Industry Engagement| Market Research
Purpose
• After the combined RFI + SSN was published to beta.sam.gov on May 17, 2021, the Department is interested in conducting additional market research in accordance with FAR Part 10 (Market Research) and FAR 7.105 to encourage industry participation and seek recommendations for the most appropriate application and tailoring of contract requirements.
• The Department seeks to give industry an enhanced understanding of the Department’s goals and needs, thereby improving proposal submissions and contract performance. Insights and information obtained during these meetings will be used by the Department to further refine requirements.
Goals
• Promote synergy between industry and MED
• Discuss the feasibility of MED’s requirements
• Garner and incorporate industry feedback to help develop realistic requirements
• Gain a better understanding of recent industry developments, including how COVID-19 has altered the global medical framework
• Understand how industry views the requirements and risks
• Gain insight for concerns regarding the possible acquisition timeline, mobilization timelines, and other industry concerns or questions
Industry Engagement| Considerations
• No aspect of the industry engagement effort being conducted is intended to provide any prospective offeror with access to information that is not similarly available to other offerors, and no part of the evaluation of proposals will be based on the conduct or discussions that occur during these market research meetings. Per FAR 15.201(f), any information that is shared in a meeting that could directly affect proposal preparation must be shared in a timely manner with all potential offerors to avoid providing any offeror with an unfair advantage.
• Certain questions or discussion points submitted by potential offerors may be considered “off limits” and will not be answered. The Contracting Officer and Contract Specialist will make that determination.
Background | Bureau of Medical Services
• The mission of MED is to safeguard and promote the health and well-being of America’s diplomatic community.
• The Washington-based MED team works closely with overseas counterparts at over 200 diplomatic missions in approximately 170 countries to ensure the safety of America’s diplomatic community of 75,000 people including employees, interagency partners, and family members assigned to U.S. missions abroad.
• MED operates a comprehensive health care program from the initial medical clearance and post assignment support to the enabling subprograms that allow for medical care in high-threat, high-risk environments.
Global Medical Support Services (GMSS)
• The need to provide comprehensive medical services and associated supplies to a globally dispersed network has never been so great. The Department and MED must be prepared to provide scalable medical support capabilities in response to pandemics and disasters, both natural and manmade.
• The purpose of the GMSS Program and resulting multi-award IDIQ vehicle is to provide a holistic and centralized solution to the Department’s worldwide need for medical support services without limiting place of performance to a specific country or geographical region. With this program, MED seeks to consolidate program management and standardize support provided to a globally dispersed community, including:
• Improving quality of care through partnerships with highly reliable medical providers and standardized, baselined metrics
• Improving contract performance and risk management through shared best practices and information sharing
• Gaining efficiencies through economies of scale and repeatable process
Acquisition Vision
Establish a streamlined approach to successfully meeting the Government’s acquisition requirements, while maintaining the public’s trust and fulfilling public policy objectives.
Create opportunities for DOS to augment U.S. Government staff in the continental United States (CONUS) and in regions overseas, where demand for services exceeds U.S. Mission capacity to support, as well as capture cost savings, achieve economies of scale, and promote efficiencies in back-office operations.
Develop partnerships with highly reliable organizations with the ability to provide medical service in an efficient healthcare delivery model, often in hazardous situations, while enjoying a high level of safety over long periods of time.
Remove duplicative and unnecessary variations in U.S. Government requirements and inefficient processes to realize cost savings. This includes reduced costs for contracts that would otherwise have to provide such services to U.S. missions through a disparate framework of support efforts.
Provide for increased safety and improved health for COM personnel and others as designated by the Secretary of State.
Provide IDIQ holders the ability to offer cost-effective solutions and the opportunity to propose innovative alternatives for meeting the objectives of each task or delivery order.
GMSS IDIQ Scope of Support
• Provision of a broad range of medical, emergency medical, and surgical services and ancillary medical supply support
• Overarching IDIQ Requirements: (1) Robust Program Management; (2) Customer Service and Support; (3) Secure Supply Chain Management; (4) Asset Management; (5) Contractor Safety Programs
