About this file

This document is a clarification file for Questions and Answers (Q&A) related to Amendment 01 for the Charleston Regional Center Building C Fitness Center to Scanning Facility Conversion project. The solicitation is restricted to eligible 8(a) offerors and involves a renovation project for the Department of State. Key clarifications include specifications around project staffing (two-person minimum management team with potential role overlaps), technical requirements for fire protection engineers, data/communications cabling responsibilities, and construction details such as seismic category (D), corner guard installations, and floor leveling.

The solicitation timeline includes a site visit on September 3, 2025, question submissions due by September 8, 2025, and proposal submissions due by September 22, 2025 at 4:00 PM ET. Notable technical clarifications involve contractor responsibilities for data/comm cabling, low voltage wiring, security system preparations, and dust containment. The government will handle certain equipment purchases like security systems and locks, while the contractor is responsible for conduit, rough-ins, and door preparations. The project requires careful coordination of multiple technical systems and adherence to specific specification requirements.

Clarifications to DoS Provided Answers from Amendment 01 Q&A 1 Attachment

Question 20 – Based on the response provided and the requirements for 2.12.4 for both Fire Alarm and Fire Sprinkler systems all GC bids should include a “full-time team of at least two qualified fire protection engineers, available for the testing required by the contract” This seems incorrect/overkill for this type of project. Please confirm the intent is for us to hire and/or assign 2 full time Fire Protection Engineers to this project per the requirements of 2.12.4 that will be responsible for testing, inspecting, reviewing submittals for the Fire Alarm Systems, Fire Sprinkler systems and egress systems as per 2.12.4. The response is not clear and this will greatly increase our price

DOS Response: No, the only need you will have for fire protection engineer is the shop drawing design. Please refer to Specification Section 211313.3.7 for sprinkler testing criteria and Specification section 283111.3.4 & 5 for fire alarm testing. Please remove the requirement for two full time fire protection engineers for this project. The fire protection engineers required will only be the engineers with the trade subcontractor who produces the shop drawings for each trade.

Question 24 – the response does not provide a list of special inspections as asked in the original question. “Fire Alarm” and “Fire Sprinkler” are not special inspections. Per section 4.8 of the SOW, it states “The Contractor shall obtain the coordination and services for the special inspections as indicated in the Schedule of Inspections and Testing” The response does not provide a schedule of inspections and testing as stated in 4.8 and this is not included in the specs. This cost would NOT be included in our bid based on the current response and based on no “schedule of inspections and testing” being provided.

DOS Response: Per Specification Section 013200.1.2, the contractor will provide the government with the schedule of inspections identifying required inspections specified in each applicable Specification section and when they are projected to be conducted in coordination with the Project Schedule.

Question 26 – the response fails to indicate if the 2 people (minimum) are required to be onsite full time. This was specifically asked in the original question as this detail would affect our price. Please clarify

DOS Response: A minimum of two people will be required to properly manage this project. Superintendent may also act as the Health and Safety Manager and the Waste Management Coordinator. The Project Coordinator may also be the MEP Coordinator. IT/Data Coordinator may be the Data/Comm subcontractor. There is no need for a Commissioning Coordinator or a Security System Coordinator for this project.

Question 29 - no response provided. This info is needed in order to submit a price

DOS Response: Seismic category D

Question 30 - no response provided

DOS Response: The corner guards for the processing area 105 and storage 106 are to be recessed. Refer to drawing AF101 for complete finishes including all corner guards.

Question 31 – no response provided

DOS Response: The final thickness cannot be established until the tile and mortar bed is removed. Assume 1" thickness for concrete infill or floor leveler materials.

Question 32 – per response, we are not to include any low voltage wire in our bid. This response is confusing as it is not clear if this only pertains to security or if this also applies to all low voltage wire for Data as well.

DOS Response: No, Contractor is required to provide, pull, terminate and test all Data/Comm Low voltage cabling and fiber. Secuirty Scope is only to provide raceways and “ring and string” drag lines in preparation for others.

Question 33 – no response provided

Please confirm we are not to include costs for items noted to be furnished and installed by the "Lock Contractor" and " Security Contractor" as defined by sheet TY510 and other TY drawings. If these are to be included in our scope, please provide current contractor or vendor that is being utilized for both Locks and Security.

DOS Response: GC scope will Include only the Conduit, rough-in’s ( rinf and string) and Door preps all door locks, Security equipment’s will be Purchased and installed by the government .

Question 34 – the response states “the government is wanting the offeror to show experience for the key personnel being used for the solicited project” Based on this response we assume that we are not required to list key personnel including PMs, engineers and site supervisors that were assigned to the projects that we list in our past performance examples

DOS Response: “the government is wanting the offeror to show experience for the key personnel being used for the solicited project”

Q&A 2 Attachment

Question 6 – the response conflicts with the response to question 26 in Q&A Attachment 1. Question 6 response states that each employee can have a max of 2 roles. There are more than 4 roles required by the specs, which would mean more than 2 full time people would be required onsite. Question 26 in Q&A Attachment 1 states that only 2 people are required. Please clarify.

DOS Response: This project is small enough for each employee to cover up to three roles but the Superintendent may not also be the Project Coordinator.

Question 17 – response seems to indicate that DOS will be responsible for Data Cabling, then the next sentence seems to indicate we are to include the cabling

DOS Response: Contractor is responsible for all Data/Comm cabling and fiber.

Question 18- response is the same as 17. If we are to include Data Cabling in our pricing please provide clarification to question 18 on type of cabling required.

DOS Response: See T drawings, these are Telecomm drawings

Question 33- response contradicts the response provided in question 24 of Q&A 1

33. Are third-party inspections required?

DOS Response: See Specification 014000.1.3

Question 35 – temp walls response contradicts the response provided in question 21 of Q&A 1. If temp walls aPnd barriers are required per Question 35 response, please provide location and details of temp. wall and/or door requirements as asked in the original question 21 of Q&A 1

1. Are partitioning, dust containment, and/or negative air machines required for this project?

DOS Response: Yes to dust containment is required, Negative air is recommended but means and methods, partitioning is possible but means and methods for dust containment requirement. See Spec. Section 017410. You will provide DOS with your plan for indoor air quality and dust control.
