About this file

This document appears to be a set of questions and answers related to a Request for Proposal (RFP) for an Intrastate Law Enforcement Shooting Simulator for the Armenian Ministry of Internal Affairs. The RFP, solicitation number 191NLE24R0005, is being issued by the Department of State Office of Acquisition Management.

Key details include:

  • Clarification on the requirement for the simulator to "link with other like simulators"
  • Guidance on providing letters from law enforcement agencies as past performance, even if they cannot be publicly disclosed
  • Confirmation that the "local time" warranty requirement refers to the manufacturer's location, as long as there are overlapping business hours with Armenia
  • Explanation of the 45 scenarios required in Appendix A, including 15 that must be filmed in Armenia during the on-site training
  • Instruction that the training videos created from the Appendix A scenarios must be in the Armenian language

Text version

1. On page 9 in Hardware, can you please define "capable of linking with other like simulators?"

This requirement can be removed.

1. Do the letters from law enforcement agencies mentioned on page 18 in Appendix C have to match the agencies listed as past performance examples? Many agencies are not allowed to publicly disclose who they are contracted with.

1.

A point of contact should be provided for this question. That can be the customer’s name and email or the Contracting Officer Representative’s name and email.

1. On page 14 in Hardware Warranty, you mention "local time." Does this refer to local time in Armenia or the contractor's local time?

Local time at manufacturer location is acceptable, as long as there are a few hours of overlap with working hours 8am-5pm in Yerevan, Armenia.

1. The RFP refers to Appendix A in several places - some of which contradict each other. Can you explain what Appendix A is? Are they scenarios that come on the system, scenarios that are dubbed into Armenian, or are the 30 scenarios along with 15 additional scenarios created in training all local content? It is not possible to complete 45 scenarios within one week of training. This may exclude vendors who do not already have scenarios filmed in Armenian.

Appendix A includes 30 scenarios most commonly occurring typical situations which law enforcement personnel in Armenia face in the execution of their duties. The vendor is required to film training scenarios based on the topics provided in Appendix A.

Per instruction on page 13 of the RFP, at least 15 of the scenarios in Appendix A have to be filmed and made in Armenia as part of the training process. The remaining balance of 15 scenarios can be made before the training but should use local setting. Per bullet point number 4 on page 13, “The Contractor shall provide up to twenty-four (24) hours of on-site operator and instructor training to a group of up to ten (10) trainees for five (5 days) on the set-up, operation, creation, and editing of custom scenarios (APPENDIX A) in Yerevan and other locations (urban and rural) in Armenia.” The vendor can work with the trainees (firearms instructors at the Armenian Ministry of Internal Affairs Education Complex) to develop the plot of the scenarios.

Please note that per Language requirements on page 9, the videos that would be custom made based on the scenarios in Appendix A should be in Armenian.
