This document is a set of questions and answers related to a Request for Proposals (RFP) for the International Police Peacekeeping Operations Support (IPPOS) contract. The IPPOS contract is a requirement of the U.S. Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL) to enhance the operational effectiveness of police in peacekeeping operations. The RFP is a 100% small business set-aside with a planned single award contract type that includes labor hour and cost reimbursement contract line items. The period of performance is anticipated to start in September 2024. The RFP requests offerors to provide information on their proposed technical approach to address scenarios related to improving the effectiveness of new peacekeeping training. Offerors must demonstrate prior relevant experience within the past 5 years. Proposals for Phase I are due by May 28, 2024 at 2:00 PM Eastern Standard Time, and must be submitted directly to the Contracting Officer via email.

19AQMM24R0052 Q A Phase I (22May24)

Question # Solicitation Reference Offeror Question Government Response

Attachment 1, Section C3.1 Overview. Country Specific or regional strategy for Police Contributing Countries: Based on the multilateral nature of police peacekeeping, INL is unable to predict all of the needed requirements for each country at contract award.

What countries does the Gov’t anticipate work to be performed upon contract award?

Per Attachment 1 IPPOS Statement of Work, Section C3.3, Specialized Training: "The UN has 193 PCCs and INL supports the PCCs located in Africa, Asia, and the Pacific (e.g., Ghana, Nepal and Fiji) and conducts training in collaboration with several regional and international organizations. However, new partners can be added throughout the life of this contract that are located worldwide."

2 Attachment 2 L.4 pg. 2

Phase 1 Proposal are due May 28 2024 2pm Eastern Standard time. We have a policy to submit one working day prior to the due date. Since May 27 is a holiday, would the Government consider moving the due date to May 29 or

May 30, 2 PM Eastern Daylight time (vs. Standard time)

At this time, there will be no change to the Phase I proposal due date of May 28, 2024, 2 pm EST.

Section L.6 PROPOSAL ORGANIZATION

1. The Offeror’s complete proposal shall consist of the following four (4) volume submissions, which will be provided in two (2) phases as outlined below. Each electronic file shall be clearly labeled with its title and volume number.

a. Phase I: Volume I: Non-Cost Factor 1 – Programmatic

Approach

(c) Each volume shall be file named with only the following information: Company name, Solicitation

Number, and Volume Number.

Will the government please clarify the electronic file label for each volume.

Per Attachment 2 Section L001, Section L.6, "Each electronic file shall be clearly labeled with its title and volume number."

Attachment 2, Section L-001, L.8 Instructions - Phase I, Volume I, Non-cost Factor 1 - Programmatic Approach, Question 2

For the scenario, can the government provide additional information or assumptions for the following:

1. Is the IPO training general police peacekeeper training that all IPOs require or is it tailored to specific positions the executive level officers deploy for?

2. Are the colonel/executive-level IPOs deploying for the same positions as the lieutenant-captain level?

3. When is the IPO training being held in relation to deployment? Is the training one week only?

4. Are the colonel-executive level participants missing due to other work commitments, i.e. the Partner Nation has not transferred their regular duties to another officer?

The scenarios establish general training elements for consideration. The Government is seeking a response as to what actions an offeror would take to improve the effectiveness of a new training as described in the provided scenarios.

L.8.2, “Offerors shall provide sufficient information for the Government to determine its level of confidence in the ability of the Offeror to perform the solicitation’s requirements.”)

Is it the government’s expectation that Volume I demonstrate an offeror’s ability to implement all SOW requirements, in addition to answering the two scenarios?

Per Attachment 2 Section L001, Section L.8, "The Offeror shall describe its proposed technical approach to address the following scenarios." The Offeror's response will be evaluated as outlined in

Attachment 3 Section M001.

M.4 Demonstrates ability to develop and deliver effective training and mentorship content with evidence of successful prior experience. Any prior experience referenced occurred within the past five (5) years of the date of issuance of this solicitation and was similar in scope and complexity to the requirements found in this solicitation’s Statement of Work (SOW).

How would the government like to see the citations for the prior experience given that it's asking for performance within the last 5 years, and demonstration of similar size, scope and complexity. That sounds like a full

Past Performance Contract Reference. Is this the government's intent?

Per Attachment 2 Section L001, Section L.8, "Please provide evidence explaining why the proposed approach to developing these capacities is the most likely to succeed, to include any prior experience that has been successful. Any prior experience referenced should have occurred within the past five (5) years of the date of issuance of this solicitation and be similar in scope and complexity to the requirements found in this solicitation’s Statement of Work

(SOW)."

A specific citation format is not specified. However, please note that Volume I, Non-Cost Factor 1 – Programmatic

Approach has a five (5) page limit.

Per the referenced RFP, it appears that we email the

Phase I completed Questions and Answer template and the Volume I: Non-Cost Factor 1 – Programmatic

Approach to you at: pitta@state.gov no later than

2:00PM Eastern Standard Time (EST), 28 May 2024.

We do not use SAFE or another file depository method for submission, and no pre-registration is required. Is this correct?

Per Attachment 2 Section L001, Section L.2, "All Phase I proposal questions shall be submitted to the Contracting Officer via email at PittA@state.gov within five (5) calendar days after the solicitation issuance date in Block 6, by 0900 EST."

Per Attachment 2 Section L001, Section L.3, "All written proposals shall be submitted electronically via email to the

Contracting Officer (CO) in the format and instructions outlined in this section.

Per Attachment 2 Section L001, Section L.3, "Phase I proposals due May 28, 2024, 2 pm EST."
