About this file

This document is a federal solicitation amendment and questions and answers (Q&A) for an Indonesian Language Service Program contract (Solicitation Number: 191D3225R0040). The amendment extends the proposal submission deadline from July 1, 2025 to July 8, 2025 at 14:00 Jakarta time and clarifies a section about material delivery. The Q&A provides detailed insights into the program, including that the incumbent contractor is Alam Bahasa - KSU Swaloka, the expected student enrollment is 30-50 per cycle, and the estimated maximum contract value is $150,000.

Key details include that the program requires in-person language training at the U.S. Embassy and American Club in Indonesia, with 2-4 instructors currently teaching approximately 2,047 classes in the last year. Subcontractors are allowed with specific compliance requirements, and offerors are expected to price the contract locally. The youngest participants are around 15 years old (10th grade), and contractors may be invited to provide additional cultural or non-routine language program quotes. The contract also requires Defense Base Act (DBA) insurance, which can be quoted as a separate line item and is reimbursable upon submission of a paid invoice.

A: The incumbent contractor is Alam Bahasa - KSU Swaloka

3. Are subcontractors allowed under this contract? What are the eligibility requirements for contractors?

A:

1. Please refer to Secon 1, 3, and 4 of the RFP for contractor qualificaons.

2. Yes, subcontracng is allowed under this contract, provided it complies with the requirements of FAR 52.244-6 and the terms of your contract. If your firm intends to engage local instructors or enes in Indonesia to deliver in-person language training, we kindly request that you submit a brief subcontractor disclosure, including:

• The name and role of the subcontractor (e.g., freelance instructor, training provider).

• A summary of the specific services they will provide, such as instrucon hours, course materials, or other deliverables.

• Confirmaon that your company will maintain oversight, quality control, and contractual accountability throughout the subcontractor's performance.

Addionally, please ensure the following:

• The subcontractor is not suspended or debarred (this can be verified via SAM.gov, if registered).

• All required Federal Acquision Regulaon (FAR) clauses are properly included in any writen agreement with the subcontractor.

• Compliance with local labor laws and regulaons in Indonesia is ensured, including any requirements for work permits, tax obligaons, or other legal consideraons.

• Your firm has established clear processes for monitoring subcontractor performance and ensuring alignment with U.S. Government procurement standards.

These steps ensure alignment with U.S. Government procurement standards, compliance with local laws, and help maintain performance integrity under this contract.

4. What was the previous contract value?

5. Is there a maximum contract value?

A: Please refer to the response to Queson 4 above.

A: We expect a total of approximately 30 to 50 students to sign up per cycle, maximum of around 50 students.

7. How many hours of classes were taught last year?

A: Esmated up to this month, 2,047 classes.

8. How many hours of classes were delivered in-person vs. online?

A: There’s no online class delivered for the last two years. Then for on-line class, please refer to answer #7.

9. Is there an expected number of instructors required?

As a reference, a minimum of two instructors is expected to cover approximately 30–40 classes per week.

10. How many instructors currently teach classes?

A: There are 2-4 instructors for the last two years. Two can cover 30-40 students and max of 4 teachers can cover almost 50 acve students in two different venues (the Embassy and American Club) in a cycle and in average.

11. Can U.S. companies submit proposals in U.S. Dollars (USD)?

A: Since in-person classes will take place in Indonesia, we expect the contractor to be able to perform operaons locally. Pricing should reflect this requirement.

12. Secon 6.2 menons a requirement to “deliver a complete and full translaon of the items above.”

Can you clarify what translaons are required?

A: The phrase should read: “Deliver complete materials as described above.” This has been corrected in Amendment 0001 to the solicitaon.

13. Can the cost of DBA (Defense Base Act) insurance be billed to the Embassy? Can it be quoted as a separate line item?

A: The youngest parcipants are expected to be around 15 years old, equivalent to 10th grade.

15. Must the DBA insurance premium be included in the proposed pricing, despite its impact on cost?

A: Per Addendum to FAR 52.212-1, offerors are required to include DBA insurance costs in their pricing.

Approved providers are listed on the Department of Labor website:

htp://www.dol.gov/owcp/dlhwc/lscarrier.htm The quote must be submited as a separate line item. See also Queson 13 regarding reimbursement.
