I. SCOPE OF SERVICES

The purpose of this firm fixed price purchase order is for supply of Guard Booths in accordance with statement of work / specifications as described in “SCHEDULE OF

SUPPLIES/SERVICES”.

II. TYPE OF CONTRACT

This is a firm fixed price type of contract. The prices listed below shall include all expenses such as labor, materials, overhead, profit, insurance, and transportation necessary to deliver the required items to the U.S. Embassy New Delhi, India. No additional sums will be payable on account of any escalation in the cost of materials, equipment, or labor, or because of the contractor's failure to properly estimate or accurately predict the prices or difficulty of achieving the results required by this purchase order. Nor will the purchase order price be adjusted on account of fluctuations in the currency exchange rates.

The U.S. Government intends to award contracts to the responsible company submitting an acceptable quotation at the lowest price. We intend to award based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

III. DELIVERY LOCATION AND TIME

A. The Contractor shall deliver all ordered items at various U S Embassy properties located in New Delhi. The addresses shall be provided later to the contractor who is awarded the contract.

B. The contractor shall deliver all items within 60 days from the date of award of contract.

IV. PRICING

The offerors shall insert their prices for the supply of subject Guard Booths below:

V. GOODS AND SERVICES TAX (GST)

Goods and Services Tax (GST) is not included in the CLIN rates. Instead, it will be priced as a separate Line Item in the contract and on Invoices. Local law dictates the portion of the contract price that is subject to GST; this percentage is multiplied only against that portion.

SCHEDULE OF SUPPLIES/SERVICES, BLOCK 20

DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

I. SPECIFICATIONS

Prefabricated Guard Booth

One-person guard booth. The booth must be constructed of aluminum with a stainless-steel frame of SS-304 grade, and the framing system must use steel welding mechanisms to create the framework. The base must be at least 2x2 inches of SS-304 grade steel tube, with the floor assembly comprised of at least 1/16-inch aluminum tread/chequered plate over 2 layers of 3/4 inch plywood. The floor shall be secured to the bottom of the structural frame, tightly fit against wall panels, and have a covered drainage hole of 2 inches. The wall panels shall have an R-13 insulation rating. The booth shall have a 14-inch-deep laminated counter at least 31 inches from the finished floor, with a 220V power socket and a four-plug capacity. The lower wall section, exterior, shall be at least 3 mm Aluminum Composite Panel ACP, with the interior walls powder coated and painted in the client’s choice of color. The walls should be securely fixed to the steel frame and should be temper proof. All the joints of the guard booth shall be sealed with appropriate industrial grade roof and wall sealants or any other possible way, to mitigate the water leakage from the walls and roof.

The ceiling shall be insulated to at least R-19 insulation rating. The roof top shall be made from

1.2 mm stainless steel sheet of SS-304 grade. The roof shall use 2x1 inch SS-304 grade stainless steel interlocking pan sections that are able to support a minimum of 40 psi live load. It will have roof drains that pull into a gutter system. The roof of the booth shall have 4 inches of overhang over each side.

Windows will be fixed to the booth frame made from minimum 3/16” clear tempered safety glass. It will offer three side visibility and be tinted (35% tint) to reduce heat (reject 71% of heat and reduce UV rays) and limit visibility into the booth. A Sliding rear window will be made of tempered safety glass and will allow for the window to be opened and locked from indie of the booth. Size of the windows are mentioned below.

All the windows shall be secured in a frame with SS beading and industrial grade sealant shall be used to further providing them a secure grip with the structure.

Doors shall be made from commercial grade 16-gauge aluminum swing doors and will be equipped with a simplex style electrical combination lock with touch panel (Godrej or equivalent) and a latch system along with a padlock to lock the door in case combination lock fails to work. A steel grab bar/handle should be fixed on both sides of the door. Doors are to be fully weather-striped.

A 220V electrical system of the guard booth should have with minimum 8mm PVC core wiring and 6 mm grounding system, according to N.E.C. standards with at least 4 open circuits and separate 16 Amp. MCB switch for AC unit. At least two 2’ tube lights with proper power supply shall be fixed inside and outside of the guard booth. A separate junction box with 20 Amp. MCB shall be fixed outside the guard booth for connection of power supply to the guard booth. The junction box should be covered by an appropriate weatherproof cover approved by the embassy.

The electrical wiring should be concealed in the structure of the guard booth and all open wires should be covered with flexible aluminum conduit.

The booth shall be fitted with a 1-ton Split Air Conditioning unit, with cold and heat options & with inbuilt 2.5 macron air purifier system. A Stand along with a drip tray shall be provided for the outdoor unit as per the requirement at installation site. The minimum size of the stand shall be 1.5 feet from the ground and should be able to take load of an outdoor unit of air conditioning unit. The stand should have a mechanism, wherein a detachable container/tank is placed below the drip tray to catch the water dripping from the Indoor and outdoor unit. The size of this container should be few inches shorter than the H/W/L of the outdoor unit stand.

*The placement of the outdoor unit (wall mounted or on Stand) shall be as per the requirement at the installation site.

Base of the Booth

The base of the guard booth should have wheels with locking mechanism. Wheels should be of

5’inches. The wheels should be removable and strong enough to withhold the weight of the occupied guard booth. Wheel size for the shorter guard booth should be of 4’ inches.

Bar Stool

The Guard booth will include a sturdy, guard stool with cushioned seat, with a fixed height, that minimally meets these specifications:

• 43.5" H x 15" W x 21.5" D

• High density foam seat

• Stool Should be of fixed height.

II. COMPLIANCE WITH SPECIFICATIONS

The offerors shall submit with their offer a detailed matrix indicating that the specifications of the offered product are in compliance with the required minimum specifications set forth in

Description/Specifications/Work Statement of this RFQ. Any deviations to the required minimum specifications shall be clearly stated in the remark’s column of the matrix. Product literature and/or catalog shall be provided as supplement to the specification data of the proposed air conditioner model.

III. MANDATORY REQUIREMENTS

1. Vendor must ensure to propose only those makes which have the presence in New Delhi /

NCR to provide after sales services / meet warranty obligation and support on easy availability of spares in local market.

2. Vendor must provide the supporting documentation and details in support of above along with the offer.

IV. SAM REGISTRATION

Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102.

Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given.

V. OFFER SUBMISSION

The date set for receipt of proposals is April 19, 2024, by/before 05:00 PM, India Time. No proposal will be accepted after this time.

(d) Comptroller General Examination of Record. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. CONTRACTOR IDENTIFICATION (JULY 2008)

Contract performance may require contractor personnel to attend meetings with government personnel and the public, work within government offices, and/or utilize government email.

Contractor personnel must take the following actions to identify themselves as non-federal employees:

1) Use an email signature block that shows name, the office being supported and company affiliation (e.g. “John Smith, Office of Human Resources, ACME Corporation Support

Contractor”);

2) Clearly identify themselves and their contractor affiliation in meetings;

3) Identify their contractor affiliation in Departmental e-mail and phone listings whenever contractor personnel are included in those listings; and

4) Contractor personnel may not utilize Department of State logos or indicia on business cards.

652.215-70 EXAMINATION OF RECORDS

(a) With respect to matters related to this contract or a subcontract hereunder, the Department of

State Office of the Inspector General, or an authorized representative, shall have upon request:

(1) Complete, prompt, and free access to all Contractor and Subcontractor files (in any format), documents, records, data, premises, and employees, except as limited by law; and

(2) The right to interview any current Contractor and Subcontractor personnel, individually and directly, with respect to such matters.

(b) This clause may not be construed to require the contractor or any subcontractor to create or maintain any record that the contractor or subcontractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(c) The Contractor shall insert a clause containing all the terms of this clause, including this paragraph (c), in all subcontracts under this contract other than acquisitions described in Federal

Acquisition Regulation 15.209(b)(1).

652.225-71 SECTION 8(A) OF THE EXPORT ADMINISTRATION ACT OF 1979, AS

AMENDED (AUG 1999)

(a) Section 8(a) of the U.S. Export Administration Act of 1979, as amended (50 U.S.C.

2407(a)), prohibits compliance by U.S. persons with any boycott fostered by a foreign country against a country which is friendly to the United States and which is not itself the object of any form of boycott pursuant to United States law or regulation. The Boycott of Israel by Arab

League countries is such a boycott, and therefore, the following actions, if taken with intent to comply with, further, or support the Arab League Boycott of Israel, are prohibited activities under the Export Administration Act:

(1) Refusing, or requiring any U.S. person to refuse to do business with or in Israel, with any Israeli business concern, or with any national or resident of Israel, or with any other person, pursuant to an agreement of, or a request from or on behalf of a boycotting country;

(2) Refusing, or requiring any U.S. person to refuse to employ or otherwise discriminating against any person on the basis of race, religion, sex, or national origin of that person or of any owner, officer, director, or employee of such person;

(3) Furnishing information with respect to the race, religion, or national origin of any

U.S. person or of any owner, officer, director, or employee of such U.S. person;

(4) Furnishing information about whether any person has, has had, or proposes to have any business relationship (including a relationship by way of sale, purchase, legal or commercial representation, shipping or other transport, insurance, investment, or supply) with or in the State of Israel, with any business concern organized under the laws of the

State of Israel, with any Israeli national or resident, or with any person which is known or believed to be restricted from having any business relationship with or in Israel;

(5) Furnishing information about whether any person is a member of, has made contributions to, or is otherwise associated with or involved in the activities of any charitable or fraternal organization which supports the State of Israel; and,

(6) Paying, honoring, confirming, or otherwise implementing a letter of credit which contains any condition or requirement against doing business with the State of Israel.

(b) Under Section 8(a), the following types of activities are not forbidden ``compliance with the boycott,'' and are therefore exempted from Section 8(a)'s prohibitions listed in paragraphs

(a)(1)-(6) above:

(1) Complying or agreeing to comply with requirements:

(i) Prohibiting the import of goods or services from Israel or goods produced or services provided by any business concern organized under the laws of Israel or by nationals or residents of Israel; or,

(ii) Prohibiting the shipment of goods to Israel on a carrier of Israel, or by a route other than that prescribed by the boycotting country or the recipient of the shipment;

(2) Complying or agreeing to comply with import and shipping…
