Professional Video and Photo Production Services No Question (Action) Answer 1 Is this a brand-new project? Yes
2 Can the production company be based in the United States and commute back and forth for this project?
Yes
3 Is there an established budget range for this requirement?
No, the vendor needs to develop a proposal that includes the estimate.
4 For the feature length documentary, will it be played in theatres anywhere? There's an extra list of formatting and services that would be necessary if so.
No, we don’t expect this to be played in theatres. The intention to have this posted on social media/online and showcased at a University Auditorium for Students and Stakeholders. When we stated a feature length film, the intention is for the documentary to be more than 30 minutes but not longer than 45 minutes.
5 Is it a mandatory requirement that as the vendor must have a Bahrain based business?
No.
6 Will the Embassy provide us with a finalized list of participating Bahraini startups and ecosystem stakeholders (names of teams/organizations and delegates), or should we assume our role is to document and engage with whichever participants are selected at the time of filming?
Yes, the Embassy will provide the point of contact with the participants in this documentary. It is the responsibility of the vendor to schedule the shoots and arrange for meetings/briefings as appropriate.
7 Can you expand on, and clarify "Develop a campaign Budget for the integrated campaign to include funding from the State Department, existing public affairs budgets, and contributions from other stakeholders"?
This relates to the promotional campaign’s budget, a portion of this contract will have to be dedicated towards the promotion of the film and series. Depending on the plan presented, we may consider having our own resources or a program stakeholder to assist in promoting the films, whether that is in financial means or in-kind.
8 Can you clarify whether Defense Base Act (DBA) insurance is mandatory for locally hired Bahraini staff, or only for U.S./third-country personnel engaged on the project?
Yes, DBA is required for both Bahraini & U.S./Third country Nationals.
9 Could you clarify whether payments will be made in stages upon completion of project milestones (e.g., pre-production, production, post-production), or only in a single installment after final delivery?
Yes, payment will be made in stages upon completion.
10 As part of the marketing campaign measurement plan, there is mention of link-offs to the service site. This would mean the contractor would require access to the website backend to ensure tracking mechanisms are in place for the measurement plants to be implemented appropriately. Should the SOW include website (including landing page) management for the duration of the marketing campaign?
Yes, but that would depend on the type of access. It could be direct access or a mediated access through the Embassy.
11 Within the same paragraph there is a mention of "leads generated for the services". Could we get clarification on what services would the leads be generated towards? This would help us further establish our target audience (in addition to what has already been provided in the RFP document) for the duration of the marketing campaign.
This is in relation to V.6 Measurement of Integrated Media Effectiveness point.
This is for the contractor to decide upon and propose, keeping in mind that there will have to be an advertising industry standard of measuring the effectiveness of the marketing campaign.
12 Are these productions to be delivered in English only? Arabic only? Or a combination of the two? (ie: English w/Arabic subtitles or vice versa)
To be decided by the contractor to showcase the most effective way to reach the target audience.
13 Are any other language translations required?
No, English to Arabic & Arabic to English, as the vendor sees fit.
14 Does the Embassy have any technical requirements for the deliverables? (ie:

We would like the films to be delivered in different qualities per use basis. A copy in 4k for screening would be ideal, while a copy in HD would be
What file format(s) should the deliverables be in?)

15 Has an IGCE been done for this project and if so, what were the results? If not, what is the budget range the Embassy has allocated or would like to see this project fall within?
No, the vendor needs to develop a proposal that includes the estimate.

Yes.
17 If a company has applied for a business license in Bahrain but has not yet received it, is providing evidence of that application being in process acceptable?
If it is a company that is based out of Bahrain and has all the credentials to operate a business in their area, then a Bahraini CR is not required.
