Q&A For RFP 19AQMM24R0132

1. I work for Yendall Hunter Corp. which is the US entity of an international construction disputes and advisory firm (Yendall Hunter Limited).

When describing our capabilities, should this be limited to the US entity employees or can services be performed by the employees of our international offices (non-US citizens)? In other words, I do not want to submit an application which includes the qualifications and experience of my international colleagues (e.g. employees in the

London office) if they would not be permitted to work on the engagements in any event since they may not be able to receive the Secret Facility Clearance.

US entity employees only.

2. We as Epik International Inc. are working on the subject solicitation. Since there is a significant amount of information to be gathered from the consultants, we respectfully request a minimum one-week extension to prepare a more comprehensive offer. Are the resumes to be in SF330 format or will it be sufficient to use our standard corporate format?

No, there will not be another extension. SF330 is preferred.

3. Is there any prime contractor requirement to have minority participation and if so, what would the % goal be.

Minority Participation members should be US citizens.

4. You request experience of past projects. We propose focusing on say half a dozen relative projects. Is this number sufficient or do you require more projects to be fully detailed and highlighted? We will of course be providing detailed experience of the individuals being proposed as well.

Sufficient.

5. Regarding the security clearance requirements, will the prime offeror need to possess or be able to obtain a DCSA FCL or can anyone on the proposed team, such as a subconsultant, possess a Secret or Top Secret FCL?

Both prime offeror and subconsultant should possess or been able to obtain DCSA FCL security clearance.

6. Is there a page limit for the Stage 1 response?

No.

7. Could you please clarify if, in addition to emailing our Stage 1 response, we should also upload it to a Google Drive as mentioned on page 7 of the RFP?

Yes, please do both.

8. On RFP page 7, paragraph 3 refers to "both PDF files" when instructing on proposal submission. What should each file consist of and how should each be named?

17. Q6. RFP page 5, item 4: Firm Organization and Strategy, states "Specific consultants do not need to be identified for this submission, but consultant disciplines shall be identified.

This includes but is not limited to previous relationships and projects with proposed and previously established relationships with consultants..." Please clarify that when the offeror discusses established relationships, firm names should not be identified, but discipline representation is what you are looking for. For example, the Electrical firm completed all work without interruption to the day-to-day operations of the project.
