INDEFINITE DELIVERY INDEFINITE QUANTITY (IDIQ) CONTRACTS
FOR BUILDING ENVELOPE, ROOFING & WATERPROOFING
DESIGN-BUILD SERVICES
IN SUPPORT OF THE FACILITY MANAGEMENT DIVISION
19AQMM18RSBROOFING
GENERAL REQUIREMENTS
The U.S. Department of State (DOS), Office of Logistics Management, on behalf of Overseas Buildings Operations, Facility Management Division is seeking to pre-qualify firms for Build and Design-Build maintenance and repair and waterproofing projects at various Foreign Service Posts worldwide. The Government anticipates award of approximately eight indefinite quantity/indefinite delivery contracts to licensed firms specializing in building envelope, roofing and waterproofing design-build projects.
These contracts shall be set aside for small businesses. Each contract shall consist of a one-year base period with four one-year option year periods. The Government guarantees a minimum of $10,000 in task orders over the life of the contract. The maximum dollar value of Task Orders issued under the Contract shall not exceed $10,000,000 per year;
the total Contract amount over five years shall not exceed $20,000,000. Task Orders will be competed between the selected firms. The competitive selection process for individual task orders will be based on a firm fixed price to include all expenses (travel and lodging). The cost of the Government required Defense Base Act Insurance shall be a direct reimbursable.
Task Orders shall include, but are not limited to, cost and schedule proposals; pre/post-award on-site investigations; building envelope, roofing and waterproofing contract documentation for design-build projects to include specifications and calculations;
building envelope, roofing, and waterproofing repair and replacement construction services and workmanship warranty services; and related requirements for maintenance and repair projects worldwide. Some projects may have full construction documents on hand for design-bid-build and will not require design services. Submissions under this contract shall be compliant with Office of Overseas Buildings Operations guidelines and compatible with AutoCAD. The work must comply with applicable U.S. and foreign building codes, regulations, and standards. The anticipated cost of these Task Orders will range from approximately $250,000 to $4,000,000, depending on specific design limitations, locations, and security parameters. Roof replacement and repair work will account for approximately 75-percent of the Task Order projects.
Professional design services may include building envelope, roof and façade waterproofing consulting, roof architectural and engineering, historic preservation, sustainability, life safety and hazardous material (such as asbestos), and specification expertise. Design submission phases may be identified in a design recommendation report and performance specification provided by the Government with each task order;
which typically requires Design Development (50%) and Final Design (100%). All submissions shall be sealed and signed by a licensed professional and specific to waterproofing by a registered roof/exterior wall consultant [rci-online.org]. Submissions may include product submittals and material procurement for fast-track projects.
Overseas Buildings Operations will review each Design submission and comments will be returned to the design-build firm for incorporation into the Design and Construction.
On-site full-time Quality Assurance Inspection services may be required on large projects. Designs for roof replacement and façade repair work will account for approximately less than five percent (5%) of the Task Order projects.
Construction services may include providing all labor, equipment, and materials to execute the design; schedule and cost control; shipping logistics and mobilization; safety planning and implementation; on-site quality control personnel to ensure overall project coordination; overall means and methods throughout the life of the project; acceptance testing; and projects closeout services. Only U.S. personnel will be allowed to perform specific Construction in specified areas of Foreign Service Posts worldwide. Not all Construction will require U.S. personnel; therefore, the use of foreign labor may be employed for some tasks. Some building products may be procured from foreign sources. (Reference the Federal Acquisition Regulation Part 25, Buy American Act and Balance of Payments Programs). Labor requirements and a list of materials that don't have to be "U.S. End Source Products" will be identified in each task order.
Upon notification of selection, each successful offeror will be required to submit a copy of its labor rate schedule for U.S. personnel within twenty working days for review and approval. These rates shall be loaded fixed rates by discipline, which will be included in the contract and utilized throughout contract performance period(s). The disciplines shall include professional design and construction services labor categories to be used during the base year and for each option year. The labor rate schedule in the contract shall not be exceeded. The DOS Fiscal Year 2018 subcontracting goals are: small business 36%;
small disadvantaged business 5%; women-owned business 5%; HUBZone business 3%;
and service disabled veteran business 3%.
This solicitation will consist of two phases.
Phase I – Pre-Qualification of Offerors This announcement for pre-qualification is Phase I. DOS will evaluate and rate the prequalification proposals based on the evaluation criteria set forth in the following evaluation factors. The highest rated proposals will be issued a formal solicitation [Request for Proposal (RFP)] and invited to submit pricing in Phase II.
Phase II – Requests for Proposals from Pre-Qualified Offerors The highest rated shortlisted qualified Offerors in accordance with this notice will be issued a formal RFP for further award consideration of the base IDIQ contract and invited to submit proposed pricing in Phase II. The RFP will include a statement of work, standards, criteria for use in the performance of task order for specific project performance, and proposal evaluation and source selection criteria. Pricing proposal submission requirements will be identified in the RFP and will include identification of the proposed fully burdened labor rates to be utilized during task order solicitation pricing during the base and each option year of the IDIQ contract.
MANDATORY PREQUALIFICATION REQUIREMENTS
Omnibus Diplomatic Security and Antiterrorism Act of 1986
To demonstrate performance of similar construction work for Omnibus Diplomatic Security and Antiterrorism Act of 1986 purposes, the offeror needs to provide information demonstrating that it has successfully completed in the United States or at a U.S. diplomatic or consular mission a construction contract or subcontract involving work of the same general type and complexity as the solicited project and having a contract or subcontract value of at least $1,500,000.00. The value of the construction contract or subcontract offered to demonstrate performance will not be adjusted for inflation, currency fluctuation, or any other market forces.
A. Omnibus Diplomatic Security and Antiterrorism Act of 1986. Firms being considered for award under this acquisition are limited to “United States Person” bidders as defined for purposes of Section 401(a)(2) of the Act. The Offeror must complete and submit as part of its pre-qualification package the pamphlet "Certifications Relevant to Public Law 99-399, Statement of Qualifications for Purpose of Section 402 of The Omnibus Diplomatic Security and Antiterrorism Act of 1986." (The pamphlet is attached to this FEDBIZOPPS announcement and may be obtained from the DOS Contract Specialist listed at the end of this notice.) If a Joint Venture (JV) is formed, the company having 51 percent or greater interest in the JV must be the one completing the pamphlet. This is a pass/fail evaluated area.
Submissions from Offerors who do not receive a pass rating in this area will not be further evaluated. Sufficient information should be provided in the Certifications and attachments thereto to determine eligibility under Public Law 99-399, but the Department reserves the right to consider information available from other sources, or to obtain clarifications or additional information from the Offeror.
IMPORTANT NOTE: Organizations that wish to use the experience or financial resources of any other legally dependent organization or individual, including parent companies, subsidiaries, or other related firms, must do so by way of a joint venture. A prospective offeror may be an individual organization or firm, a formal joint venture (where the arrangement among the co-venturers has been reduced to writing), or “de facto” joint venture (where no formal agreement has been reached, but the offering entity relies upon the experience of a related U.S. person firm that guarantees performance). To be considered a “qualified United States joint venture person,” every joint venture must have at least one firm or organization that itself meets all the requirements of a U.S. person listed in Section 402.
The U.S. person co-venturer will be required to sign a guarantee making the U.S person individually responsible for performance of any contract awarded, notwithstanding the terms of any joint venture agreement.
B. Security Clearance Requirement. In order to be eligible to perform under this contract, the pre-qualified firm(s), including all entities which comprise a JV and the JV itself, must possess or be able to obtain a Defense Security Service (DSS) Secret or Top Secret facility security clearance (FCL) with Secret safeguarding capability, issued in accordance with the National Industrial Security Program Operating Manual (NISPOM), DoD 5220.22-M.
Offerors already possessing the necessary FCL must submit their appropriate Commercial and Government Entity (CAGE) Code, facility clearance and safeguarding level with the required pre-qualification documentation.
If an otherwise pre-qualified Offeror does not possess the necessary FCL, DOS will sponsor the firm for an FCL at the time the Offeror is determined to be pre-qualified. DOS will allow 120 calendar days from the notice of pre-qualification for firms to obtain the necessary FCL.
Firms will not receive the classified portions of the Phase II RFP until they have been issued the appropriate FCL and received Defense Security Service (DSS) approval to safeguard classified documents. DOS sponsorship does not guarantee that the Offeror will receive the FCL, or that it will be received within the 120-day period. The Government will not be obligated to extend its solicitation schedule, or to make an award to a sponsored, pre-qualified firm, if that firm has not been issued a FCL.
Offerors must submit the Commercial and Government Entity (CAGE) Code associated with the FCL with the required qualification documentation.
PREQUALIFICATION EVALUATION FACTORS
Offerors are required to complete and forward documentation that addresses all evaluation factors. Failure to address evaluation factors may result in failure to qualify.
The offerors receiving the highest evaluated rating will be considered for selection. Note that the evaluation factors are ranked in the following order of importance:
The Government reserves the right not to award any offeror receiving less than a satisfactory rating in all Evaluation Factors. Offerors responding to this announcement will be considered for selection using the following Evaluation Factors:
Factor 1 - Technical: Internal management plan and business structure (e.g., joint venture, integrated contractor), past performance, schedule, and cost control procedures for building envelope, roofing, and waterproofing design-build projects. Provide an organization plan and an internal quality control plan that describes the firm’s ability to successfully provide and coordinate technical efforts either in-house or with consultants.
Identify the primary office that shall have responsibility for projects and the staff assigned to that office by discipline.
The Government will evaluate the extent to which the proposed organization plan and an internal quality control plan demonstrates a comprehensive and effective approach for management and coordination of decision making, project personnel, development and control of project schedules and budgets.
Factor 2 – Qualifications: Professional design and construction qualifications necessary for performance of the required services listed above. List any previous experience with overseas projects and knowledge of foreign building codes, standards and construction practices. Show any licenses, registrations and other certifications for each discipline, as well as awards and other indicators of high quality performance. This shall include management and on-site quality control personnel.
The Government will evaluate the extent to which the principle designer and constructor’s proposal demonstrates the capability to select, retain, and replace (when necessary) key personnel and provide specialized experience; licensed professional engineers, architects and certified installers having completed international projects of a similar dollar value and technical complexity.
Factor 3 - Performance: Specialized experience, technical excellence and competence in design-build building envelope, roofing and waterproofing projects. List three projects each performed in the past five years in each of the following four building systems and design-build structure: 1. Low slope roofs (built-up, modified bitumen, single-plies); 2.
Steep slope roofs (clay tile, slate, metal systems); 3. Façade and building envelope restoration; and 4. Below grade waterproofing (plaza decks, green roofs) 5. Design/build low sloped roof replacements. Provide the following information for each project: brief description, project date, project manager, quality control personnel, delivery method (design-bid-build or design-build), method of acceptance test, initial cost vs. final cost, planned vs. actual schedule, and name, address, and telephone of a reference. Offeror’s may include additional relevant information demonstrating significant achievements or explain performance problems they consider relevant to the proposed efforts.
The Government will evaluate the extent to which past performance demonstrates effectiveness in forecasting, managing, and controlling contract costs; adherence to contract schedules; responsiveness and business-like concern for the customer;
experience in the team oriented execution for design/build projects, and effective management. Note: As prescribed in the Federal Acquisition Regulation at 15.305(a)(2)(iv), an offeror without a record of relevant past performance or for whom information on past performance is not available will receive a neutral rating.
Factor 4 - Capacity: Offerors shall submit evidence of having earned, as the principal source of business, a minimum 75 percent of revenues from building envelope, roofing and waterproofing. Offerors must also submit evidence of their ability to secure sufficient bonding and liability insurance for overseas projects. Offerors must be able to demonstrate ability to have multiple staff members with security clearances, manage up to three projects simultaneously at different overseas locations, plan remote deployments, and demonstrate ability to meet project milestones and schedules.
All factors will be rated adjectivally for each offer as one of the following:
1) Excellent: Exceeds the minimum performance or capability requirements in a way beneficial to the Government due to one or more valuable strengths. There are no significant weaknesses or deficiencies and weaknesses, if any, are minor and offset by strengths.
2) Satisfactory: Meets the minimum performance or capability requirements. There may be strengths but these are not on the whole viewed as exceeding the requirements. May have correctable weaknesses that may generally offset by strengths.
3) Marginal: May meet the performance or capability requirements; however, there are weaknesses that require correction.
4) Unacceptable: Fails to meet the performance or capability requirements. There are deficiencies and/or weaknesses and the proposal is not acceptable as written.
The Government will evaluate the extent to which the offeror's proposal demonstrates capacity to accomplish work simultaneously at different overseas locations within the required cost and time parameters.
Offerors that meet the requirements described in this announcement are invited to submit copies of Standard Form 330 Architect/Engineer and Related Services Questionnaire for General and Specific Projects.
The Government will evaluate the extent to which the offeror demonstrates successful accomplishment of projects of a similar dollar value and technical complexity. During the evaluation process, the information provided in the Standard Forms 330 will be reconciled with the evaluation factors.
