About this file
This Statement of Work (SOW) details a software license renewal for the U.S. Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL) to support the National Police of Ukraine's Cyber Police units. The contract involves renewing the Quintel Crosslink software license, which enables law enforcement to search and identify criminals through various digital criteria including keywords, full names, email addresses, phone numbers, IP addresses, and digital currency transactions. The one-year firm-fixed price contract includes a 12-month warranty and requires immediate delivery with proper access codes.
The solicitation is currently in a pre-solicitation Sources Sought notice phase, seeking potential vendors by May 12, 2025. The government is specifically interested in identifying potential small business contractors, with a focus on Service-Disabled Veteran Owned Small Business (SDVOSB), Small Disadvantaged Businesses 8(a), HUBZone, and Women-Owned Small Business (WOSB) certifications. The software license allows for web-based and API interfaces, supports multiple operating systems and browsers, and includes two-factor authentication. The primary points of contact are Michele Coccovizzo (Contract Support Specialist) and Margaret R. Gaudreau (Contracting Officer), both from the Department of State.
