About this file
This document is a Sole Source Justification for a Simplified Acquisition under FAR Part 13.501(a)(1)(ii). It describes the proposed award of a delivery order to Allsteel, GSA Contract # 47QSMS24D0086, for Gunlocke Geneva conference chairs at the U.S. Embassy in Nassau, The Bahamas, on behalf of OBO/PDCS/DE/ID, at a total cost of $11,245.20.
The justification states that Allsteel is uniquely capable of meeting this need to match previously awarded Allsteel furniture contracts for the New Embassy Campus (NEC) project, and no other manufacturer can produce the exact same components or finishes. The Contracting Officer determined the anticipated price is fair and reasonable based on GSA Schedule pricing. Market research was conducted in the form of a previous competitive bid. This justification supports the use of other than full and open competition under the statutory authorities of 41 U.S.C. 1901 or 41 U.S.C. 1903.

1. Identification of the agency and the contracting activity:
In accordance with Federal Acquisition Regulation (FAR) 13.501(a)(1) in accordance with 41 U.S.C. 1901 or the authority of 41 U.S.C. 1903, the Office of Acquisition Management proposes to award a delivery order to Allsteel, GSA Contract # 47QSMS24D0086 on the basis of other than full and open competition for Gunlocke Geneva conference chairs at the U.S. Embassy in Nassau, The Bahamas on behalf of OBO/PDCS/DE/ID. The requirement is to provide ancillary furniture for the New Embassy Campus in
Nassau, The Bahamas at a total cost of $11,245.20. Government will be fair and reasonable. Note: dollar amounts may not exceed statutory limitations for the commercial items test program identified in FAR
