About this file
This document contains questions and answers related to solicitation number 19AQMR23R0007 for advisory and assistance services under the Central America Regional Security Initiative. The solicitation is seeking proposals to provide advisory support to law enforcement agencies across five Central American countries and the Caribbean. Key details include that the solicitation is issued by the Department of State's Office of Acquisition Management. The pricing spreadsheet attached as Appendix 2 outlines fully burdened ceiling rates by labor category for U.S., local national, and third country national personnel across various positions and locations. Clarification was provided that all program management office costs and other direct costs will be negotiated at the task order level rather than under the IDIQ ceiling rates.

Questions
| Question # | Solicitation Reference (i.e., Attachment Number, Section, and Page Number) | Technical Question(s) | Price Question(s) | Government Response | |
Amendment 1, Q&A #2 | Can the Government indicate how long the Task Orders under the present contract have been at their current levels? | No. | |
Amendment 1, Q&A #4 | Is the government's intent to allow the repricing of ceiling rates if productive hours are less than 1880? | Actual productive hours will be priced at the task order level. The point of 1880 is simply to allow for consistent price comparison. Actual NTEs established for the IDIQ will be the ceiling direct labor rates and ceiling indirect rates. We could just as easily use a qty of 1 hour. Vendors will not be held to a qty of 1880 hours at the task order level. | |
Amendment 1, Q&A #98; Amendment 1, Attachment 2 | Is it the Government's intent that the PM be fully priced in every country? | PM costs have been removed from the IDIQ ceiling establishment and will be proposed on a montly FFP basis at the task order level. | |
Amendment 1, Attachment 1, p. 6, SOW 1.5, Mobilization Plan | For a short mobilization period, is it permissable to use temporary staffing agencies while business licenses are being processed? | No. | |
Amendment 1, Attachment 1, p. 23, SOW 4.1 Leased Space and Amendment 1 Q&A #13 | What amount of space does the Government want Offerors to price for each country? Is it acceptable to only price enough space for In-Country PMO staff or does the Government have a specific amount of space in mind to accommodate additional staff? | All PMO costs will be proposed at the task order level. No ceiling will be established for these costs. | |
Amendment 1, RFP, p. 89, L-004, Content Requirements Section 1, Sub-Factor 1, Recruitment and Staffing Plan and Sample Task Order Resumes; Amendment 1, Attachment 1, p. 13, SOW 2. Position Descriptions, Subject Matter Expert. | Will the Government consider 10 years of relevant experience for the K9 SME position if the candidate meets all other criteria? K9 expertise is generally gained through specialized law enforcement and/or military training and is not dependent on advanced education. | Yes to all SMEs. PD has been updated in the SOW. | |
Amendment 1 Q&A #39 | The response to question 38 referrs to current task orders and lists Guatemala/Belize together while listing the other countries--Honduras, Panama, Costa Rica, and El Salvador--separately. Does the Government intend to award Guatemala and Belize separately or as a single Task Order? | Guatemala and Belize will likely be combined but the Government will definitively state this at the task order level. | |
Amendmendment 1, Q&A #64 | Does the Government intend to adjust the price ceiling since final hours will be determined at the task order level? | The IDIQ ceiling is for labor and indirect rates. The quantity of hours is for pricing comparison only. Contractors will not be held to the labor total values as task order ceiling values. | |
Amendment 1, Q&A #76 | With the requirement that there be a timeline for each location, can the Government increase the page limit by five pages to cover all of the five plans? | Technical volume page limit has been increased by 5. | |
Amendment 1, Q&A #78 | Will the PMO support levels and other ODC line items priced become a ceiling amount or will it be rebid and negotiated at the Task Order level, or be cost reimbursable ? | All ODCs have been removed from ceiling negotiations and will be established at the task order level. The Government has provided plug numbers for the purposes of evaluating indirect costs. | |
Amendment 1, Q&A #83 | Does the Government intend for the staffing plan to cover the personnel listed in SOW 1.5 for those countries only? | Yes, correct. | |
Amendment 1, Q&A #83, Attachment 1, p. 4, SOW 1.5 | Should the manpower allocations for the five countries in SOW 1.5 also include required PMO personnel? | The required plans should include the mobilization of an in country PMO. | |
Amendment 1, Q&A #110 | Could the Government please confirm if Testing costs will be addressed and aggregated at the task order level? | Confirmed | |
Amendment 1, Q&A #14 | Does the response to question 14 that pricing related to security-related measures will be addressed at the Task Order level include the cost of evacuation insurance? | Yes. | |
Amendment 1, Q&A #14 | Will pricing relevant to security-related measures for Third Country Nationals (such as evacuation insurance) be addressed at the Task Order Level? | Yes. | |
Amendment 1, Q&A #54 | Can the Government break out anticipated costs by Task Order or Country? What is the Government's intent for the breakdown? | Required ODC cost categories will be included in a pricing template at the task order level. Where costs are impossible to estimate, the Government will provide a plug number. | |
Amendment 1, Attachment 1 and Attachment 2 | The projected number of positions in Attachments 1 and 2 still do not completely align. Please confirm that Offerors should assume that the projected number of positions stated in Attachment 2 are the correct ones. | Yes, please use the position quantities indicated in Attachment 2. | |
Amendment 1, Q&A #97 | Please clarify how this overtime level of effort is to be calculated, and thereby included in Attachment 2 if needed. | The number of overtime hours will be provided at the task order level as a plug number. Vendors only need to provide overtime percentages to be applied to the base labor rate per position in the pricing narrative for IDIQ proposal submission. | |
Amendment 1, Attachment 2, Tabs 7, 8, 10, and 11 | How does the Government plan on calculating exchange rates on this contract for Costa Rica and Guatemala where the exchange rates varies daily through market forces? | All contract pricing will be in USD. It is up to vendors to either hedge rates or propose adequate labor rate ceilings to accommodate these fluctuations. | |
Amendment 1 Q&A #5 | Within the pricing book, the government has a line item for each separate CONUS PMO expense (CLIN X008-O) that has been requested for each of the countries being priced. This places the bidder in a situation whereby if they allocate the cost of the CONUS Program Manager or a Contract Administrator across all the countries, there is no way to assure that the said cost can and will be recovered, as there is no guaranteed level of effort or task order allocation commitment from the government. Can the government please provide a pricing mechanism in which the PM, under the CONUS PMO expense, can be transparently recovered, irrespective of the unknown task order allocations and levels of effort ? Alternatively, would the government consider reimbursing and quoting these Program Manager costs at the Task Order level, where they can be correctly and transparently calculated, as opposed to committing to them prematurely within the proposal, without any guarantee of recovery or LOE ? | All CONUS and OCONUS PMO has been removed from NTE negotiations. It will be up to the vendor to propose a monthly FFP rate for both offices at the task order level. | |
Amendment Q&A #77 and #115 | Is the government anticipating that TCNS would receive housing post diff and COLA. | Yes, if they meet the conditions in B-007(f). | |
Amendment 1, Q&A #5 | Can the government provide a pricing mechanism through which the PM and Contracts Administrator can be recovered regardless of task order allocations and levels of effort? | ||
| Would the government consider reimbursing the PM/CA cost at the TO level, where they can be correctly and transparently calculated, as opposed to committing to them prematurely within the proposal without any guarantee of recovery or LOE? | Yes, PMO has been removed from IDIQ ceiling negotiations. | ||||
Amendment 1, Attachment 2, Tabs 14 and 16 | These Tabs both include pricing for a Panama PMO. Is this simply an error? If not, are Offerors to price the same PMO twice or are these two separate entities? | All PMO removed. | |
Amendment 1, Attachment 1, p. 9, El Salvador Staffing Estimates, p. 10, Guatemala Staffing Estimates | Can the Government clarify what it means by the term, "Vetted Units"? | Leahy vetted units, guaranteeing no human rights or other violations designations assigend to units. | |
