ANSWERS TO QUESTIONS ASKED AT THE PRE-PROPOSAL CONFERENCE

19IS7O20Q0002 00001

Question #1 Why is VAT and other Government taxes not part of the solicitation?

Answer #1: Embassy Jerusalem has a tax exemption status with the local Israeli Government and there is an agreement with the Israeli Tax authorities that accepts quarterly tax exemptions that allow the fuel companies to invoice the Embassy directly without tax. For this reason, VAT is not part of the solicitation.

Question #2: Is the requirement of supplying Diesel Generator fuel a mandatory requirement?

Answer #2: Section I, scope of services states, “.The Contractor shall provide vehicle fuel and deliver high grade heating fuel to the U.S. Embassy Jerusalem as described in this solicitation” and “supply and deliver Diesel fuel for generators to the American Embassy Jerusalem”. As such, this is a mandatory part of the solicitation.

Question #3: When does the Government hope to award a contract from this solicitation?

Answer #3: Since the current incumbent contract shall expire at the end of April 30, 2020, the

Government hopes to award contracts from the solicitation before that date.
