORIAL SERVICE
The U.S. Consulate Sao Paulo convened a pre-proposal conference on Wednesday, March 27, 2019 at 10:00 a.m. for the above referenced solicitation for Janitorial Services. Four firms participated in this pre-proposal conference: Grupo Mave, Paineiras, ONET, Grupo Adilis.
Prospective bidders have opportunity to submit questions to the Consulate regarding this solicitation. The deadline for submission of formal questions is Tuesday, April 16, 2019. The questions must be submitted to U.S. Consulate Sao Paulo, via e-mail: higginske@state.gov or goncalvesjp@state.gov
Question #1: Regarding the invoice issuance in the subsequent month of the rendering of service, there is a fiscal impediment to the collection of taxes that need to be within the month of providing services. I would kindly ask us to place this issue change according to the public notice, being necessary within the month of competence of the rendering of services.
Answer: The invoice may be issued on the last day of the current month for the service.
Question #2: Report carpet area footage of each building
Answer: B1 = 1400 m²; B2 = 3900 m²; B4 = 560 m²; B5 = 600 m²
Question #3: Report footage of the vinyl floor area of each building to size the treatment of this floor;
Answer: B2 = 210 m²; B4 = 330 m²
Question #4: The opening times for cleaning - can it be from 06:00 a.m. to 10:00 p.m.?
Answer: No, cleaning must take place between 6.a.m and 4h30 p.m.
Question #5: Is this work schedule Monday to Friday, with Saturday and Sunday off (5x2)?
Answer: All standard services defined in the Scope of Work will be delivered on Consulate work days, which are Monday-Friday.
Question #6: Confirm who will supply:

Garbage bags - for this item if it is the responsibility of the contractor - it is necessary to inform sizes and colors
Disposable cups
Answer: The Consulate will provide the replacement material to be used in restrooms and kitchenettes, such as soap, disposable cups, toilet paper, and paper towels. Disposable bags are only used to remove the trash, so they must be supplied by the contractor as is the case with all cleaning products.
Garbage bags must be supplied in the following sizes/colors:
100L Sizes - Red, Yellow, Blue and Black colors Size 40L- Black
Question #7: According to the brokerage firm, our General insurance policy already covers all customer's coverage requirements, including with respect to amounts. Do we need a specific insurance policy for the Consulate?
Answer: Insurance need not be specific to this contract but it must meet minimum requirements as defined in the RFQ.
Question #8: Can the concentrated products be diluted in the area of the Consulate?
Answer: Dilution of concentrated products will not be allowed at the Consulate.
Question #9: For compliance with item 1.3.1.6, who will be responsible for cleaning cups, cups and coffee services? Will it be the Contractor?
Answer: No. The Consulate staff will be responsible for cleaning dishes.
Question#10: For compliance with item 1.3.1.12, who will be responsible for the replacement of water gallons? Will it be the Contractor?
Answer: No. The Consulate staff will replace the water.
Question #11: For compliance with item 1.3.1.13, who will be responsible for the removal of packaging from the mail room?
Answer: The contractor will be responsible for the removal of all trash including recyclables.
Question #12: During the site visit, the vacuuming of blinds was mentioned. However, item 1.3.3.2 requires a monthly cleaning with damp cloth. Should the blinds only be vacuumed or should the Contractor do some kind of deep cleaning? Will the removal of blinds for cleaning be the responsibility of the Contractor?
Answer: The blinds needs to be dusted weekly and cleaned monthly with a damp cloth. Should the contractor determine that a deep cleaning is necessary, the contractor should discuss with the Contract Officer Representative.
Question #13: Item 1.3.4.1 states that the cleaning of the outside of the windows will be the responsibility of Contractor. However, it was verified on inspection that such responsibility is from another outsourced company outsourced. Who will be responsible for cleaning the outside of the windows?
Answer: The Contractor is responsible for washing the outside of the windows on a quarterly basis.
Question #14: Item 1.3.4.2 states that the carpet must be cleaned quarterly. However, during the survey this was discussed as a semiannual task. With what frequency will carpet cleaning take place, quarterly or semi-annually?
Answer: High traffic areas of the carpet must be cleaned on a quarterly basis, according to the
RFQ.
Question #15: Is the Contractor responsible for the cleaning of chandeliers and lamps?
Answer: The contractor is responsible for cleaning light fixtures according to the schedule in the
RFQ. Currently, there are no chandeliers in the Consulate.
