About this file

This document is a Mandatory Pre-Bid Conference Agenda and Addendum 01 for the Virginia Department of Conservation and Recreation (DCR) regarding the Cedars Natural Area Preserve Demolition and Trailhead Parking Lot Project (Code 199-18577-008) in Lee County, Virginia. The project scope includes construction of a new parking area with 18-foot gravel stalls, a 24-foot drive aisle, ADA-accessible van parking, concrete sidewalks, and vehicle fencing, along with demolition of residential and farm structures at multiple sites with restoration to natural conditions. The mandatory pre-bid conference was held on March 12, 2026, at 10:00 a.m., with sealed bids due by 2:00 p.m. on April 1, 2026, and public bid opening scheduled for 2:00 p.m. on April 2, 2026, at The Lane Group in Abingdon, Virginia. Substantial completion is required within 150 consecutive calendar days from the Notice to Proceed, with final completion within 30 days thereafter. The last day for submitting questions is March 20, 2026, and Addendum No. 1 was scheduled for issuance by March 16, 2026.

Bidders must be registered with eVA, hold a Virginia licensed Class A contractor license, and provide a Bid Bond (Form CO-10.2) equal to five percent of the bid amount, with Performance and Labor and Material Payment Bonds required upon award on Virginia state forms. The project is awarded on a lump sum basis to the lowest responsive and responsible bidder, with two additive bid items available for the owner's discretion. Liquidated damages are not included in the contract; however, actual damages under Virginia Code Section 43(h) are included. The contractor is responsible for obtaining and paying all required permits, licenses, and fees (such as landfill fees), coordinating with DCR, DEB, and VDOT, maintaining work site security and signage, providing portable toilets, preventing site damage, cleaning vehicles prior to exiting onto public roadways, and restoring access pathways to pre-project conditions. No set-aside designations or restrictions are identified, indicating open competition to all qualified bidders. Special inspections, if required, will be performed by the owner under separate contract and are not anticipated. The project documents are available through eVA or from The Lane Group for $100 refundable deposit plus $50 non-refundable shipping per set.
