(a) The Department of State’s Advocate for Competition is responsible for assisting industry in removing re-strictive requirements from Department of State solicitations and removing barriers to full and open competition and use of commercial items. If such a solicitation is considered competitively restrictive or does not appear properly conducive to competition and commercial practices, potential offerors are encouraged first to contact the contracting office for the solicitation. If concerns remain unresolved, contact:
(1) For solicitations issued by the Office of Acquisition Management (A/LM/AQM) or a Regional Pro-curement Support Office, the A/LM/AQM Advocate for Competition, at AQMCompetitionAdvoc-ate@state.gov.

(b) The Department of State’s Acquisition Ombudsman has been appointed to hear concerns from potential of-ferors and contractors during the pre-award and post-award phases of this acquisition. The role of the ombuds-man is not to diminish the authority of the contracting officer, the Technical Evaluation Panel or Source Evalu-ation Board, or the selection official. The purpose of the ombudsman is to facilitate the communication of con-cerns, issues, disagreements, and recommendations of interested parties to the appropriate Government person-nel, and work to resolve them. When requested and appropriate, the ombudsman will maintain strict confidenti-ality as to the source of the concern. The ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of formal contract disputes. Interested parties are invited to contact the contracting activity ombudsman, Vincent Sanchez, at 703-875-6748 or fax 703-875-6155. For an American Embassy or overseas post, refer to the numbers below for the Department Acquisition Ombudsman. SF 1449 (Page 1 - Block 10) and Section 2 (Page 47 - Terms and Conditions option 52.219.6)
Is it the Government's intent to compete this solicitation as unrestricted? It is noted that Standard Form 1449, Block 10 indicates the solicitation is unrestricted while FAR 52.219-6, Notice of Small Business Set-Aside is marked as applicable.
This was an error and FAR 52.219-6 has been unchecked via amendment 1.
Line Item Section (Page 3-9 - CLIN 0001 & 0002, etc.) and Section B (Page 10 - para B.3)
This solicitation describes a capitated-type payment arrangement for services, and it is typical for capitated healthcare contracts to include a significant (sometimes 100%) up-front payment for the year (i.e. first year) or month of services to be provided. Given the need to import and/or construct facilities and provide quality clinical healthcare and treatment to all patients from the outset, and the fact that this was originally a small business set aside RFP, can we assume that this is the case?
Please see each CLIN description which identifies how each CLIN is set up (i.e., FFP per unit…etc.).
Each CLIN also identifies what costs are included
(i.e., all direct and indirect costs, equipment, supplies...etc.). Please see Section L pricing instructions for more information.
Line Item Section (Page 3-9 - CLIN 0001 & 0002, etc.) and Section B (Page 10 - para B.3)
Building on the previous question, if the Government plans to use a captivated approach what is the process and/or method to determine invoicing levels and what is the expected invoicing schedule/timing (i.e. weekly, monthly)?
Please see the descriptions contained in each CLIN.
For example, CLIN 0001 states, "The Contractor may invoice under this CLIN on a monthly basis beginning as soon as services are rendered, which shall be no later than seven (7) days following contract award."
Line Item Section (Page 3-9 - CLIN 0001 & 0002, etc.) and Section B (Page 10 - para B.3)
Related to the previous question, if the Government does not plan to use a capitated approach what is the process and/or method to determine invoicing levels? See answers above.
Line Item Section (Page 3-9 - CLIN 0001 & 0002, etc.) and Section B (Page 10 - para B.3)

Maximum Quantities under each and all task orders.

Section H (Page 30 - H.32 Quality Assurance Matrix)
Will the Government (DoS) be providing the communications equipment and infrastructure for Government staff and the medical facilities to communicate or is it the responsibility of the contractor?

As stated in Section H.33, the training must be taken by the employee in pre-deployment or within 15 days of being assigned to the hazardous location and every five years thereafter, or upon transfer to a new contract. The Contracting Officer (CO) will advise the contractor on how to obtain the electronic course at time of award.
Section L (Page 64 - Proposal Organization/Volume 1)
Can the Government clarify if the plans to be captured in Annex A-D of the Technical volume are included in the 30 pages limit? If the Annexes are included in the 30 page limit and given the complexity of the requirements, will the Government consider increasing the page limit to 50 pages to give contractors sufficient room to articulate solutions and responses?
They are in addition to the 30 page limit.
