M-003 BASIS FOR AWARD
Technical: The Government will award one delivery order resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: technical specifications, past performance, similar experience and cost/price. Quotes will be evaluated for acceptable technical specifications, past performance, similar experience each on a pass/fail basis (Acceptable/Unacceptable). Quotes that are unacceptable for technical spe-cifications, past performance, similar experience will not be considered further for award.
Price: (i) Price shall be evaluated for all quoters by examining the completeness and accuracy of the quote and by performing a price analysis to determine prices to be fair and reasonable in-cluding each individual price proposed as well as the total evaluated price. (ii) The Government will review all cost/price information including the applicable GSA FSS contract to verify con-tract unit price ceiling compliance. Failure to provide all required cost/price information may constitute a non-responsive proposal and may result in removal from award consideration.
Best Value Determination: After completing the technical and cost/price evaluations, the Gov-ernment will then select the lowest price, technically acceptable quote for award.
The Government intends to award based on initial quotes. The initial quote should contain the Contractor's most competitive quote including any available price reductions to the GSA FSS contract list prices.
