About this file
This is a Questions & Answers document for Solicitation No. 19BH2025Q0003 regarding Travel Management Center (TMC) services for the U.S. Embassy in Belmopan, Belize. The document addresses four key questions from prospective offerors about the solicitation requirements.
The Q&A clarifies that bidders must establish their own travel management procurement system rather than receiving one from the government, though the Embassy will provide training and ongoing guidance on travel regulations. It addresses questions about SAM.gov registration requirements, directing bidders to an attachment for guidance on obtaining a Unique Entity ID. Regarding pricing, the document specifies that bidders must propose either fixed transaction fees or percentage-based commission structures, rather than variable commission rates based on vendor offerings that could range from 5-20%.

In reference to this solicitation, we received questions from prospective offerors. These questions are listed below, with responses embedded therein. We have combined some questions from perspective offerors because of their similarity. When appropriate to support our responses, we have included attachments.
Question 1:
Will the U.S. Government provide a Travel Management Service Program (example cwtSATO & Sabre) or is it something we will need to organize ourselves?
Answer 1:
Bidders are expected to establish their own system of procurement.
Question 2:
Will the U.S. Government assist in training?
Answer 2:
Yes, the U.S. Embassy, Belmopan will provide training and continued guidance as travel regulations change.
Question 3:
Requesting assistance and guidance in how to register in SAM and in obtaining a Unique Entity Identification number.
Answer 3:
Please refer to Attachment 1 – How to Start Registering a New Entity in SAM.gov. Additional information is also available on the “Help” page of SAM.gov.
Question 4:
Can you explain this in a bit more detail? As a travel agent, what am I bidding for? I don’t have set prices. My prices are based on what commission my vendors offer me. This could range between 5 and 20% commission.
How does that work with what is being asked of me in this?
Answer 4:
Bidders are expected to propose set pricings, whether that be a set fee per transaction, or a percentage-based commission.
