Global Advisory Overview

Anticipated multiple award IDIQ

• The Department of State anticipates awarding a multiple-award IDIQ to support ongoing needs for professional support services to provide international advisory services.

Technical Approach

AF/RPS Mission

The Office of Regional Peace and Security advances the Department’s peace and security goals by preventing, mitigating, and resolving violent conflict in sub-Saharan Africa; preventing and countering terrorism and other transitional threats; and building capable security institutions that protect the state and its people, with increased adherence to human rights.

We work with sub-Saharan African and interagency stakeholders and civil society to help address the longstanding root causes of conflict and end the illegal activities that sustains armed groups, including exploitation of land and maritime resources.

PM/GPI Mission

PM/GPI’s Global Defense Reform Program seeks to enhance partner nation security sector governance through institutional capacity building at the national, ministerial, and service levels. GDRP projects aim to improve the effectiveness and accountability of U.S. partners and their security institutions, while encouraging alignment of defense sector priorities to the needs and challenges of the partner nation and its citizens. At the same time, GDRP projects advance U.S.

national security and foreign policy objectives, reduce threats to the homeland, and avert the need for U.S. military interventions through the promotion of alliances and partnerships needed to succeed in today’s competitive geopolitical environment.

Global Advisory Tasks AF and PM anticipate services will include the following activities:

1. Provide Advisory Services to Host Governments, security force units, security organizations in OCONUS locations, as defined at the Task Order level;

2. Provide Site Coordinator Services, to monitor and observe Contractors and grantees at locations to be determined at the Task Order level;

3. Provide Logistical pre-deployment and support services and life-support for all personnel performing under this contract;

4. Provide Detailed Reports to AF and PM, as required by Data Deliverables at the Task Order level;

5. Assist AF and PM in planning and facilitating conferences, workshops, and other engagements;

6. Provide Qualified Professional Service employees to meet the mission objectives of AF and PM.

Personnel Requirements

• 8 distinct labor categories to support a range of requirements.

• Global Advisory is a non-personal services contract.

• Personnel should have a good understanding of U.S.

Embassy, USAID, and DOD operations.

• Personnel should have experience living and working overseas.

Presenter Presentation Notes The Program Manager shall be responsible for the overall management and performance of the contract and be the primary point of contact to the Government.

A Senior Advisor shall provide strategic advisory support to either the Host Nation, Regional Organization, or International Organization personnel, as specified by the Task Order, working in one or more specialized disciplines to be specified at the Task Order-level.

A Technical Advisor shall provide technical expertise to either the Host Nation, Regional Organization, or International Organization personnel, as specified by the Task Order, working in one or more specialized disciplines to be specified at the Task Order-level.

A Training Specialist shall provide expert-level curriculum development and training to either the Host Nation, Regional Organization, or International Organization personnel, as specified by the Task Order, in one or more specialized disciplines to be specified at the Task Order-level.

A Facilitation Specialist shall provide expert support to either the Host Nation, Regional Organization, or International Organization personnel, as specified by the Task Order, in facilitating consensus building exercises, workshops, or other inter- and intra-group processes that will be specified at the Task Order level.

The Program Coordinator shall support the Program Manager by coordinating activities and daily operations of the program or specific Task Orders, assisting in the development of new or revision of program goals and objectives

Historical Information

• AF has awarded a total of 34 Advisory Task

Orders over last 2 Fiscal Years.

• PM/GPI has awarded a total of 25 Advisory

Task Orders over last 2 Fiscal Years.

Acquisition Approach

• Defining the Global Advisory IDIQ:

– Principal contract mechanism for AF and PM Bureaus to procure international advisory services.

– Anticipated contract type to be a multi-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract with no more than 6 IDIQ awards anticipated for each track.

– Hybrid vehicle with Firm-Fixed Price and Cost Reimbursable line items.

• Specific small business set aside Socio-economic factors are still being considered through Market Research.

Presenter Presentation Notes Small business - Per the DoS OSDBU order of preference, the government intends to set aside this requirement for the sole socio-economic category to SDVOSB. This means all other small business socio-economic categories will be ineligible for this recompete effort.

1. Post Hardship Differential Pay and Danger Pay:

• Yes. The government intends to revise the RFP to acknowledge post allowances (Hazard/Danger/Post Differential Pay) to be proposed and paid at the Task Order (TO) level.
