About this file

Summary

This is a Justification for Exception to Fair Opportunity document submitted by the U.S. Department of State's Acquisition Management office on behalf of the Office of the Undersecretary of Economic Affairs (E). The document requests approval for a sole source contract award to CDW-G, a vendor located in McLean, Virginia, for multiple IT equipment items including switch boxes, standard and large monitors, and monitor privacy panels. The equipment is required for Suite SE3153 at the State Department's SA-9 facility in Washington, DC, to support the work environment and ensure necessary technology is available for daily operations. The justification cites FAR 13.106-1(b)(1) as the authority permitting single source solicitation for acquisitions not exceeding the Simplified Acquisition Threshold, claiming that only one source is reasonably available to satisfy the Government's requirements.

The Contracting Officer determined that CDW-G has established a valuable and productive relationship with the Office of the Undersecretary of Economic Affairs and has demonstrated its ability to provide the required IT equipment in needed quantities at reasonable and competitive costs, with timely and dependable fulfillment. The document indicates that no other sources were sought after reviewing historical procurement actions with local vendors, concluding that CDW-G was the only vendor with the necessary quality of material. The Contracting Officer certifies that the anticipated cost to the Government will be fair and reasonable based on the vendor's historical products and performance.
