SECTION 2

STATEMENT OF WORK (SOW)

1. GENERAL: This is a non-personnel services contract to provide a virtual comprehensive health and wellness platform or similar solution. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Instruction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform virtual health and wellness education as defined in this Statement of Work except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.

1.2 Background: The Bureau of Medical Services (MED), Office of Occupational Health and

Wellness (OHW) provides a Wellness Program for Department employees with extensive health education solutions to include for example, physical activity class opportunities, stress management sessions, as well as informational and promotional sessions including sleep health, nutrition, heart health, Alzheimer’s awareness, and similar topics that teach and promote positive behaviors related to all aspects of holistic health. This program has proven to be very successful in terms of both participation and participant satisfaction indicators.

To respond to past and potential new realities presented by pandemic diseases and world-wide distribution of employees these practices and initiatives need to be provided in a virtual format to maximize participation and satisfaction of our workforce regardless of their work location. Our employees are reliant on these opportunities of guided physical activity programming and instruction on physical activity, but also education and practices to mitigate other health related behaviors. We believe that provision of these resources helps mitigate stress and empower employee wellbeing to effectively manage the new realities of their work/workspace in a time of continued uncertainty.

In the recent past, all in-person wellness classes to include martial arts, yoga, other physical activities, and health education seminars had been suspended in accordance with COVID-19 related guidance and has not been reinstated as more employees returned to the physical workplace in the National Capital Region. Our employees are reliant on these opportunities for guided instruction and physical activity as well as other behaviors.

To mitigate the situation, the MED Wellness Team is increasing virtual communication with employees and providing limited free virtual exercise instructional videos as an alternative to utilize in their alternate workspaces. However, the free and public-use options are not a permanent solution, nor have they produced to the professional quality our employees need for safe and effective exercise and educational experiences. Procurement of a virtual comprehensive health and wellness solution commercially will enable the program to provide safe, effective, and evidence-based instruction that our workforce has come to expect and rely on to maintain their wellbeing, and ultimately productivity wherever their workplace is located. Previous market research identified several commercial, stand-alone products that may be a possibility, but the need to abide by federal guidelines to protect any Personally Identifiable Information (PII) or

Personal Health Information (PHI) and have Authority to Operate (ATO) the platform or system within the Department’s IT infrastructure has proven problematic. Any solution identified must operate in such a manner as to not collect or utilize PII or PHI of the user and will not be maintained within the Department’s IT infrastructure.

Expansion to an online resource is not a knee-jerk response to the current situation, but one that was originally planned and requested for FY 2021 to build our capacity to provide these services to our overseas employees and families.

2. SCOPE: Under this contract, the Contractor shall provide a virtual comprehensive health and wellness solution through a software-based application.

Cybersecurity Supply Chain Risk Management (C-SCRM). Various Executive Orders, Office of Management and Budget (OMB) Memorandums, and National Institute for Science and

Technology (NIST) requirements call for increasing software supply chain security and secure software development practices. Some references include:

• Executive Order 14028

• OMB Memo M-22-18

• OMB Memo M-23-16

• OMB Memo M-21-30

• NIST Special Publication (SP) 800-161, Rev. 1

• NIST SP 800-218

To ensure the Department’s C-SCRM Program conforms to NIST guidance on and to mitigate supply chain risks, a completed C-SCRM questionnaire is mandatory and has been incorporated in

Section 2within and the solicitation contract clauses.

Performance Requirements:

1. Provide a perpetually current, evidence-based, multi-lingual health and wellness solution with a repository of virtual health educational resources comprised of presentations and instructional videos that will contribute to the holistic nature of employee well-being.

2. The repository should include instructional and motivational videos with content that includes but is not limited to the promotion of physical activity/fitness, nutrition, sleep hygiene, stress management, and healthy aging.

3. The proposed solution should have the capability to incorporate or link to any presentations or classes that MED Wellness arranges into the repository of available pre-recorded sessions.

4. We anticipate that the solution will have the capability to develop user challenges

(physical activity challenges, healthy behaviors challenges, etc.) to encourage participant engagement.

5. Solution should have a customizable smartphone application for mobile users.

6. The proposed solution should have capability to collect and report qualitative and quantitative user experience data that does not rely on any PII/PHA of the user.

7. The solution shall be capable of providing concurrent access for unlimited consumers located world-wide via the web and to include an option for those in areas/countries with low bandwidth.

8. Solution will provide a participant registration process that does not collect or utilize any user individual PII but ensures that only authorized personnel are able to register for a user account.

9. Solution shall include a disclaimer upon user log-in that indicates the advice/information provided is intended for informational purposes only and not a substitute for professional medical advice, diagnosis, or treatment. And that the user should always seek guidance from their healthcare provider about any questions regarding a medical condition.
