About this file

This document is a Questions and Answers (Q&A) file for Solicitation Number 19AS2025Q0010, related to fuel card services for the U.S. Embassy in Canberra, Australia. The solicitation requires the contractor to supply 60 fuel cards for use throughout Australia, with specific requirements including access to a network of fuel stations, payment processing, discounts, rewards, online reporting tools, and car wash services. The current contract is a rebid with the incumbent contractor BUSINESS FUEL CARDS PTY LTD, with an annual contract value of $158,577.00 AUD.

Key details from the Q&A include clarification that fuel cards are considered a service, not a commodity, and must be compatible with any commercial fueling station in Australia. The prime contractor must be registered in SAM.gov, and the government will pay for services on a monthly basis. The cards should provide broad acceptance across fuel stations, not limited to specific brands like Shell or BP, and the pricing should include all labor, materials, insurance, overhead, and profit as specified in the solicitation.

SBU - CONTRACTING AND ACQUISITIONS

Embassy of the United States of America

Canberra, Australia

19AS2025Q0010 Questions and Answers

Q1. Regarding the quotation, we just wanted to confirm if the contract requires us to quote services + fuel and other fees as applicable? or just services (our team is just reviewing the quotation template and just wanted to confirm before submitting our proposal)

Answer: The Contractor shall supply 60 fuel cards to be used throughout Australia. The prices listed shall include all labor, materials, insurance (see FAR 52.228-4 and 52.228-5), overhead, and profit. The fuel cards should provide access to a network of fuel stations, payment processing for fuel purchases, and additional benefits such as discounts, rewards, online reporting tools, and car wash services. Please refer to Section 1 of the solicitation.

Q2. If just services are required for the contract, would we be able to confirm how the fuel will be invoiced/finalized, or will it be billed separately?

Answer: The Government will pay the Contractor on a monthly basis for the services that have been satisfactorily received. Please refer to Section 1 of the solicitation.

Q3. Could you please let me know whether this is an existing contract or a new requirement? If it is an existing contract, I would appreciate it if you could provide the name of the current contractor and the value of their contract.

Answer: There is an existing contract.

Q4. Is this a new contract and service, or a rebid on a previous contract with an existing contractor?

Answer: This is a rebid on a previous contract with an existing contractor.

Q5. Who is the current contractor?

Answer: BUSINESS FUEL CARDS PTY LTD.

Q6. What is the total cost of the incumbent's contract?

Answer: $158,577.00 AUD (Annually).

SBU - CONTRACTING AND ACQUISITIONS

Q7. Please outline if the fuel purchased with the fuel cards is considered a "service" or "supply" in the context of FAR 52.219-14 Limitations on Subcontracting.

Answer: A fuel card is considered a service, not a commodity, as it provides access to fuel and related services rather than being a physical product. While fuel itself is a commodity, the fuel card offers the service of facilitating access to that commodity at negotiated prices or with specific benefits such as discounts or tracking.

Q8. Can the provision of the fuel cards be subcontracted to another entity currently not registered with SAM, if all associated customer service is rendered by the contracted entity.

Answer: The prime contractor, the entity directly contracting with the government, will need to be registered in SAM.gov.

Q9. Section 1 of the CONTINUATION TO SF-1449 RFQ NUMBER 19AS2025Q0010 SCHEDULE OF SERVICES, BLOCK 20 outlines that the use of the fuel cards must be compatible with "any commercial fueling station throughout Australia". Could compatibility be limited to service station brands with large presences across Australia, such as Shell or BP brands?

Answer: The requirement specifies that fuel cards must be usable at "any commercial fueling station throughout Australia." This means the cards should be widely accepted and not restricted to specific service station brands. Limiting the cards to brands with large presences, such as Shell or BP, may not fulfill the requirement of compatibility with "any commercial fueling station." Therefore, fuel cards should be accepted at a broad range of fueling stations to meet the outlined requirements.
