About this file

This is a Request for Proposal (RFP) for hotel lodging, meeting and function room rental, and related hospitality services to support official U.S. Mission activities in Indonesia. The U.S. Embassy Jakarta seeks to establish a multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a minimum of two awards to responsible offerors submitting acceptable proposals. The solicitation number is 191D3227R0005, with proposals due November 19, 2026, at 10:00 WIB, and a pre-proposal conference scheduled for November 9, 2026. Offerors must be registered in SAM with a valid NATO Cage Code (NCAGE) and submit all prices in Indonesian Rupiah (IDR); the Government guarantees a minimum order of IDR 35,000,000 per year, with a contract maximum ceiling of IDR 5,250,000,000 across all exercised periods and awardees.

The contract covers three service categories: lodging accommodations for single occupancy in four room types (Standard, Deluxe, Entry-Level Suite, and One-Bedroom Suite) with rates not exceeding the current U.S. Government per diem rate for Jakarta; function room rentals (half-day and full-day sessions) for twelve room configurations, fully inclusive of standard audiovisual equipment and coffee service; and ancillary hotel services including food and beverage, ground transportation, and other hotel-provided services, not automatically authorized but priced for Task Order reference. The base performance period is one year, with two exercisable one-year option periods. Contractors must be full-service hospitality properties located in central Jakarta with on-premises fitness center, spa, restaurants, 24-hour front desk, dedicated doorman, and concierge desk. Evaluation is based on lowest price for acceptable and responsible offerors, with acceptability determined by compliance with RFP terms and technical proposal requirements, and responsibility assessed under FAR Subpart 9.1 criteria.

SECTION 1 – THE SCHEDULE

CONTINUATION TO SF-1449

RFQ NUMBER: 191D3227R0005

I. SCOPE OF SERVICES

The Contractor shall provide hotel facilities and related hospitality services to support official U.S. Mission activities in Indonesia. Services include lodging accommodations, meeting and function room rental (with standard audiovisual support and coffee service included in room rates), and ancillary hotel-provided services authorized by individual Task Order.

This is a multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The primary purpose is to establish pre-negotiated rates with qualified, SAM-registered hotel contractors, enabling U.S. Mission agencies — including other U.S. Government agencies — to satisfy lodging and event hosting requirements by issuing a Task Order against this contract, without undertaking a separate competitive solicitation for each requirement.

The base period of performance shall be one (1) year from the date of contract award, with two

(2) one-year option periods exercisable at the Government’s discretion in accordance with FAR

17.207. Options are not automatic and shall be exercised only by written notice from the Contracting Officer prior to expiration of the current period of performance.

II. PRICING AND RATE GUARANTEE

Contractors shall propose firm fixed-price rates for each CLIN for the base year and each option year. Lodging rates shall not exceed the current U.S. Government per diem rate for Jakarta, Indonesia at the time of Task Order placement or individual reservation. The most current per diem rate is available at http://aoprals.a.state.gov/Web920/per_diem.asp. Where the contracted rate and the current per diem rate differ, the lesser of the two shall be provided to the U.S.

Government.

The contracted rates shall be extended to any U.S. Mission traveler — including travelers from other U.S. Government agencies — who presents a valid U.S. Government travel credential and references this contract number at the time of reservation or check-in, regardless of whether a formal Task Order has been issued. Reservations made under this provision are subject to the contracted rates and count toward the contract minimum guarantee. The Government’s liability under such reservations is limited to the contracted room rate; all incidentals remain the traveler’s responsibility and shall be settled directly with the hotel at checkout.

Function room rates are fully inclusive of the standard AV package and coffee service described in Section V.B. No separate charge for those items will be accepted on any invoice under this contract.

Section C (Ancillary Services) rates are provided for Task Order planning and evaluation purposes. Section C items are not automatically authorized. C.9 (Other Hotel-Provided Services) requires no base rate at proposal; the Contractor shall provide a quote in response to a Task Order request, and the CO shall incorporate the agreed price into the Task Order before performance.

Contractors shall indicate in their proposal whether each such item is available in-house, through third-party sourcing, or unavailable.

C. Ancillary Hotel Services

Section C CLINs cover hotel-provided services beyond lodging and standard function room packages. These services are not automatically authorized. Each must be explicitly included in a written Task Order approved by the Contracting Officer.

C.1–C.3 Food and Beverage: F&B services require prior written CO authorization in accordance with applicable FAM provisions. Alcoholic beverages shall not be provided. Final menu selections shall be coordinated with the designated COR. Fuel, tolls, and driver compensation are included in the per-vehicle rate. The Government shall not be liable for claims arising from vehicle accidents or driver negligence.

C.7–C.8 Support Rooms: VIP Holding Rooms and Secretariat/Operations Rooms are priced per day and subject to Task Order authorization. These rooms are not included in function room session rates.

C.9 Other Hotel-Provided Services: Any other service available through the hotel or through hotel-arranged third-party sourcing may be requested under this CLIN. The Contractor shall provide a written quote in response to the Task Order request. The CO shall incorporate the agreed price into the Task Order before performance. Open-ended or post-performance pass-through charges are not permitted under this CLIN.

D. Government and Traveler Responsibilities

The Government shall be liable for room and service charges formally ordered under a written Task Order, and for lodging charges incurred by travelers booking under the rate guarantee in Section II, whether settled by direct Embassy billing or by traveler reimbursement via Government Travel Card. Reservations shall reference the contract number at the time of booking.

The traveler shall be personally responsible for all incidental charges, including but not limited to: minibar consumption, in-room dining and room service, personal telephone calls, gym access, laundry, parking and valet, and any room upgrade not authorized by the Government. The

191D3227R0005 RFP HOTEL ROOMS AND EVENT SERVICES - US EMBASSY JAKARTA 9/66

Contractor shall collect incidental charges directly from the traveler at checkout and shall not include them in any invoice to the Government.

The Government shall not be liable for no-show fees or cancellation charges arising from an individual traveler’s failure to cancel unless the Government issued a written cancellation notice to the Contractor. Cancellations under a Task Order shall be effected by written modification from the Contracting Officer.

E. Hotel Property Renovations

The Contractor shall notify the Contracting Officer in writing at least ninety (90) days in advance of any planned renovation or facility change that may affect room availability, meeting space capacity, or the quality of services contracted herein. Failure to provide timely notice may be grounds for termination for default with respect to affected Task Orders.

VI. TASK ORDERS

Task Orders under this contract shall contain the following information:

• Name of Contractor

• Contract Number

• Task Order Number and Date

• Period of Performance

• Description and quantity of services ordered

• Unit price and total obligated amount

• Funding citation

• Designated Government Event Representative or COR, if applicable

The Contracting Officer may place orders in writing, by facsimile, or electronically. Oral orders may be placed by the CO only in urgent circumstances where delay would cause significant mission impact; oral orders shall be confirmed in writing within three (3) calendar days. The Contractor shall provide no services under a Task Order without written authorization from the Contracting Officer. Individual traveler reservations made under the Section II rate guarantee do not require a Task Order.

Order Selection Procedures:

(1) The Government will develop a price estimate for each requirement. If the estimate does not exceed $10,000 USD (the applicable Micro-Purchase Threshold), the Government will follow paragraph (2). If the estimate exceeds that threshold, the Government will follow paragraph (3).

(2) Orders not exceeding the Micro-Purchase Threshold: The Government may select a contractor on a rotating basis or based on the Government’s best interests, considering price, past performance, and qualifications. Selection shall be documented.

(3) Orders exceeding the Micro-Purchase Threshold: Unless a FAR 16.505(b)(2) exception applies, the Government will provide all awardees a fair opportunity to be considered. Award will be made to the lowest-priced, technically acceptable contractor. The basis for selection shall be documented. Selection under this IDIQ is not protestable to GAO under FAR Subpart 33.1

191D3227R0005 RFP HOTEL ROOMS AND EVENT SERVICES - US EMBASSY JAKARTA 10/66

except on grounds that the order increases the scope, period, or maximum value of the contract.

The Department of State Acquisition Ombudsman will review contractor complaints to ensure all awardees receive fair opportunity consistent with the procedures herein.

(4) Exceptions to paragraph (3): A Task Order may be issued without competitive consideration among awardees when: (a) the need is of such urgency that competitive opportunity would cause unacceptable mission delay; (b) the order is a logical follow-on to a prior order for which all awardees received fair opportunity; or (c) the order is necessary to satisfy the contract minimum guarantee.

QUALITY ASSURANCE AND SURVEILLANCE PLAN (QASP)

This plan provides an effective method to promote satisfactory contractor performance. The QASP provides a method for the COR to monitor performance, advise the Contractor of unsatisfactory performance, and notify the Contracting Officer of continued unsatisfactory performance. The Contractor is responsible for management and quality control to meet the terms of the contract. The Government’s role is to monitor quality to ensure contract standards are met.
