The UAS shall include all required equipment, software, interfaces, and any miscellaneous requirements for proper deployment, operation, and retrieval of UAV in the field.

Intended Use:

The system will be utilized throughout Colombia, including remote and austere environments.

This UAV System will be used for collecting information through ISR (Intelligence, Surveillance and Reconnaissance) in mid-range missions to support the eradication program, launching from bases will operate under all weather conditions, day and night, with sensors payload to recover, record onboard and transmit real time information to main bases and headquarters increasing awareness for decision makers. Furthermore, these UAVs will provide flexibility about the mobility for launching and recovery positions, extending the range for the operations.

Technical Specifications

Operational Range: approximately 20-60 miles, VTOL preferred.

Power Source: Gas, Electric, or Mix

Endurance: At least six hours

Ceiling altitude: At least 9,000 FT AGL and not to exceed 12000 FT SML

Sensors: Electro Optical (EO)/Infrared (IR). At least full HD video quality (1920x1080) resolution is required for the EO sensor. At least 640x480 resolution required for IR sensor. Camera must have a zoom of at least 25X.

Data Storage Capacity: The drone must have enough capacity to store the flight estimated time per day (at least 6 hours) with the best data quality available.

Geolocation records for video recordings MISB or STANAG Standards for Motion Imagery for video georeferenced purpose desirable. Geotagging for single images is required.

Complementary sensors and/or payload to improve detection and advanced capabilities are desirable.

Communication: Encryption AES for transmission between control station and sUAS (Specify in proposal) or equivalent Commercial encryption solution, real time video transmission capable to field operator, antenna with auto tracking option.

Downlink: multiband L/S, or Military bands M1, M2, M3, M4, M5 or M6 (Non Wi-fi). If the sUAS supports 802.11 Wi-Fi, the system would have the capability to disable it. Downlink radio can be L band and/or S band. Both options are acceptable.

The systems should use frequency hopping, frequency range variation, time stamps, and automatic return to base features to counter jamming attempts.

Firmware: Manufacturer must support UAV operating system updates whenever necessary.

Origin: Cannot have major hardware (flight controller), flight control firmware, mission planning software manufactured in China.

Redundant Emergency Link: Desirable

Redundant navigation system: Required

GPS: the System should have protection against GPS spoofing attacks. Alternate navigation solution will be considered in lieu of protection against GPS spoofing.

Operational Conditions: Day/Night/ All/-weather, supported operation in rain falling at a rate of less than 1 inch per hour.

Operational Temperature: Range -20° C to 48°C

Operational humidity: Relative humidity 70-100%

Transport Case: the contractor shall provide pelican type transport case for the equipment.

Proven military and/or law enforcement use is a hard requirement

Any tool for assembly/maintenance is required.

Expected Use This UAV will support eradication and other counternarcotics operations throughout Colombia.
