Purpose of this Solicitation

The purpose of this IFB is to enter into a contract with the lowest responsive and responsible bidder to provide: bullhog services to improve the quality and productivity of shrub and herbaceous understory vegetation on important big game winter/transition range by removing conifers encroaching into previously treated areas and sagebrush openings and by mastication of large shrubs (serviceberry, birchleaf mountain mahogany, Gambel’s oak) to stimulate sprouting. The treatments will create vegetation density, structures and ladder fuels closer to historic conditions. Treatment will promote tree growth by reducing competition and increase resilience of leave trees to fire, insects, and disease while providing for conditions which are favorable for watershed values, wildlife habitat, and for continued use of the area for recreation by mechanically removing/shredding standing live and dead pinyon and juniper trees and saplings with a wheeled or tracked bullhog. This task order includes the Contractor to furnish labor, equipment, supervision, transportation, operating supplies and incidentals.

Location and Description:

The project area is located on the Manti-La Sal National Forest, Moab/Monticello District in Grand and San Juan County UT, approximately 12 linear miles from Moab, UT. Legal description: T 26S, R23E, sections 13, 14 and 36; T 27S R23E sections 1 and 12, T 27S R24E section 6. Elevations range from 7500 to 7900 feet within the project site.

Access to the site: Access onto the project site is provided by a combination of paved county roads and dirt surface roads.

Four (4) wheel drive vehicles are recommended in and around the project area. It will be the contractor’s responsibility to get the equipment to the work site.

Acreage:

The total number of acres within the project area is 442 acres. Dependent upon budget constraints and bids received.

Specific Tasks:

Work Limits: Only areas shown on the Project Map will be treated. The project areas are identified with GPS unit. It will be the contractor’s responsibility to provide a GPS that is capable of loading project areas from a computer. The project boundaries may or may not be marked, and it will be the responsibility of the contractor to know how to use and read a GPS to find project boundaries. There will also be leave islands, or untreated patches, within the project boundaries, and these must also be avoided.

Government staff will identify unit boundaries for the work executed under the contract. The Contractor shall immediately upon entering the project area, locate control points, section corners, and take such action to prevent their destruction.

No heavy equipment operation within 50 ft of intermittent drainages or riparian zones.

Mulching: The treatment prescription for these areas is to mulch all existing green pinyon pine and juniper trees that are less than eighteen (18) inches diameter at the root collar. Additional trees up to 22” DRC may be identified for mastication by project manager in Unit 1. Reduce the density of pinyon pine and juniper (pinyon-juniper) trees that have invaded sagebrush and previously treated areas. “Old-growth” pinyons and junipers* left from original chaining treatments will be retained. Standing dead pinyon and juniper shall be retained. Mulch depth is to not exceed 6 inches measured from the soil surface. If mulch exceeds six inches in depth the Contractor shall spread the mulch either mechanically or by hand. No live or dead limbs shall be left on the stump of cut trees. All main branches or stems shall be cut from the trunk of the tree unless otherwise identified. Mechanical cutting shall be performed in an organized systematic manner as determined in the pre-work conference. Mastication should not occur on slopes steeper than 30%. Leave snags (standing dead trees) and existing down woody debris.

Mature ponderosa pine, pinyon pine and juniper that were retained in the original treatments will be preferred as leave trees/groups. Within the leave groups, a diversity of tree age classes, including young pinyon pine, will be retained.

Dying pinyon pine trees infested by pinyon ips or other bark beetles at the time of treatment and identified by project manager would be masticated.

Mechanically treat (masticate) 30-70% of the large, decadent serviceberry and birch-leaf mountain mahogany to a level of no less than 12in from ground level to stimulate sprouting. These species are generally mixed with Gambel’s oak and most treatments would occur in conjunction with the Gambel’s oak treatments. Group selection regeneration treatments will also be applied to Gambel’s oak to regenerate a portion of the mid-aged and mature vegetation to diversify stand structure and provide more palatable plants for wildlife consumption. Sagebrush is not directly masticated.

No oak over six inches in diameter at root crown (DRC) will be cut.

Pinyon pine will be favored for retention over juniper, and the treatment will retain a component of all present age classes.

Unit boundaries or islands would have feathered, undulating edges with diverse heights of vegetation retained with no more than 50% of the vegetation being left.

Leave islands and/or individual leave trees have been excluded from the project acres and will be identified on project maps, GPS files and/or flagged. In addition, all trees not identified as pinyon or juniper shall be designated as leave trees.

Additional no-cut islands and buffer areas throughout the project area may be identified by project inspector.

Staging areas and ingress/egress routes created by project operations will be rehabilitated by a hard, machine rake and activity generated debris scattered on the surface.

*Old growth characteristics: Flattened or rounded top, deeply furrowed bark (juniper), thick, plate-like bark (pinyon), twisted trunks/branches, dead branches and spike tops, large lower limbs, large trunk diameter relative to tree height. Generally, pinyon pine >20” DRC and juniper >26” DRC.

CONTRACTOR FURNISHED EQUIPMENT:

Equipment Requirements:

The Contractor will furnish all tools, labor, supervision, equipment, materials, supplies (fuel), transportation, and incidentals necessary to accomplish the removal of trees and treatment of slash in accordance with the specifications.

Mobile, tracked or wheeled, hydraulically or PTO driven, mechanical mulching/shredder (Bullhog) shall be furnished on a fully-operational basis, with a competent, fully-qualified operator, and shall be capable of mulching/shredding live trees up to seventeen (17) inches in diameter at twelve inches above ground level measured on the uphill side.

Equipment shall be washed with a high-pressure system before entering and exiting project lands. All soil and plant parts shall be removed to prevent the spread of noxious weeds in and out of the project area.

Work in this contract requires the contractor to have GPS capabilities in order to identify treatment areas, leave islands and/or project boundaries. GPS equipment must have an accuracy of +/- 5 meters and be capable of accepting/uploading shapefiles or track logs. The government will provide shapefiles or track logs electronically (via email or at the pre-work meeting) to the contractor which will identify treatment unit boundaries and leave islands within the project area boundary.

It is the responsibility of the contractor to upload the shapefiles to the GPS equipment and provide any technical support for problems with the contractor owned equipment.

Contractor is responsible to establish signage and other public safety measures.

GOVERNMENT FURNISHED PROPERTY:

No Government property shall be furnished on this project.

This contract will result in one purchase order contract award to the lowest cost responsive and responsible bidder.

Length of the Contract

From the Notice to Proceed (NTP) (NTP will depend on site conditions, once the ground conditions are dry enough to begin the NTP will be issued) the project must be completed by June 15, 2017
