About this file
This is a Questions and Answers document for solicitation 191NLE26Q0060 for INL/Columbia Handheld X-Ray Imaging Systems.
The document addresses two clarifications regarding the RFQ requirements. First, it clarifies conflicting delivery timelines by specifying that actual equipment delivery must be completed within 60 calendar days of purchase order award, while the overall Period of Performance (POP) extends to 160 calendar days to encompass training activities. Training requirements mandate that the awarded vendor deliver the first training course no later than 30 calendar days after the X-Ray scanners arrive in Colombia and are in the hands of CNP DIRAN, with the final course delivered no later than 60 calendar days from the first course delivery. Each student must receive a certificate of attendance indicating hours trained. Second, the document clarifies that multiple quotes offering alternative solutions are not permitted, as this is a Lowest Price Technically Acceptable procurement. Contractors must submit a single proposal with equipment meeting the specified technical requirements, which include a Full HD color screen of 7 inches or larger, with touch screen capability preferred but not mandatory.

191NLE26Q0060 – INL/Columbia Handheld X Ray Imaging Systems – Questions and Answers
No. Question / Comment Government Answer 1 Within the solicitation, there seem to be conflicting dates that we were hoping can be clarified:
3.2.3. DELIVERY (SHIPPING AND HANDLING
INSTRUCTIONS) - states Delivery of all X-Ray handheld scanners must be completed no later than sixty (60) days calendar days after awarding of the purchase order by the INL Contracting Officer.
3.8 PERIOD OF PERFORMANCE (POP) the Contractor
shall deliver all items within 160 calendar days after award.
Can you please clarify the requirement for all systems to be delivered to the noted address within the RFP?
We are requesting delivery of the actual equipment by 60 days of award. But the entire POP will encompass the training as well (after delivery of the equipment) – per the timeline described in the Attachment section 3.2.2.
“The awarded vendor must deliver the first required training course no later than thirty
(30) calendar days after the X-Ray scanners arrive in Colombia and are in the hands of the CNP DIRAN, and the last course must be delivered no later than sixty (60 ) calendar days from delivery of first course. The awarded vendor must provide each student with a certificate of attendance for this training indicating the number of hours trained.”
2 In this RFQ, there is a request for the ability to do transmission X-Rays using a panel. We have a few different sizes of panels at different price points. Can we provide more than one quote with our proposal, that shows these differences?
For purposes of this request, we will not be entertaining multiple options within the quote as this is Lowest Price Technically Acceptable . In regard to the technical specs, the proposed item should meet the following regarding panel size:
From Section 3.2.1:
• Full HD color screen 7 inches or bigger. Touch screen preferred but not mandatory
2.4 MULTIPLE PROPOSALS/ALTERNATIVE SOLUTIONS
Contractors shall not submit, nor shall the Government accept or evaluate, multiple proposals offering alternative solutions. Contractors shall not submit, nor shall the Government accept or evaluate, multiple solutions within one proposal.
