STATEMENT OF WORK
Vehicles for use by the HNP in Support of Law Enforcement
Background:
INL Port-au-Prince supports the Haitian National Police (HNP)’s development as an accountable and effective institution capable of protecting Haitians from crime and violence. The HNP has few functional armored vehicles, limiting its ability to carry out key operations against gangs and criminals across Port-au-Prince and larger Haiti. While the HNP has received Mine-Resistant Ambush Protected (MRAP) vehicles in 2022 and 2023, units still need smaller, faster, and more mobile armored vehicles to access areas where gangs operate. These 25 armored vehicles will be supported with some of the 100 unarmored vehicles INL has procured for the HNP since 2021.
INL is also providing vehicle parts and subject matter experts in vehicle repair and fleet management embedded in the HNP. To ensure sustainability for newly acquired vehicles, INL and the HNP have identified standardized vehicle types for most HNP functions in order to standardize spare parts and facilitate quick repair and maintenance.
The Bureau of International Narcotics and Law Enforcement Affairs (INL) is seeking a contractor for the acquisition of 25 armored Toyota (B6 level) 78 series Land Cruisers for the HNP.
DESCRIPTION
INL Port-au-Prince has made significant investments in the mobility of INL-supported specialized HNP units, which is a key factor in their capacity to contribute to U.S. Mission Haiti goals. In addition to providing vehicles, INL funds an embedded master mechanic and an embedded fleet management expert within the HNP and has funded the construction or restoration of several HNP vehicle repair facilities. Following several years of mentoring and training for HNP officials responsible for vehicle maintenance, the embedded INL experts assess that the HNP will continue to have a limited ability to maintain vehicles other than the Toyota Land Cruiser 70 series which the HNP now sees as a standard for all Haitian procurement and foreign donations. These vehicles are affordable, durable, easy to service, and have interchangeable engines and transmissions between variants (i.e. the 76-series SUV, 79-series pickup, and 78-series troop carrier). Facilitating local maintenance will significantly extend the life of INL investments in HNP mobility and contribute to key U.S. goals, such as countering violent gang activity and providing security for the upcoming elections necessary to restore democratic institutions.

This requirement will result in the award of a Firm Fixed Price (FFP) contract in accordance with the specifications in Section 3 of this Statement of Work (SOW). No additional sums will be

EFFECTIVE PERIOD OF CONTRACT
