Appendix B Notional Enrollment and Issuance Processes

The following process outlines the requirements for issuance of the Department of State (DOS)

One Badge. The DOS One Badge is also known as a Personal Identification Verification (PIV) credential or smart card across the federal government. All DOS One Badges that contain a chip shall adhere to this process.

The DOS will issue the One Badge to government and contractor employee applicants who work at DOS facilities on a full- or part-time basis and require frequent and recurring access to DOS information systems and/or facilities. The DOS defines frequent and recurring access as visits that occur eight or more times per month.

These procedures generally apply to DOS. An authorized DOS government enrollment sponsor

(Human Resources Office designated as a DOS hiring authority) must complete and sign an original form DS-1838 (DOS Request for Personal Identification Card, version 02-2015) or use the DOS Automated Badge Request (ABR). The DS-1838 is valid for ten business days after the date the sponsor signed the form.

All DOS employee applicants must possess a valid security clearance or receive a Public

Trust clearance prior to the issuance of a DOS One Badge. Employee applicants processed by the Bureau of Diplomatic Security for assignment to specifically designated

Sensitive But Unclassified (SBU) positions receive Public Trust designations. Employee applicants without security clearances and/or Public Trust designations must obtain a waiver from the Bureau of Diplomatic Security, Office of Security Infrastructure, Office of Personnel Security and Suitability (DS/SI/PSS).

The applicant must hand carry the original DS-1838 to a Diplomatic Security (DS) security briefing.

Upon completion of the security briefing, the applicant will hand carry the original DS-

1838 and the Security Briefing Memorandum certified by DS/IS/APD to the DS Identity

Services office (DSIS).

The One Badge enrollment specialist will process the applicant’s information validating the applicant’s identity source information and biometrics.

DSIS personnel will verify that the employee applicant’s clearance is current before issuing a DOS One Badge. If DSIS cannot confirm an employee’s clearance at the time of issuance, DSIS cannot process the application.

The applicant will then proceed to the One Badge issuance specialist who will authenticate the employee applicant’s identity and biometric and then change the PIN to unlock the One Badge.

Once completed, the appropriate One Badge is issued to the employee applicant.
