Proposal Submission Deadline

• Date and Time: Proposals must be submitted by October 3, 2025, no later than 5:00pm Eastern Standard Time (EST).

Late submissions will not be considered, except as provided under FAR 52.215-1.

• Submission Format: All proposals must be submitted via email to MaysJR@state.gov, Jeannie R. Mays, the Contracting Officer (CO).

Proposal Submission Requirements

• Number of Copies: Offerors must submit one (1) electronic copy of the proposal.

Proposal Format

• Page Limits: The total page limit for the technical proposal is 50 pages. Any pages beyond this limit may not be evaluated.

• Font and Margins: Use Times New Roman, 12-point font, with one-inch margins on all sides.

• File Naming and Format: All files must be submitted in PDF format, with file names that clearly indicate the proposal section and the offeror's name.

Proposal Sections

The proposal must be divided into the following sections:

• Company Information: Include company name, UEI, DUNS number, Tax Identification Number (TIN), address, and contact information.

• Statement of Compliance: A statement certifying that the offeror agrees to comply with all terms and conditions of the

RFP.

Technical Proposal The Technical Proposal must address the following areas in detail:

Technical Approach

• Comprehensive Plan: Provide a detailed description of how the offeror will implement the ASPE Health Benefits Plan, including enrollment processes, claims management, and participant support services.

• Service Scope: Describe how all services outlined in Section C of the Statement of Work (SOW) will be provided, including mental health, crisis support, and medical evacuation services.

Transition and Start-Up Plan

• Initial Transition Plan: Submit a comprehensive plan detailing the steps necessary for transitioning from the incumbent contractor. This should include timelines, milestones, and risk management strategies.

• CLIN 001 Execution: Outline the proposed approach for executing CLIN 001 (Start-Up/Transition Costs) and each of its sub-CLINs (e.g., Initial Planning and Project Management, System Configuration, and Integration).

Quality Assurance Surveillance Plan (QASP)

• Monitoring and Evaluation: Describe how the offeror will monitor and ensure the quality of services provided, including methods for measuring adherence to performance metrics and managing participant feedback.

• Continuous Improvement: Explain the mechanisms in place to identify, document, and correct any deficiencies in service delivery.

Personnel Qualifications

• Key Personnel: Provide detailed resumes for all key personnel, including Project Manager and other roles specified in Section J. Each resume should include relevant experience, education, certifications, and their role in the project.

• Staffing Plan: Outline the staffing plan to support the execution of the ASPE contract, including staffing levels, employee training, and contingency plans to ensure service continuity.

Experience and Past Performance

• Previous Contracts: Provide a summary of three (3) previous contracts similar in scope and complexity to this RFP.

Include customer contact information, contract value, and a description of the work performed and how it is relevant to this

RFP.

• References: Provide references for each contract, including contact names, phone numbers, and email addresses.

References may be contacted as part of the evaluation.

Business Proposal The Business Proposal must address the following areas:

Pricing Structure

• CLIN Pricing: Provide a detailed breakdown of pricing for each Contract Line Item Number (CLIN), including CLINs for Start-Up/Transition Costs (CLIN 001), Ongoing Administration Costs (CLIN 002), and Optional Services (CLIN 006). Include quantity, unit, unit price, and total amount for each item.

Financial Capability

• Financial Statements: Submit audited financial statements for the past three (3) fiscal years to demonstrate financial stability.

• Certifications: Provide certifications such as SAM registration, FAR 52.209-5 Certification Regarding Responsibility Matters, and FAR 52.203-2 Certificate of Independent Price Determination.

Small Business Participation Plan

• Subcontracting: If relevant, identify how small businesses will be utilized in performing the contract. Include subcontracting goals for small, disadvantaged, and women-owned businesses, in compliance with FAR 52.219-9.
