ANSWERS TO QUESTIONS ASKED AT THE PRE-PROPOSAL CONFERENCE

Question #1: Is the solicitation for Insurance Brokers or Insurance Companies?

Answer #1: The solicitation is for all interested parties who can abide by section C of the solicitation which includes personalized managerial supervision of the contract.

Question #2: What is the present start date for the vehicle insurance?

Answer #2: Presently the Insurance start date for Embassy Jerusalem vehicles is 1 November of each colander year, however, this would be dependent on the availability of funds in accordance to clause 52.252-19 in section I of the solicitation.

Question #3: What is the Claims history for the Embassy, the past three years?

Answer #3: 3rd Party property Claims history for the American Embassy Jerusalem, from 2016 –

2018 are as follows;

2016 – 22 Claims ($22,329 value)

2017 – 22 Claims ($83,800 value)

2018 – 32 Claims ($34,549 value)

Question #4: Is the solicitation for new work or a continuation of present service?

Answer #4: The solicitation is for a continuation of present service.

Question #5: When will the contractor receive a list of actual vehicles to be insured?

Answer #5: List of actual vehicles to be insured shall be presented to the contractor during the issuance of a delivery order based on the awarded contract.

Question #6: Who will be allowed to drive the vehicles?

Answer #6: In accordance to section C.1.3 of the solicitation, “All of the vehicle and 3rd party insurance shall cover US Government Employees over the age of 21”, and only those employees shall be allowed to drive the vehicles.

Question #7: Is possible to supply a list of the drivers?

Answer #7: Names and information of US Government employees is proprietary information and will not be provided.

Question #8: Are there GPS tracking devices in the Embassy vehicles?

Answer #8: Since the solicitation is only concerned with 3rd party compulsory and property insurance and the embassy vehicles are self-insured by the US Government, this question is irrelevant to the solicitation.

Question #9: What is the average annual mileage on the vehicles?

Answer #9: The average annual mileage on the Embassy vehicles is 30,000 KLM, however since the solicitation is only concerned with 3rd party compulsory and property insurance and the embassy vehicles are self-insured by the US Government, this question is irrelevant to the solicitation.

Question #10: Have the vehicles been modified since being purchased?

Answer #10: Since the solicitation is only concerned with 3rd party compulsory and property insurance and the embassy vehicles are self-insured by the US Government, this question is irrelevant to the solicitation

Question #11: Who are the vehicles registered to?

Answer #11: All the vehicles under the solicitation are official Government vehicles that are registered to the US Government.

Question #12: What is the primary use of the vehicles?

Answer #12: All the vehicles under the solicitation are official Government vehicles whose only use is official Government business.

Question #13: Are the vehicles always kept in a secure location?

Answer #13: Since the solicitation is only concerned with 3rd party compulsory and property insurance and the embassy vehicles are self-insured by the US Government, this question is irrelevant to the solicitation.

Question #14: Is the incumbent a local Insurance Broker or a US based insurance broker?

Answer #14: The incumbent is a local insurance broker

. Question #15: Are all the vehicles registered locally with the Israeli Ministry of

Transportation?

Answer #15: Yes, all the vehicles are registered locally with the Israeli Ministry of transportation.

Question #16: What are the various categories of vehicles to be insured?

Answer #16: Section B.3 of the solicitation gives a description of all the categories of the vehicles covered under the solicitation.

Question #17: Does the proposal need to be notarized?

Answer #17: No, there is no requirement to notarize the proposal.

Question #18: Is it a requirement for the awarded firm to be located in Israel?

Answer #18: It is not a requirement for the awarded firm to be located in Israel, however section

H.2 of the solicitation states, “Without cost to the Government, the Contractor shall obtain all permits, licenses, and appointments required for the prosecution of work under this contract.

The Contractor shall obtain these permits, licenses, and appointments in compliance with applicable host country laws” The awarded firm must be able to issue Insurance policies and decals in the State of Israel.

Question #19: How much did the US Embassy Jerusalem spend on vehicle insurance the past three years?

Answer #19: The US Embassy Jerusalem spent $1,191,750 on vehicle insurance during the past three years.
