About this file
This is a Justification for Other Than Full and Open Competition (J&A) for a contract modification with the U.S. Department of State.
The Department of State seeks approval to extend contract 19AQMM26C0204 with RA International for life support and maintenance services at the U.S. Embassy in Juba, South Sudan. The extension period runs from June 1, 2026, through December 31, 2028 (31 months), with a potential additional 8-month period (March 2029–October 2029) if the New Embassy Compound (NEC) completion is delayed, bringing the total potential duration to 33 months. The estimated cost for the extension through October 31, 2029, is redacted in the document. Services include customer registration and guest services, lodging preparation and reservations, laundry, food service, kitchen and dining facility operations, building repairs and maintenance, grounds maintenance, and fuel and water tank maintenance. All services must meet three-star U.S. hotel standards with quality control monitoring. The acquisition is justified under FAR 6.103-2 (Unusual and Compelling Urgency) due to the critical need to maintain uninterrupted life support and maintenance services during the drawdown of the current Residential Compound and Embassy Compound while transitioning operations to the newly constructed NEC, projected to open between December 2028 and February 2029. The contractor must provide 24-hour emergency maintenance support and manage staffing across multiple secure locations. The original contract was transferred from USAID systems to DOS systems and is fully incorporated into DOS platforms, including Ariba and GFMS. The Government determined the anticipated cost is fair and reasonable based on historical pricing data from Juba and comparable overseas posts. No other sources have expressed written interest in this short-term extension. The future NEC life support services requirement will be competed using full and open competition procedures beginning in early 2027.
