About this file
This is Amendment 0001 to a solicitation issued by the American Embassy Brussels (19BE2026Q0731-P00001), effective September 11, 2026. The amendment revises requirements in the Statement of Work concerning focus group activities and third-country national provisions. Specifically, the amendment mandates a minimum of two focus groups be conducted in person in Brussels, with remaining focus groups permitted to be conducted online or in person subject to coordination with the Public Diplomacy Section. Additionally, the amendment clarifies that Mission personnel will have observation access to focus groups, with the contractor responsible for ensuring compliance with all applicable participant disclosure, informed consent, privacy, and data protection requirements.
The amendment also corrects a typographical error in Section 5 regarding Third Country Nationals, changing the reference from "Ghana" to "Belgium." All other provisions remain unchanged. Offers must acknowledge receipt of this amendment prior to the hour and date specified in the solicitation, either by completing items 8 and 15 and returning the form, by acknowledging receipt on each copy of the offer submitted, or by separate letter or electronic communication referencing the solicitation and amendment numbers. Failure to acknowledge receipt at the designated location by the specified deadline may result in rejection of the offer.
