Topic: General | Sol Sect: Task length
Question: Is the Task Length number of calendar days or working days? For example 15 days for task starting May 1 ends on May 15 (15 calendar days) or May 21 (3 weeks of training 5 days per week)?
Training Days, normally Monday through Friday.
Topic: General | Sol Sect: Training days per week - trainees/soldiers
Question: What days of the week are Chad soldiers available to train? (example, many Islamic countries do not work on Fridays and Saturdays).
They are available to train, normally Monday through Friday and Sunday if we ask them to. Being mostly Islami (about 51%), we give them time for prayers.

Question: How many hours per day should the training last? Are there any required breaks during the day?
A training day should have 8 hours of training..
Normally, the Contractor should plan for training sessions to be approximately 50-55 minutes, a break in mid-morning, an hour lunch break, and a 15 minute afternoon break.
Especially, in Moussoro (where temperatures can be dangerously hot), the training day may start early (about 0630 -0700) and go through the normal lunch hour, then break for the afternoon heat, and restart early evening to finish the work day.

Question: Are sessions only held part of the day to avoid training in the hottest parts of the day?

Question: How many hours per day are the contractors expected to work? How many hours are trainees being trained? If trainers are training 8 hours per day, to set up and close out training days, they will be working 10 hours on site. If trainees are trained for 6 hour days, trainers will be working on site for 8 hours per day

Question: What are Chadian holidays/ training holidays expected to fall within the contract period?
The contractors can find a list of the Chad holidays on-line. There are approximately 12 major publicly celebrated holidays.

Question: Will there be office space available for the trainers?
The Chadians have been very accomodating and don't believe that will be an issue. For training in N'Djamena, the winning contractor can coordinate that with the External Operations during the TPPE. For training in Moussoro, GPOI has a containerized base camp for the team.

Question: Is armored vehicles transportation for US contractor day to day activities required in N'Djamena? Is armored vehicle transportation for US contractor required between N'Djamena and Moussoro Chad?
No for N'Djamena.
No for armored vehicles between N'Djamena and Moussoro. However, armed escort is provided by the Chadians.

Question: Are contractors authorized to carry weapons fire arms while traveling between N'Djamena and Moussoro Chad?
No. The Chad escorts are well armed.

Question: Is body armor required between N'Djamena and Moussoro Chad?
No, not required.
Topic: Task D - break | Sol Sect: Task D - Week 4 and 5
Question: Taks D: between week 4 and week 5- is there a break to allow travel to Moussoro or will week 5 begin immediately after week 4 w/o a break. If there is a break, how long is the break and will contractor be allowed to continue retain trainers in Chad? if so, can contractor charge labor hours for that time period?
A break is not planned at this time.
If there is a break, it will probably only be a day or two. We don't anticipate a full week.
Topic: Task D - travel/M&IE | Sol Sect: SOW 6.1 & 6.2 Travel, page 20 - Authorized Direct Costs.
"Contractor shall include two (2) full days of labor and M&IE before and after each task (four (4) days total) for each person traveling to and from the place of performance in Chad. Contractor shall not invoice more than four authorized travel days per person for the duration of each task, even if that person travels to and from the place of performance more than once during the performance of that task."
Question: If contractor is using the same trainers from week 1-4 in N'Djamena and weeks 5-9 in Moussoro, will the contractor be allowed to bill these travel days to go from N'Djamena to Moussoro in addition to the four travel days in and out (mobilization and demobilization) of Chad?
Yes. The contractors should submit as part of the technical and price proposals.
SOW Change.
Section 6.2 has been revised to: "6.2. Authorized Direct Costs. Contractor shall include two (2) full days of labor and M&IE for travel before and after each task (4 travel days total) for each person traveling to and from N’Djamena, Chad. In addition, each person is authorized two (2) full travel days for traveling to the place of performance in Moussoro, Chad (1 travel day to and 1 travel day from Moussoro) for the last five (5) weeks of Task D. The Contractor shall not invoice more than the authorized travel days (4 for to N’Djamena and 6 for to Moussoro) per person for the duration of each task, even if that person travels to and from the place of performance more than once during the performance of that task. Contractor shall provide the COR with travel documentation for any person working on the contract immediately upon request."

The conttractors travel separately but with armed Chadian escorts.

Question: Is there secure storage areas/ containers for sensitive items or will contractor have to provide their own secure storage facility?
Secure storage for N'Djamena training will have to be coordinated during the TPPE. However, the Appendix 2, Line 43, Shipping Container is intended to remain in N'Djamena with Appendix 2 equipment remaining in N'Djamena for future training.
Secure storage is available at the GPOI containerized base camp in Moussoro.

Question: Will contractor have access to FPO / diplomatic pouch US mail?
No.
Topic: General | Sol Sect: Classroom Equipment Standards
Question: Do current ANT lecture halls accommodate US/UN military training A/V resource requirements: overhead projectors, computers, printers, air conditioning?
The ANT facilities in N'Djamena and Moussoro are very basic and you can't count on the electricity working. The contractors need to plan to provide generators and extension cords for all classroom training.

Question: Are the classrooms collocated with the field training sites?
In N'Djamena, adequate space is available to conduct field training tasks but located a few hundred meters from any classrooms.
In Moussoro, training sheds are available close to field training locations.
None will have electricity and all training will have to be accomplished using easels.

The Chadians provide meals for their personnel.

Question: Can planning hours be performed CONUS?
Yes

Question: It specifically says for DBA and travel a fee cannot be charged. It does not say that for Mobilization, Equipment, and ODCs. Is it allowable to charge a G&A/fee/other handling charges for Mobilization, Equipment, and ODCs if the inclusion of such costs is handled in accordance with the Offeror's normal accounting practices?
The Mobilication, Equipment and ODC CLINS are firm-fixed-price, and therefore their structure and composition is the decision of the offeror.

While the Government has established ceiling per diem rates for different areas worldwide, the specific decsion on what to charge is up to the contractor.

Question: Should planning hours/days be included in this section? If not, where should planning hours/days be captured?
Planning hours should be charged against the task for which they are planning.

Question: Are planning hours included in the task days or are they in addition to the task hours?
Planning hours are in addition to the task hours.

Question: For pricing purposes, where should training hours associated with a task be captured in the Task workbooks of the Pricing Spreadsheet? Should they be charged against the task to which they will be planning for or against the task during which the planning takes place?
For example planning for Task C takes place during the timeframe in which Task B is being conducted or between Task B and Task C, Would hours be charged against Task B or Task C?
Planning hours should be charged against the task for which they are planning.

Question: The SOW says that the contractor "will conduct a minimum of 80 hours of planning prior to the start of the task [Task E]." It says a minimum of 80 hours. Does that mean the contractor can spend and be compensated for more than 80 hours?

Question: What is meant by pre-travel planning hours vs on the ground planning hours? I would assume on the ground planning hours would be those done in-country. Does pre-travel mean hours spent CONUS? Is this CONUS before the start of TPPE which is what makes it Pre-Travel?
Pre-travel planning hours are normally done before departing to Chad.

Question: To ensure Offeror compliance, please confirm the name and type of ballistic certification required for all armored equipment and vehicles.
The contractors shall provide a recommended solution as part of their technical and price proposals.

Yes
Topic: RFP L-016 - Technical Proposal Instructions and L-017 -Technical Proposal Format | Sol Sect: L-016, Item 5) states "Offerors shall identify relevant degrees, professional certifications, and prior experience for key personnel and COR-approved personnel as part of their technical proposal."
L-017, Item 3) states "Relevant Proof of Military Duty. The Offeror shall include all civilian certifications and a Certificate of Release or Discharge from Active Duty (DD Form 214) or equivalent foreign military document for claimed military service and qualifications for each key personnel candidate."
Question: Will DOS please specify the professional certifications to be identified and included within the Offeror's Technical proposal, to enable the Offeror to ensure that sufficient detail to validate the qualification is provided by the Offeror?
There are many different types of certifications for the positions required. It is up to the contractors to determine the appicable certifications and submit to validate qualifications.
Topic: RFP L-016 - Technical Proposal Instructions and L-017 -Technical Proposal Format | Sol Sect: Item 10 - For each line item inserted under the “Equipment” column in Attachment 2 - Chad Bid Chart, Tabs A through E, offerors shall insert the applicable delivery date in the table below for each item. Offers that propose delivery that will not clearly fall within the applicable required delivery period will be considered nonresponsive and rejected. The Government reserves the right to award under either the required delivery schedule or the proposed delivery schedule, when an offeror offers an earlier delivery schedule than required. The proposed delivery schedule will be evaluated under Factor 1 (Technical Approach).
Question: 1) Where are the applicable required delivery periods specified in the solicitation?
2) What is the anticipated award date to be used for the development of the Offeror's proposed schedule?
The contractors can expect the award date to be 30 SEP 2024.
Considering the award will occur much later than GPOI originally planned. GPOI will have to coodinate new dates with the Chadians. However, it is probable that Tasks A, B, and C will occur before Christmas and Task D in January 2025.
Topic: SOW Appendix 3 | Sol Sect: 3.5 Senior Technical Trainer (COR Approved Personnel) Engagement/ CIMIC Staff. - Minimum of ten (10) years U.S. or foreign military experience, including service after September 11, 2001.
Question: CIMIC area is relatively "new and small" field in the military. Would the government consider Minimum of seven (7) years US or Foreign military experience?
Yes.
SOW Change:
Appendix 3, Section 3.5, Minimum Qualifications. Has been changed to: "Minimum of seven (7) years U.S. or foreign military experience, including service after September 11, 2001."

Question: As the PM is a dedicated PM who is not billable on this contract and mainly responsible for Program management , would the government consider amending this requirement to "Minimum of five (5) years of demonstrated experience conducting foreign security force (military or police) capacity building. And Minimum of ten years demonstrated experience as Project Manager of US Federal Programs / Projects"

• Demonstrated experience planning and providing tactical-level staff support to battalion and brigade-level soldiers and their systems (tactical logistics functions include manning, arming, fueling, fixing, moving, and routinely sustaining approximately 500-800 personnel).
• Relevant military operations or foreign security force (police or military) capacity building experience in the last 5 years.
Question: There are well qualified UN employees who are professionals in UN Contingency Owned equipment who can teach this subject. Would the customer consider revising the requirements to:
• Minimum of ten (10) years of U.S., NATO military UN professional employee experience, including service after September 11, 2001.
• Demonstrated experience planning and providing tactical-level staff support to battalion and brigade-level soldiers and their systems or UN deployment experience (tactical logistics functions include manning, arming, fueling, fixing, moving, and routinely sustaining approximately 500-800 personnel).
• Relevant military operations, foreign security force (police or military) or UN deployment capacity building experience in the last 5 years.

Question: Do the days forecasted for Task A-E include time preparation? If not, can time be added for that?
Yes, planning hours are in addition to the days listed in Section 2.2.
Topic: SOW | Sol Sect: SOW, 7.3.6 Underage Trainees, "The contractor shall ensure … are 18 years old or older…"
Question: What methods/documents will be at the contractor's disposal to do this? Will trainees have identification cards to validate age?
It is not expected that the contractor will audit and check the identification documents of all soldiers. However, if an individual is observed that obviously looks underage, ask the ANT to confirm the individual's age.
Topic: SOW - Travel Outside Place of Performance | Sol Sect: Section 6.3. Travel Outside Place of Performance, "The Contractor may be required to travel outside of Chad to perform work in support of contract objectives. Such requirements shall be considered Travel Outside Place of Performance. This type of travel is defined as Contractor air and ground transportation (including fuel/miles reimbursement), lodging, and meals and incidental expenses (M&IE) incurred away from the Contract’s place of performance. Lodging under this contract is defined as Contractor expenses for overnight sleeping facilities while on travel outside place of performance."
Question: Will locations outside of the Place of Performance require armored vehicle transportation, as described in Section L-016, Item 8?
Will contractor be able reimbursed for any direct costs incurred (travel, M&IE, labor charges)?
No armored vehicles are expected to be required for travel outside of Chad.
Yes, this travel will be reimbursable.
Topic: SOW; Section 2.7, Contract Management | Sol Sect: 8. Plan and supervise the provision of all lodging, transportation, life support, contract support (e.g., laptops, cell phones, and interpreters), and all other basic life support (e.g., uniforms, PPE, and hygiene needs) for all personnel at the place of performance. Neither the Department of State nor U.S. Embassy N'Djamena will provide lodging, other accommodations, or logistical arrangements for contracted personnel operating in Chad.
Question: Are local U.S. Mission requirements for lodging locations, minimum accommodation, and security standards applicable? If so, will DOS please provide the requirements for pricing purposes?
Local U.S. Mission requirements are not applicable but FAR 52.222-50 Combating Trafficking in Persons is included in the solicitation and those requirements are applicable if the contractor provides or arranges housing for its employees.
Topic: SOW; Section 3.2 | Sol Sect: Section 3.2. As noted in the fourth category, though not required by this SOW, the Contractor may also propose additional personnel as part of their technical proposal. All personnel positions will be billed against labor categories defined in the contract’s proposal instructions.
Section 3.2.4. Other Non-Required Personnel. Positions like those in the following list may be proposed as part of the Contractor’s technical proposal as direct labor costs. This list serves as an example only and shall not limit what types of other non-required personnel may be proposed to perform work on the contract. Positions not specifically proposed in technical proposal shall not be billed directly to the contract. Instead, they must be invoiced as part of Contractor’s fully burdened overhead rates.

Question: Where shall Offerors include the price for any positions which are specifically proposed in the technical proposal but not listed in Attachment 2?

Topic: Allotted Days - Task A | Sol Sect: Task A Days (SOW 2.2, p. 2 and 6.2 p. 20)
Question: We are allotted 15 days for Task A. Please confirm this may be done over multiple trips
If so, will the customer pay for multiple trips for the PM? SOW section 6.2 (page 20) suggests that the Team Leader's 2nd or 3rd trip would not be covered.
Yes, the government will pay for multiple trips for Task A if the contractor proposes multiple trips. Offerors shall ensure they price for multiple trips in their technical proposal, should they choose to break up Task A.
Topic: Allotted Days - Task F | Sol Sect: Task F Days (SOW 2.2, p. 2)
Question: We are allotted 5 days for Task F. Where should these days be captured in the Pricing Template? This cells of the Summary sheet for Labor Task F (cells U5-U9) in which hours could be entered are greyed out indicating they should not be populated.
This is not a training task and there is a singular price for CLIN X009 training equipment expected. Cost of labor, as applicable, should be included in the total proposed firm fixed price (cell W13)
Topic: Appendix 5 Spreadsheet | Sol Sect: Appendix 5, 5.1 and 5.2
Question: Can a spreadsheet for Appendix 5 grids for 5.1 and 5.2 please be provided. There is the reference to attached Excel spreadsheet but there isn't one.
The primary purpose of Appendix 5 is for the Offeror to demonstrate how they will accomplish all tasks and subtasks during the contract's period of performance and in a way the demonstrates a complete understanding of contract requirements -- including an understanding of how to effectively mobilize and sequence their personnel, training, and equipment deliveries to achieve all performance objectives on this contract. Though Offerors must include all sub-tasks defined by the SOW in the template, they may also choose to include/define additional subcomponent details of task performance which align to their proposed technical approach and which they assess to be significant to include as additional "subtasks" in their completed template.

They are on a platform with rollers allowing them to be removed from the container during operation and rolled back in for storage. One can plan to have a generator running 24 hours per day with approximately 45L/h (100% load) fuel consumption.

On Camp Moussoro, GPOI has a containerized Base Camp (BC) for the team & other visiting Partner trainers (i.e. USIP, UNITAR, French).
The BC has the following provided from the U.S.:

• One (1) 24’x 40’ modular multi-purpose unit (dining and lounge area with ACs)

No, however, the contractor is expected to pay for the security escort fuel and oil. The escorts are Chadian military in military vehicles.
Normally, the escorts make a lunch stop for camel meat and a beverage enroute to and from Moussoro. In the past, the Contractor has always paid for the escorts at these stops. Usually, this is for 6-7 soldiers amounting to about 40,000 XOF per stop.
Topic: Task E - LLW - contractor responsibility | Sol Sect: Task 4.5.6 (SOW 4.5.6 p 18)
Question: Will the customer be providing the place for this activity or is the contractor responsible for getting a hotel room or other venue to hold the session?
The vendor in conjunction with the Host Nation will determine the locaiton of the LLW.
Historically, the LLW has always been conducted in a classroom on base in N'Djamena called GEMIA (Groupement des Ecoles militaire inter-Armées). In addition, the contractor has always hired a local vendor to provide services (meals, snacks, beverages, etc) during the LLW.
