DRAFT STATEMENT OF WORK

NARCOTICS INCINERATOR FOR INL/COSTA RICA

1.0 INTRODUCTION

Mission of the U.S. Department of State: The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President’s principal foreign policy advisor. The Department of State’s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world.

Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL is under the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.

2.0 BACKGROUND

INL is one of the bureaus in the Department of State whose program authority derives from the

Foreign Assistance Act of 1961, as amended (FAA). Under the FAA, INL is charged with aiding host governments to develop and implement effective counter narcotics, anticrime, and border control programs.

Costa Rica, as well as the other Central American countries, is a strategic path for illegal drugs and chemicals on the way north, for its many coastal areas, both Pacific and Atlantic, its roads, and its closeness to a big and growing market of drug consumption.

The purpose of this Statement of Work (SOW) is to establish the needed requirements to purchase an incinerator for drugs, and possible chemical precursors, for the Costa Rican government, for the destruction of these illegal chemical substances, which is a growing problem.

3.0 SCOPE

To purchase and donate an incinerator for the Organismo de Investigación Judicial (OIJ), San José, Costa Rica, in charge of destroying the seized drugs, and possible chemical precursors.

4.0 TECHNICAL REQUIREMENTS

The incinerator shall meet the following requirements:

General description:

SBU - CONTRACTING AND ACQUISITIONS

A two-chamber incinerator, capable of destroying solid synthetic and natural drugs, and possibly liquid and solid chemical precursors, at a rate of 350 kg/hr, complying with EPA standards emission, with maximum core temperatures of 900 to 1,100 ⁰C for the primary chamber, and 1,100 to 1,200 ⁰C for the secondary chamber. Gases coming out of the stack should meet EPA standards

(not cause particulate matter emissions to be discharged into the outdoor atmosphere to exceed

0.10 grains per dry standard cubic foot (gr/dscf) of exhaust gas, corrected to 7% oxygen). The equipment shall meet Costa Rican regulations referring to the expulsion of liquid, solid or gaseous substances from the incineration process into the atmosphere, which are reported expressed in concentration; that is, the mass amount of the substance per unit volume of waste gases on a dry basis (eg, nanograms per cubic meter (ng / m3), milligrams per cubic meter (mg / m3) or grams per cubic meter ( g / m3). Download document here

The equipment is to be operated at a rate of 4 to 6 hours daily burning the waste, 5 days a week, and should be started with diesel fuel. The remained ashes shall be easily removed, manually, from the incinerator through an adequate access door at the bottom/end of the primary chamber and disposed of accordingly to local regulations. Entry to the chamber to remove ashes should not be required for normal clean out procedures.

A computerized system should provide all the necessary information on equipment status, temperatures, controls, emissions, general information, and should be capable of connecting to other computers or equipment via internet. The control of the equipment should be fully automatic and equipped with safety interlocks. Padlocks should be placed on all access doors.

The system start switch and primary and secondary burner switches should require a key to be operated. Burners on both chambers should be full modulating for maximum fuel efficiency and provide a stable operation. Waste reduction efficiency should be above 95% of combustible materials.

The equipment should have no problems operating at an elevation of 1,100 to 1,200 meters above sea level and will be connected to an electrical grid of 210 - 220 Volts, 3 phase, 60 Hz.

General equipment specifications

• Waste: Cocaine, second marijuana, and newly developed chemical drugs / chemical precursors. The drugs are inside plastic bags.

• Volume of incineration: 300 to 350 kg per hour of solid drugs, cocaine and marijuana.

• Frequency and duration of operation: 4-6 incinerating hours per day / 5 days a week.

• Emissions requirements: all gases completely combusted, air stream cooled and clean, must meet EPA emissions standard.

• Burning fuel: diesel.

• Electrical connectivity: 210-220 V, tri phasic, 60 Hz.

Period of Performance: 120 calendar days after the award is placed by the Contracting Officer.
