About this file

This is a Questions and Answers document issued as Amendment 0001 to RFQ 192126FHQIHSCDDU1 for the DHS/ICE Dental Delivery Unit Refresh procurement. The document addresses eleven clarifications submitted by offerors regarding the scope of work, pricing structure, and contract requirements. Key determinations include: the government will only accept A-dec 500B dental delivery units and will not approve alternatives such as the 500PRO line; vendors are responsible for disconnecting, removing, and disposing of all existing equipment at each location and must account for removal and disposal costs in their quotes; set places for deliveries exist similar to loading docks, but no freight elevators or storage capabilities are available; invoices may be submitted only upon completion and acceptance of each location (CLIN), with one invoice per location permitted and no partial invoicing allowed; and offerors may add sub-CLINs for delivery, installation, removal, deinstallation, and disposal as optional line items, though total CLIN pricing must encompass all cost elements regardless of breakdown structure.

The government clarified that background checks are not currently required for contractor personnel, though the government retains the right to implement this requirement if circumstances change, and confirmed that FAR 52.224-3 Privacy Training (Alternate I) does not apply to this contract scope. The procurement involves procuring 20 dental delivery units with associated equipment at thirteen locations throughout the United States, with all services including installation, deinstallation, removal, disposal, and on-site training to be provided by the selected vendor.

RFQ 192126FHQIHSCDDU1 – Dental Delivery Units Refresh August 2026

RFQ Comments, Questions and Answers

SOW Paragraph Reference / Other (Sample. Para 5.1)

Offerors Question
Governments Response
1
SOW Para. 3.1 Task One – Dental Delivery Unit Requirements
We are confirming that you will accept the 500PRO line of products on your quotes. This is due to the end of life for the 500B units.
No, we will not be accepting alternatives to the 500B units. The 500B units are still available for government use and purchase.
2
3.3 Task Three Installation, Deinstallation, Removal, Disposal, and Site Training

Are we disconnecting any existing equipment and if so, are we removing and disposing of this equipment or is it being handled by the owner?

Yes. Equipment will be disconnected/de-installed, removed, and disposed by the selected vendor.

3
SOW Para. 3.3 Task Three – Installation, Deinstallation, Removal, Disposal, and Site Training
Please provide the Make and Model of the current equipment so appropriate disposal costs can be calculated.
To calculate appropriate disposal cost, consider removal and disposal of old equipment for all new equipment being purchased for installation. For example, if you are purchasing a chair for location A, include cost for removing/disposing a chair from location A. If you are purchasing a rear delivery unit for location A, include cost for removing/disposing a rear delivery unit from location A.
4
3.3 Task Three Installation, Deinstallation, Removal, Disposal, and Site Training

If we are disposing, is the customer providing a sign off sheet?

No, the government does not require a sign-off sheet to meet this requirement; however, the vendor will still ensure all removed equipment is disposed of properly and all new equipment will be installed properly.

5
3.3 Task Three Installation, Deinstallation, Removal, Disposal, and Site Training

Is there a loading dock or freight elevator for delivery?

Yes, we have set places for deliveries and inspections similar to regular loading docks. We don’t have freight elevators or any storage capabilities for this equipment.

6
SOW Para. 7 – Invoices and Payment Provisions
Will the agency accept the invoice upon acceptance by CLIN?
Yes, invoices may be submitted once each location (CLIN) is totally completed, inspected and accepted by the government. Each location is associated with a separate total CLIN price in the pricing attachment so that invoices can be submitted as the location is completed. Only one invoice per location (CLIN) can be submitted. Partial invoices cannot be submitted for sub CLIN items making up the total CLIN price.
7
2.2.1 RFQ – Para.1.3.9 Volume 5: Factor 4 – Price, Call out 5
Please update 2.2.1-RFQ_192126FHQIHSCDDU1_Pricing Attachment to include Sub CLINs for - Delivery, - Installation, - Removal, - Deinstallation, and - Disposal.
The government will not update the pricing attachment. It is optional for use. It may be used as is, or edited by the offeror. The pricing attachment contains the minimum amount of information required by the government. Offerors may insert additional sub CLINS under each CLIN to provide a more detailed pricing breakdown per CLIN if they choose. See RFQ attachment “Instructions and Eval Criteria”, sections 1.3.4, 1.3.5 (5 and 6). However, the total CLIN price for each location must include all pricing elements that make up the total CLIN price for that location. Billing will only be in the total amount of each CLIN (see question 6 above).
8
1.3.9 Volume 5: Factor 4 – Price.
Does installation need to be a separate line item or built into the cost?

See question 6 above

9
1.3.9 Volume 5: Factor 4 – Price.
Can freight be a separate line item?
See question 6 above
10
52.224-3 – Privacy training – Alternate I (Deviation)
We are looking to confirm that reference FAR 52.224-3 Privacy Training Alt 1 deviation (b) (1)(2)(3) does not apply to this scope of work.
Correct, this FAR clause does not apply and will not be included in any resulting contract.
11
Paragraph 25 of the RFQ

Does this provision require the contractor to provide the Government with the results of background checks performed on employees assigned to the contract? If so, what information must be provided? Additionally, does this requirement apply only to personnel performing work on Government sites?

This clause does NOT require the contractor to provide the Government with results of background checks performed on employees. The Government does NOT anticipate background checks to be required for this effort at this time. However, the Government retains the right to perform background checks if the situation changes or the need arises.
