About this file
This document is an Amendment (0001) to Solicitation 191Z1025R0009 for Facilities Engineering and Power Operations (FAC EPO) and Uninterruptible Power Supply (UPS) services for JUCR at the American Embassy in Baghdad, Iraq. The amendment adjusts requirements in RFP sections B, G, J, and K and establishes new deadlines: a site visit is rescheduled for 08/27/2025 at 09:00 am, RFP questions are due by 08/28/2025 at 09:00 am, and quotations are due by 09/03/2025 at 16:00 Baghdad local time.
Key technical requirements include contractors removing and securing construction materials, tools, and equipment daily, being solely responsible for deployment actions, and complying with strict vetting procedures. The solicitation emphasizes contractor recruitment of third-country nationals (TCNs), staffing requirements, and national security vetting as a condition of award. Offerors must submit detailed technical proposals including staffing plans, security vetting packages, and contingency plans for potential vetting failures, with the understanding that failure to pass vetting may result in proposal rejection.
