RFQ n. 191T5225Q0002 – Italian Language Lessons

QUESTIONS AND ASNWERS

*** IMPORTANT: Dear potential offerors, please read carefully the RFQ n. 191T5225Q0002 terms, conditions and clauses. We will not answer questions that are already covered and answered in the solicitation text. Our purpose is to find a qualified company capable to perform Italian Language Lessons services set forth in the scope of work of the above state solicitation.

· Question n. 1: We have qualified instructors based in the U.S. who can conduct the lessons remotely via Zoom or Microsoft Teams. Would this be acceptable under the contract requirements?

· Answer n. 1: Yes, via Microsoft Teams, Zoom and Google Meet. Virtual instruction must be provided at the hours stated in the Solicitation. No consideration will be given for an instructional providing virtual instruction from a different time zone.

· Question n. 2: I would like to bid for this contract and trying to give you the best price. Can you please provide me with roughly how many students per year will be there? And if progress test is required. Appreciate your reply.

· Answer n. 2: Number of students vary each year. We have an average of approximately n. 30 students/yearly. They are all native English speakers.

· Question n. 3: Can we attend the pre-proposal conference via online meeting?

· Answer n. 3: Yes, you can do it via Google Meet platform

· Question n. 4: Do you need my resume to sign up to attend the pre-proposal conference?

· Answer n. 4: No, we don’t.

· Question n. 5: Will the Government accept quotations in US$ currency?

· Answer n. 5: Yes, as per 52.225-17 EVALUATION OF FOREIGN CURRENCY OFFERS (FEB 2000) clause already included in the solicitation.

· Question n. 6: Who is the current contractor, if any?

· Answer n. 6: Current contract is expired, but we cannot disclose any information on old contractor.

· Question n. 7: The solicitation states that sessions can be conducted either on-site or online—does this mean the instructor must be physically located in Italy, or is it permissible for them to be located in the U.S. while providing virtual instruction?

· Answer n. 7: If virtual, the instructor does not need to be physically located in Milan, or in Italy. However, the instructional hours are listed in the Solicitation as CET (Central European Time) No consideration or time adjustments will be made for convenience of the CONTRACTOR.

· Question n. 8: We do not understand how the PRICE selection should be filled in: Lets give a practical example so that you can understand what we don’t understand.

BASE YEAR PRICING (in presence and remote):

We suppose to quote Euro 5 per session as fixed price (this is only an example) The Estimated Year Amount will be Euro 3, 500.00 ( 5.00€*700 hours per year) à is that correct? Yes, that is correct. If your quote was €5 per hour, then the amount for Year 1 would be €3,500.

The Total Estimated Year Amount for the Base Year is EURO 3,500 based on your hypothetical amount of €5/hr. What value should be entered here?

· In addition, we would like to understand what is the difference between the quotations under the paragraph at page 6:

Base Year Pricing
First Option Year Pricing
Second Option Year Pricing

What is the difference between the three quotations?

· Answer n. 8: This is a One Year Contract, with Two Option Years. This means that the government may decide to continue using your company for a second, and possibly a third year. To exercise the option, we would need to know, at the time of bid submission, the cost to the government. After the contract is signed, there is NO option to renegotiate pricing in Years 2 and 3. The right of the U.S. Government of excersing optional years is subject availability of funds for each year.

· Question n. 9: Shall the Supervisor position to be appointed by the contractor necessarily be an employee of Alltrad, or can one of the teachers proposed in the tender be appointed, whose professional profile is considered suitable to carry out the activities envisaged for the role of Supervisor?

· Answer n. 9: This is a business decision. The government is not in the position to dictate to or advise the contractor how the internal mechanisms of the company should work.

· Question n. 10: Since print texts and their digital version must be approved by some professional associations teaching materials for teaching Italian must be approved. Where can they be verified?

· Answer n. 10: Instruction shall be based on proficiency, communication, and academic principles as used in foreign language learning institutions identified below.:

· Department of State, Foreign Service Institute.

· Department of Defense, Defense Language Institute.

· The Office of Personnel Management shall define the language proficiency levels identified as desired outcomes. All students shall be measured on their language proficiency levels in accordance with the Foreign Service Instituted Language Proficiency Test.
