Evaluation Factors for Award
The Government intends to evaluate offers and award a contract without discussions with offerors. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
The Government will evaluate offers for award purposes by adding the total price of all line items identified in the schedule.
The Government will award resulting from the RFQ to the responsible Offeror whose quote, conforming to the RFQ, will represent the best value to the Government, price and other factors considered. The lowest priced technically acceptable offer will be the best value to the government.
