For Embassy Moscow Compound Renovations

Notice of Solicitation of Submissions for Contractors’ Letter of Interest

Request for Proposal 19AQMM18R0174

THE U.S. DEPARTMENT OF STATE (DOS), Bureau of Overseas Buildings Operations

(OBO) is seeking a highly qualified firm experienced in complex construction projects for the construction of compound renovations at the U.S. Embassy Compound in Moscow, Russia.

Eligibility: Interest is being solicited ONLY from American-owned construction firms that possess a FINAL Secret Facility Clearance (FCL).

Security Investigation: In order to be eligible for award of a contract, successful offerors must possess or be eligible to obtain a Defense Security Service (DSS) Top Secret Facility

Clearance (FCL) issued in accordance with the National Industrial Security Program

Operating Manual (NISPOM), DOD 5220.22-M. Offerors must possess a FINAL Secret

FCL. Offerors must submit their appropriate Commercial and Government Entity (CAGE)

Code with the letter of interest. Upon award of the contract, DoS will sponsor the successful contractor for an upgrade from Secret to Top Secret.

Firms which form joint ventures must also comply with the above FCL requirements. Each entity comprising the joint venture must be issued an FCL, as well as the joint venture. DoS sponsorship shall occur at the time of contract award, but the Department’s sponsorship does not guarantee that the firm will receive the clearance. If the selected contractor has not obtained the FINAL Top Secret FCL after 120 days, the Government may terminate the contract, and move to select another short-listed firm for award.

A copy of the Prohibited Countries List, from which offerors may not choose team members, can be obtained from the Contracting Officer listed in the last paragraph of this announcement.

Any U.S. citizens traveling to Moscow in conjunction with this RFP will be required to have a favorable Moderate Risk Public Trust (MRPT) investigation conducted by the Department of State, Bureau of Diplomatic Security, or possess a current final Secret or Top Secret security clearance issued by Defense Security Service, prior to travel. Procedures for obtaining a favorable MRPT and/or certifying existing personnel clearances will be outlined to interested U.S. offerors or individuals.
