Questions Answers

There is no mention of an specific vehicle desired

- Is this an Armored Personnel Carrier vehicle?

More military than civilian?

The intended use of this vehicle is to transport, while providing the aforementioned level of ballistic protection, law enforcement and security forces in the execution of their duties, which could include kinetic operations. So yes, more military than civilian.

What specific vehicle has been used in the past if any?

Costa Rica currently has three (3) CSI Armored – Nemesis Tactical (SWAT) Vehicles.

As far as the Level of protection mentioned in the SOW it refers to the B7 Level. However, when the comment of the ammunition is read, all of those calibers can be protected with a B6 level of protection. Is Level B6 acceptable?

B7 is required.

Would 257 l. (67 gallons) dual fuel tanks be considered compliant with 2.4 Contract requirements for fuel capacity - armoured dual gas tanks of up to 280 liters (74 gallons), page 8?

Yes, it is acceptable.

Section 4.1 – Shipping FOB Destination, page 14:

The delivery timeline is stated as 120 days ARO for production and no more than 6 months for vehicle delivery. May the contractor propose an alternative delivery schedule?

No, unless the delivery time is less than 6 months

Section 2.4 – Contract Requirements, page 8: The stated protection level requirement is NIJ level IV/B7. However, the threat level called out is that the armor package must defeat 7.62 x 39, 5.56 x 45, and 7.62 x 51. This can be accomplished with a B6 armor package and would save considerable weight to allow for increase operational capabilities especially as it relates to secondary road and off-road performance as well as on road maneuverability. Is it possible to amend the protection level requirement to remove the B7 callout and only leave the ballistic defeat requirement?

No, B7 is required.

Section 2.3 – Performance Requirements, page 7:

A Bill of Material is required to be supplied for this contract. Is the BOM a list of items that would be delivered under the contract i.e.

vehicles, manuals, training guides, etc. or do they need a BOM for the actual vehicle which would be considered contractor proprietary information.

The BOM of the items delivered under the contract.

Section 2.3 – Performance Requirements, page 6:

30 days of testing prior to delivery of the vehicles is required. If previous test data has been compiled on this vehicle platform could that be submitted in leu of performing this testing to reduce the total delivery time.

No.

Section 2.4 – Contract Requirements, page 8: The vehicle is required to have a 14” ground clearance. Is this measured from a certain position on the vehicle?

14” from lowest part of the vehicle, to include any steps or running boards.

Section 2.3 – Performance Requirements, page 6:

On site visit arrangements are to be made by the contractor for USG inspection of the vehicles after completion. It lays out ground transportation as a cost to be born by the contractor in country. Is this the only cost to be born by the contractor or would costs for lodging and travel need to be included in the bid price as well?

The contractor will be responsible for his/her own travel costs.

2.4 CONTRACT REQUIREMENTS

VEHICLE TYPE AND TRACTION - 4 doors and 1 back door, 4x4 level NIJ IV/B7 All-Terrain armored vehicle. Fully armored vehicle (roof, floor, gas tank, glass, etc.)

Question:

NIJ IV (30-06 Armor Piercing) and CEN B7 (7.62 x 51 Armor Piercing) are ballistic standards with different ammunition specifications, test parameters and material thicknesses. The transparent armor thickness requirements of both ballistic standards are different. For transparent armor, CEN B7 test parameters call for a total of 3 test shots compared to NIJ IV test parameters that calls for a total of only 1 shot.

The thickness of NIJ IV glass is approximately 55mm and CEN B7 glass is approximately 76 mm.

Could the requirement list only one specific ballistic standard for both opaque and transparent armor?

Utilize the B7 standard.

FUEL TYPE - Diesel

Question:

The sulfur content of the Diesel fuel available in Costa Rica.

Could you please specify the approximate sulfur content in the diesel fuel that you plan to use for these particular vehicles?

FUEL CAPACITY - Armored dual gas tanks of up to 280 liters (74 gallons)

Question:

For armored vehicle manufacturers using a Ford F550 as the base chassis; the highest available fuel capacity offered by Ford Motor Company is 68 gallons (257 liters). To avoid using an aftermarket secondary fuel tank, would you accept this 68 gallon fuel capacity?

That is acceptable.

TIRES - All terrain Run flat tires 335 x 20, with spare tire

Question:

Could the spare wheel assembly for each vehicle be packaged loose or does it need to be attached to the vehicle?

There needs to be the capability to attach a spare to the vehicle as needed. Operationally, i.e.

when actually moving on the target, a spare tire attached to the outside may be damaged or become a “grenade catcher”. However, the way GoCR uses the current AVs, they need to be able to attach a spare to the AV as it is transiting from target zone to target zone.

EXTERIOR FEATURES - Ladder.

Question:

Could you please provide additional description for this requirement such as location and dimensional requirements?

The ladder will be used to gain entry to the rear compartment and to the top of the vehicle

EXTERIOR FEATURES - Firewall.

Question:

Could you please provide additional description for this requirement?

Primarily around the fuel tanks, troop compartment and between the engine and driving compartment.

OTHER FEATURES - Removable ramp.

Question:

Could you please provide additional description for this requirement?

To enter the rear of the vehicle.

What is meant by the term "Ladder" and where does it go, inside the vehicle or on top of the

Slide in and out of the bottom of the vehicle. Can accommodate a bomb disposal robot.

vehicle and what are its dimensions and what is the purpose of it?

What is meant by the term "Police Shield Holder" and where does it go and how what kind of shield does it need to hold and how many?

Mounts in the troop compartment to hold ballistic shields.

What is meant by the term "Removable Ramp" ?

Would you be willing to accept a single fuel cell that was a total of 63 gallons as opposed to a combined 74.

See above ref. ramp and fuel tank.

What wheel base are you looking for in this vehicle? We don't recommend anything longer than 131 inches if going off road with the vehicle is it will create serious traversing issues.

The shorter the wheelbase the better for off-roading as the roads and terrain can be rough in Costa Rica.

What is meant by the term "fire wall"? All our vehicles have a fire wall.

See above on firewall.

You request LED Light Bars front and Rear and side patrol lights. LED Light Bars on the roof of a vehicle are old technology because they are easy to damage by hanging tree limbs etc. and are also easy targets in a gun battle. When using the roof of a vehicle as a rescue platform in a flood or mud slide, the roof top LED light bars can become a tripping hazard as one more thing for a citizen or first responder to step over. We offer an LED light pkg that is integrated into the body of the vehicle above the windows but below the roof line, front rear and both sides. The total number of lights would be 18, including 8 forward, 2 rearward, 8 on the side walls, 4 of which are scene lights. Would you allow this.

Would be acceptable to incorporate lights into the body of the vehicle.

The new chassis from Ford only offer a 40 gallon fuel cell and a mid ship 26 gallon fuel cell. Since they don't add up to 74 gallons are you anticipating us providing an after market fuel cell that replaces the 26 gallon mid ship cell with a 34 gallon mid ship cell?

The available stock of 66 gallons is acceptable and what is available on a 2019 F550.

Must the warranty need be administered by a Costa Rican based company or can it be serviced by our team to be flown in with the parts within the allotted time?

Does not have to be a Costa Rica based company.
