About this file

This document contains questions and answers regarding a request for information (RFI) for enterprise budgeting and accounting acquisitions and reporting system support services. The Department of State requires maintenance and support services for its CGI Momentum Financials system as well as its GBI reporting platform, which includes SAP HANA, Business Objects, and Power BI. Key systems include Performance Budgeting, Acquisitions, and various interfaces that connect Momentum to payroll, HR, and procurement systems. Historical contractor staffing levels have been approximately 85% in the Washington D.C. metro area, 15% in Charleston, and 1% in Bangkok. The RFP will allow for flexible staffing solutions and include representative task order scenarios for evaluation purposes. Plans also include a small business participation commitment requirement.

PWS - 4.4.10
PWS-99
Section 4.4.10 discusses Overseas and Domestic Financial Management System Consolidation and Modernization. Could the government elaborate on the requirement? For example, is this a system migration?
We have two instances of CGI Momentum Financials. The “Consolidation” project is to combine all the users and necessary business processes into one instance of Momentum Financials. This will involve combining reference data, financial data, and business processes. It also involves developing training for any processes that need to change.

PWS 1.2 -Background Organizations
PWS-4
Regarding, “They must also improve, enhance and upgrade EBAARS to reduce operating costs, improve performance, meet new requirements, and maintain compliance with evolving security standards.”, is there a modernization plan or framework in place? If so, could this be shared at this time?
Below is the DRAFT CGFS/GFS Modernization Strategy:

1. Integration of business systems

2. Increased automation to reduce manual processes

3. Standardization of business processes globally

4. Embracing cloud technology

5. Improving cybersecurity within the zero-trust architecture framework

6. Enabling data driven decision making via customer driven dashboard and visualizations tools.

7. Leverage Artificial Intelligence and natural language processing where appropriate to enhance mission effectiveness

8. Leverage the CGFS/GFMS Voice of the Customer Program to elicit customer needs and establish effective partnerships

PWS 2 - Scope

PWS Appendix 1 Business System Universe Diagram

PWS-4

Appendix 1 – all

Thank you for the inclusion of the Business System Universe Diagram. Given the PWS statement that, “The contractor shall provide support services to include maintenance of the COTS Momentum software products as well as maintenance and improvement of custom developed components such as interfaces and other ancillary software applications.”, could the government identify which components in the diagram are COTS and which are custom developed, as well as the business functions they serve? If this cannot be developed at this time, it is critical that it be identified before releasing the final RFQ package.
The 5 of the 6 EBAARS component systems the contractor would be required to support are based on CGI’s Momentum Financials including Performance Budgeting and Acquisitions functionality. Recognizing that this was apparently not clear in the draft PWS, note that the contractor support requirements would NOT include maintenance of or other support re the CGI-proprietary COTS baseline software. Rather the potential requirement would be limited to interfacing software, interface maintenance and revisions, and would also include the requirement for an Associate Contractor Agreement to ensure cooperation with CGI with respect to appropriate matters that may cross the proprietary/non-proprietary boundaries. The contractor would also be required to support GBI which is based on SAP’s HANA, and Business Objects and Microsoft’s Power BI. These systems interface with PeopleSoft based Payroll and HR programs and Ariba based Procurement Systems. The remainder of the programs in the BSU are custom built in house.

PWS 8.1 - Place of Performance
PWS-14
For planning purposes, could the government elaborate on the scope of EBAARS work taking place in Washington, Arlington, Charleston, Bangkok, and other locations and their current staffing levels?
If a solicitation is issued for the subject requirement, the Government plans to encourage offerors flexibility with respect to their own innovative, cost-effective solutions to meet each specific requirement. This includes flexibility with respect to the locations of contractor personnel whenever feasible. However, it must be recognized that some task order requirements will need to specify partial or total performance onsite at a specific US Government facility, as noted in the question.

Historically, the 200-300 +/- performing personnel have been located as follows: +/- 85% in Metro Washington (National Capital Region), +/- 15% in Charleston area an 1% or less in Bangkok area. This historical is provided as requested and for information only. In is not assumed to be definitive or constraining on the specifics for any prospective offeror’s solution in response to any ultimate solicitation. Rather, the Government is contemplating that, if issued, a solicitation will require offerors to propose separate Labor Category rates for 4 potential Labor Hours-type work locations” onsite in a DC Metro area facility, onsite at DoS Charleston facility, onsite at DoS Bangkok facility, and locations remote from any DoS/USAID facilities. The fourth rate would be a single rate per labor category that would be applicable to any/all locations other than locations 1-3 as selected by the offeror.

PWS 4.1.4 - 4.1.4Global Business Intelligence (GBI) and Business Intelligence (BI)
PWS-6
Does DoS rely on Momentum reporting capabilities or a separate reporting system that interfaces with Momentum?
The bulk of reporting needs are not from Momentum reporting. The majority of reporting output is sourced from a separate system called GBI which is made up SAPs HANA and Business Objects, and Microsoft’s Power BI. There are a few reports pulled directly from Momentum.
6
PWS 4.4.6 - 4.4.6.FMS Acquisitions Pilot Implementation and Subsequent Roll-Out
PWS-9
Is the acquisitions pilot implementation mentioned here related to the transition of the overseas community to the FMS/M procurement capabilities mentioned in 4.4.5?
The software has been implemented to allow the same Acquisitions functionality in GFMS and RFMS/M. It has been piloted as well. The next initiative will be the rollout of the capability to have more domestic procurement officers use the new functionality. This will be limited to processing overseas funded activity in RFMS/M. A future option could be to have Overseas Procurement officers using the same functionality.

RFI Key Required Components
RFI pg 3
Will the government be including awardable task orders in the RFP? Will technical challenges/orals be required?
Inclusion of awardable task orders in the planned RFP is not planned at this time. However it is contemplated that several “representative scenarios” will be included for the purpose of evaluating offeror approaches to specific task order-like scenarios.

Technical challenges/orals are not planned as of this time.

RFI Appendix 4
RFI pg 1
Does the government intend to specify a Minimum Quantitative Requirement (MQR) -- Participation of Small Businesses in the final RFP? If so, can the government provide details of the extent of Small Business participation that will be required?
Inclusion in the prospective RFP of a Small Business Participation Commitment Plan requirement is currently planned. Further specifics are not available at this time.
