This is a Request for Quotation (RFQ) issued by the Bureau of Global Acquisitions for the Department of State for a nine-month Cultural Property AI Prototype project. The solicitation number is 19AQMM26Q0468, issued September 14, 2026, with quotations due by 5 pm EDT on September 21, 2026. This is a Total Small Business set-aside under NAICS code 541511 (Computer Systems Design Services) with a $34 million size standard. Services are anticipated to begin the day after contract award and continue for nine months. The contract will be awarded as a firm-fixed-price purchase order under FAR simplified acquisition procedures (FAR 13.2).

The RFQ requires nine deliverables across the performance period: a Project Management Plan, twelve monthly Progress Reports, Stakeholder Engagement Summary, Data Sourcing and Curation Summary, Prototype Application, Internal Testing and Validation Report, Simulated Field Testing and Validation Report, Final Assessment Report, and Final Briefing/Presentation. All prices shown in the line items are currently $0.00, pending quoter submissions. Responses must be submitted in three separate volumes: Volume 1 (Go/No-Go with active SAM registration verification and completed C-SCRM Questionnaire and Software Producer Attestation Form), Volume 2 (Technical Quote not to exceed 15 pages addressing technical approach and work plan), and Volume 3 (Firm-fixed pricing for all line items with detailed labor mix and cost breakdown). The Government will evaluate on a Go/No-Go basis for compliance factors, then conduct price-technical trade-offs with technical factors weighted significantly more heavily than price. (d) Minimum rights to the Contractor.

(1) The Contractor is hereby granted a revocable, nonexclusive, paid-up license in each patent application filed in any country on a subject invention and any resulting patent in which the Government obtains title, unless the Contractor fails to disclose the subject invention within the times specified in paragraph (e)(2) of this clause. The Contractor's license extends to any of its domestic subsidiaries and affiliates within the corporate structure of which the Contractor is a part, and includes the right to grant sublicenses to the extent the Contractor was legally obligated to do so at contract award. The license is transferable only with the written approval of the agency except when transferred to the successor of that part of the Contractor's business to which the subject invention pertains.

(2) The Contractor's license may be revoked or modified by the agency to the extent necessary to achieve expeditious practical application of the subject invention in a particular country in accordance with the procedures in FAR 27.302(i)(2) and 27.304-1(f).
