1.0 Regarding the Barrett Mk22/AM338 rifle/suppressor package - must the rifle be bolt action or semi-automatic?

Ans: The requirement is for the suppressor package to existing MRAD. Reference page 3 SOW. Rifles are not required as per the SOW.

2.0 In the pricing volume, it asks for pricing for training. But in SOW 2.4, it says that training will not be required. And then in 2.5 it says: Offer the transfer of knowledge regarding weapons operation (list of courses together with their content).

· Please clarify what training, if any, is required.

· The training discussed involves technical data for a USML controlled defense article. If training is required, will the State Department be preemptively authorizing said transfer of data, or will offer have to apply through normal DDTC channels?

ANS: NO TRAINING IS REQUIRED

3.0 SOW 3.0 states: All items shall be picked up from vendor location by DFS.

· Please define DFS.

· Please verify that vendor location may be in the CONUS.

· SF 1449 Block 15 – “DELIVER TO” on the first page of the solicitation says that the lot is to be delivered to:

Is this accurate, or will the lot be picked up from vendor facilities in the US and just the crates marked with the above address?

ANS: USG WILL PICK UP at vendor / OEM location. DFS is the USGs freight forwarder

Later in SOW 6 – it says: If applicable, the U.S. Government will assist the Contractor in obtaining customs clearance and tax exemption certificates from the Government of Ukraine in accordance with the packing, marking, and submission of documents as instructed herein.

Please verify that no customs requirements and tax exemption certificates from the Government of Ukraine will be applicable – since items will be picked up stateside.

ANS: Correct, no customs requirements.

4.0 SOW 4.0 states: This is a Firm-Fixed Price (FFP), single award contract, with the optional quantities. Items outlined under Section 2, TECHNICAL SPECIFICATION OF ITEMS shall be brand name or equal of the purchase request. The FFP price shall include all direct and indirect costs, profit, export license, shipping/delivery charges (if any), and any and all insurances. No additional sums will be payable on account of any escalation in the cost of materials, equipment or labor, or because of the Contractor’s failure to properly estimate or accurately predict these prices or difficulty of achieving the results required by this contract. The price will not be subject to adjustment after award nor will be adjusted on account of fluctuations in the currency exchange rates.

· Please confirm that since DFS will pick up the items at our location, that no shipping charges will be incurred.

· Please identify any government required insurance.

5.0 Someone noted in a comment about LPTA, but in the five factors for technically acceptability (SOW 9: Evaluation Factors, p. 8) they don’t rank the five. So, they write “lowest prices is favorable” but also “a faster delivery time is desirable.” Does the government prefer one over the other (for example – a faster delivery time – but higher cost)?

Ans: Submit your best proposal including delivery time as it is a factor, All factors we be qualified by the USG. Reference attachment 2

Also – in the separate evaluation factors document – it says this will be best value. Please confirm that this will be best value.

6.0 Under SOW 9: Evaluation Factors, p. 8, they will evaluate the proposed travel team. Please explain the purpose of the proposed travel team. Also please identify the travel locations, travel team composition (what people are required), number and duration of each trip.

Ans: Disregard. No travel requirement.

7.0 Please confirm that an acronym table is outside of page count.

Ans: No, page count is a 50 page limit.

8.0 Please consider extending the due date for response to 01/20 or a minimum of one week after questions are answered – whichever is later.

Ans: No due to urgent need.

9.0 The Mk93 dual mount is offered by many companies, but only the M3D manufacturer has modified it specifically for the M3D and will only sell the M3D together with that mount because without it, the M3D will quickly destroy the standard buffered Mk93 mount, which then causes weapons malfunctions.

Ans: CLIN 002: MK93 mount has to have enhancements for the M3D to permit the higher rate of fire. MK93 standard will not be technically acceptable.
