Solicitation 19AQMM19R0186 Q&A Question 1:
Recommendation to review the scope of work and adjust it to include conversion to the 701D engine configuration.
Answer 1:
We recognize that the final product needs to be 701Cs or Ds for our UH-60s. We are getting 701 Cs and Ds installed on the aircraft as well as modifying to a 701D.
Question 2:
Would DoS consider a non-approved OEM source for the T58-GE-16 engine MRO requirement?
Please clarify.
Answer 2:
The solicitation clearly states that the offeror shall be Original Equipment Manufacturer (OEM) “Certified” for overhaul, repair, conversion, and modification of General Electric T58-GE-16A and T700-GE-700 series engines. It is the USG desires to maintain this standard.
Question 3:
Is sub-contracting authorized for either engine? Or must the Offeror have authorization/capability for both engines internally? Paragraph L-1.C refers to “Offeror must be OEM certified” on both engines.
Answer 3:
The USG will consider sub-contracting for one of the listed engine types, as long as the offeror maintains capability (OEM certification) of one engine type and the subcontractor is OEM certified for the engine it will be repairing/overhauling/converting.
Question 4:
Because there is no single entity with on-sight overhaul capabilities for both the T-58 and T700 it is likely there will need to be teaming or subcontracting arrangements in order to meet the Government’s requirements. In light of this, will the Government consider a 30-day extension to the Proposal Due date in order to facilitate such arrangements?
Answer 4:
The USG will consider sub-contracting for one of the listed engine types, as long as the offeror maintains capability of one engine type. The solicitation has already been extended 30 days to Friday, June 28, 2019 at 5:00 PM Eastern.
Question 5:
Place of Performance mandates engine MRO to be done only in the contractor’s facility. Because no single entity is OEM approved for both the T58 and T700, work for one of the engine types will likely need to be done by a major subcontractor (i.e. T58 at one MRO and T700 at another MRO). Will subcontracting one engine type be considered?
Answer 5:
As previously stated, subcontracting will be considered as long as the offeror maintains capability (OEM Certification) of one engine type and the subcontractor is OEM certified for the engine it will be repairing/overhauling/converting..
Question 6:
Will the Government consider providing any GFM to the contractor?
Answer 6:
The USG does not intend to provide Government Furnished Materials (GFM).
Question 7:
There is a two way shipping CLIN. But shipping is included in some MRO CLINs but not others. Would the Government clarify shipping requirements regarding who pays?
Answer 7:
A separate shipping CLIN is included for those CLINs where shipping is not included or such circumstance where shipping needs to be priced separately. Shipping is billable to the USG.
Question 8:
Purchase of a T58-GE-16A engine is unlikely. While there may be a small number on the surplus market, there are none available through an OEM authorized service center that meets all of the OEM approvals required by the Government. The majority of assets were transferred to INL/A. Can you please clarify direction for engine purchase requirements?
Answer 8:
The USG will not be purchasing new assets and will therefore remove the requirement. The requirement was currently included with a zero quantity under those respective CLINs.
Question 9:
Will the Government consider making multiple awards as a result of this source selection?
Answer 9:
The intent of the USG is to make a single award.
Question 10:
Discounts referenced in the solicitation from the OEM is not available for GE products. GE does not grant the type of discounts to MRO’s as you might see with other OEM’s. Therefore, would the Government remove the not-to-exceed-list statement? Contractors will need to add material handling fees / profit to the related CLINS.
Answer 10:
Over And Above CLINS are not part of the initial award and will not be priced for the purpose of the price evaluation. The “lots” noted in these particular CLINs are zero.
See Section M.5. PRICE EVALUATION (b)
(b) For award purposes only, all unit prices for “Over and Above” CLINS will be included in price evaluation, but the “Over and Above” CLINS will not be part of the initial award as the required quantity for this cost reimbursable CLIN cannot be determined until after contract award and must be negotiated based on the total number of engines that may require inspection and repair.
Question 11:
Will the Government consider partial bid submissions by which Offerors only respond to the CLINs they are approved and/or capable of supplying?
Answer 11:
No. The USG requires bid submission to include pricing for all the Firm-Fixed price and unit cost contract lines.
Question 12:
CLINs 007, 1007, 2007, 3007, and 4007 for over and above materials T58-GE-16A refer to “OEM published catalog price” as a not to exceed standard for pricing these CLINs, whether new or used. There currently is no published OEM price catalog for T58-GE-16A engine parts. Therefore the Offeror cannot reasonably price these CLINs. Please advise if the Government will remove the “not to exceed” language and/or restructure the pricing requirement for these CLINs Answer 12:
Over And Above CLINS are not part of the initial award and will not be priced for the purpose of the price evaluation. The “lots” or units noted in these particular CLINs are zero. These CLINs include 007, 008, 010, 017, 018, 020, 1007, 1008, 1010,1017,1018, 1020, 2007, 2008, 2010, 2017, 2018, 2020, 3007, 3008, 3010, 3017, 3018, 3020, 4007, 4010, 4017, 4018, 4020.
